I . Invitation to Council for Billy Graham Movie GWEN - please call and remind
Showing, August 13th Council .
The Mayor reported that the Reverends Fred
Swank and Jimmy Morgan have invited Members of the
Council to the advance showing of the Billy Graham
film, "The Restless Ones," on Friday, August 13, at
10 a.m. at the Ridglea Theatre . Council Members
asked that they be reminded of this date.
2 . Purchase of Radio Equipment (M&C's P-456 and GENE - have W. A. Rubottom notif,;
P-457) local dealers of future radio
equipment needs, as well as Dallas
Councilman Eagle asked if the proposed purchases distributors
of radio equipment were for similar type equipment .
The City Manager replied that the bids for mobile units
are all for transistorized equipment, and that the base
station bids are for transistorized equipment from
G .E . and tube-type equipment from Motorola. Councilman
Kemble asked whether we were aware that G.E. had
transistorized base stations when we made out the
specifications. The City Manager replied that we knew
about the transistorized base station equipment, but
preferred to write specifications under which all
c,-Pmpanies could bid. Councilman Hamm asked if this
is a budgeted item; the City Manager replied it is not,
but a needed item at this time.
Councilman Stovall commented that by 1970 all such
radio equipment would be transistorized. He thought
that G.E. was the best buy, from his talking to dealers
over the weekend. Councilman Hamm suggested that
when the City buys this amount of radio equipment, the
proposals should be put out together to get competition
due to the size of the order. The City Manager
replied that in this case the bids for Water Depart-
ment radios were advertised ahead of the bid request
for Police and Fire radio equipment . Councilman Hamm
asked why the local dealers didn't bid, and were they
invited to bid? Representatives of G.E. and Motorola
then made brief presentations to the Council giving
advantages of their particular kinds of equipment
Speaking for G.E . were Ed Rinehart, the local G.E.
manager, and Mr. Ellis, G.E. regional manager. They
said that their silicon transistor base station was
superior equipment to the tube-type base station
because of easier maintenance and more dependable
equipment. They reported that TESCO General Dynamics,
and other large firms buy such transistorized equipment.

They said there was no price advantage to busing
both the mobile units and the base station equipment
in one order. They said that on such size orders as
this, the Company bids direct (out of the Dallas
office) rather than dealing through Fort Worth agents .
They claim that the difference of only 1 .7 per cent
in the G.E. and Motorola bids is because Motorola bid
higher than usual, expecting that G.E. would bid the
higher-priced transistor unit. Mr . Loren Morris
presented the case for Motorola to the Council . He
claimed that the City in establishing minimum specifi-
cations for the radio equipment was thereby indicating
to bidders that the low bid meeting the specifications
should expect to be awarded the purchase. The Mayor
replied that the Council could not forget their
responsibility to look for the lowest and beat bid,
and that price was only one of the elements in
considering the lowest and best bid. Mr . Morris
reported that Motorola was not yet making a
transistorized base station inthe frequency the City
calls for. He said that with a base station,
transistorized units should have the same operating
expense as tube-type, but that maintenance might be
better on the transistorized station. The consensus
of the Council was to proceed with the purchase of
the radio equipment as recommended (Motorola mobile
units for the Police, Fire & Public Works Depts . and
G.E. base stations and mobile units for the Water
Dept.) , and such action was taken at the regular
Council meeting.
3. Purchase of Road Gravel (M&C C-5517) NAN
Several questions were asked concerning which
road gravel pits were considered a year ago, and which
persons were asked to submit proposals this time to
sell gravel to the City. Marshall Amis replied that
Roy Driver of the Public Works Department handled
negotiations on this matter . No further discussion
was held, and at the regular Council meeting the
M&C was approved as recommended.
4. Paving Assessments on Sylvania Avenue and McIvey GENE - follow up with Public Works
Street (I.R. #781) and Assessment Paving 16 on policy change.

Councilman Hoover stated that he was confused as
Lo the action the Council gook at the July 30, 1965,
meeting on Assessment Paving at Sylvania and McIvey
Streets . The City Manager explained that the action
was for the Council to close the hearing, levy the
alternate higher assessments as outlined in I .R. #781,
and for the staff to evaluate assessments made on the
back side of two properties, (J. Andrews and D. Stafford)
and to modify standard policies where undeveloped
industrial policies were involved. Councilman Hoover
asked who had the higher assessments against them.
The City Manager replied that it affected 2 owners .
Councilman Harrah thought the Council did not intend to
omit the J. E. Turnbow property from a higher assessment,
such as would be levied against a developer. The City
Attorney advised that the Council can adjust assessments
at any time with no notice, upon proper motion and

passage. Mayor Barr commented that the H. T. Priddy
property is already developed, and it would be
difficult to consider the developer's rate against
that property. Councilman Hamm then left the meeting
to contact Mr . J. E. Turnbow about an increased
assessment on his property. At the regular meeting
COUncilman Hamm moved to increase the Turnbow
assessment from $14.46 per foot to $19.16 per foot,
or from a total of $1,344. 78 to $1,944.74, and the
motion was passed Ly the Council .
S. Code Amendment on Curb Painting (I.R. #784 and NAN
M&C G-821)
No discussion was held on this item at the Pre-
Council Conference, but the Council passed a motion
approving this Code Amendment at the regular meeting,
with Councilman Hamm dissenting.
