1 . Reminder - Budget Study Session following NAN
Council Meeting
The City Manager requested that the Council
recess its regular meeting to this study meeting,
and make any adjustments in the budget (for publica-
tion purposes) before adjourning the regular meeting.
This procedure was followed.
2 , South Industrial Thoroughfare (M&C G-840NAN
M&C L-741 , & IR #778)
Mayor Pro-Tem Jones requested that the Council
delay discussion of this matter until all Council
members are present at a future meeting. Councilman
Shannon commented that he thought schools preferred
not to be located on thoroughfares. The City Manager
replied that this was becoming more and more true for
elementary schools, but in this case all parties
concerned preferred that a high school and/or stadium
be located at the intersection of Seminary Drive and
the proposed South Industrial Thoroughfare. The City
Manager asked if there was any more information or
data anyone wished on this matter. There being no
requests , the Mayor requested that the item be held
until next week, and such action was taken at the
regular Council Meeting.
3. Sewer Charges to Texas Hozel (IR #795) NAN
Councilman Shannon asked if the charges to
other hotels and places with their own water supply
are worked out the same way as the sewer charges to
the Texas Hotel. The City Manager replied they were.
4. Planning for a Southwest Freeway in Fort Worth NAN at this time
(IR #794)
Councilman Hamm commented that the Southwest
Area needs attention, and tie is glad some work is
being done on it. He said that he thought the state is
not very interested in the project . He said that this
project was number 8 on a priority list of 10 of a
metropolitan highway planning committee list of projects
which was presented to the State Highway Department in 1964.
The consensus of the Council was to study the IR and to
discuss the prospects for a Southwest Freeway at a later
date.
5. Allen Street Improvements GENE - get cost estimate & report
from P.W. by September 10.

Councilman Eagle commented that at a recent southside
neighborhood forum comments were received as to why an
overpass on Allen Street, replacing the old bridge now
there over the railroad tracks , could not be constructed.
Chief Engineer Amis said that a rough estimate on the
cost of such a project is $500,000. Mayor Barr commented
that it would be well if the jog in Allen Street could
be taa.en out . The City Manager commented that this would
be a very good future improvement project.
6. Personal property Assessment of Olympic Life NAN
Insurance Company (IR #796)
The City Manager reported an error in the decimal
point in the chart in this IR, showing the 1965 personal
property tax due by Olympic Life Insurance Company as
$1,339.06 when it should be $13,390.63. Councilman Hamm
suggested that the Council or Staff now sit down with the
Olympic Life Insurance Company and try to work out the
siguation. Councilman Shannon said that the Tax Office
has apparently followed the law carefully, and that any
action Council took now would be overruling the Supreme
Court, which has upheld the lay. Councilman Haawn sug-
-,ested that if there appeared to be an inequity in the
amount of tax owned by Olympic or any other life insurance
company, that the Council should challenge the law and
take appropriate action in court . Mayor Barr commented
that the Council should not superimpose its judgment
over the Supreme Court. Councilman Hamm asked for more
time to study the matter. Mayor Barr said that the matter
would be laid on the table for the time being. _
7. Request for Reinstatement to City Employment of NAN
J� W. Pearce (IR #797)
Councilman Kemble asked if absenteeism of the sort
experienced with J. W. Pearce was unusual. The City
Manager said yes , that this was unusually high absenteeism.
Councilman Shannon asked who decides when an employee
takes a vacation. The City Manager said normally the
supervisor. Mayor Barr said that unless a formal hearing
was requested, he believes it not necessary for Council
to take action in the matter.
8. Resolution - City Council Policy Regarding Reports AGENDA - 9-7-65
on Federal-City Relations
Councilman Kemble explained his proposed resolution
to the Council, and Muncilman Hoover explained a substi-
tute resolution he would like to see the Council adopt.
Members of the Council then had a long discussion about
whether staff members should "analyze" or "evaluate"
Federal programs as they relate to the City of Fort Worth.
No decision was reached, and the Council at the regular
meeting held over consideration of the resolution until
the next meeting.
