1. Participation in White Settlement Days Parade - GENE - notify Speegle Berry who
Saturday, October 2, 1965 will be present
The Council was reminded of the invitation for
Council Members and wives to attend the White Settle-
ment hays Celebration on October 1 and 2, and particularly
the parade on Saturday at 3:30 p.m. The Mayor said he
intended to go to the parade and requested other Council
Members to do likewise.
2. Paving Assessments on Clinton Avenue (IR #810) NAN
This item was not discussed as it had been held
over from the previous week at request of Mayor Pro-
Tem Jones, who had not yet arrived. The assessments
were discussed during the regular meeting, at which the
assessments were reduced from $3,354 to $3,000.
J. Affidavit re Continued Zoning Hearing (Docket No. NAN
7-65-81 and IR #814)
Councilman Stovall presented to Council Members
copies of an affidavit from Joe B. Williams and Mrs.
Zenobia E. Williams, dated September 21, 1965, stating
that they do not object to rezoning Lot 18, Block 55, of
kyan's Southeast Addition to allow a mortuary to be
built. This affidavit is in contradiction to copies of
an affidavit contained in IR #814, stating that these
property owners do object to such rezoning.
The City Attorney advised that if these owners
are in favor of the rezoning, only a majority (or five)
votes of the Council would be required to rezone, but
if these owners are opposed to the rezoning, seven votes
(3/4) of the Council would be required. He advised that
the proponents of the zoning change be requested to have
Joe E, Williams present at the regular Council meeting
to tell the Council where they stood on the matter.
Mr. Williams appeared at the Council Meeting and
reported that he and his wife were in favor of the
proposed zoning change. The zoning change was approved
by a 5 - 4 vote.

This item was not discussed at the pre-council
conference, due to the late arrival of Mayor Pro-Tem
Jones and the absence of Councilman Shannon.

The submission of a bond proposal in the Amount of
$74,750,000, was authorized at the regular meeting for
an election on October 19, 1965.
A-5. Public Hearing - Northwest Quadrant of Interstate NAN
Loop 820 (IR #815)
Chief Engineer Amis explained the map display of
the proposed route of the N.W. quadrant of Loop 820
from 1-35W north to 1-20 West. It was explained that
a public hearing would be held at 10 a.m. , Tuesday,
October 5, at the Lake Work Fire Hall, at which the
"Texas State Highway Dept. officials would explain the
route to interested citizens and hear any comments on
the design and location.
b. Award of Contract - Santa Fe Industrial Addition NAN
Sanitary Sewer Approach Main (M&C C-579)
Councilman Hamm inquired why the estimates of the
cost on this sewer have been so different over the last
couple of years. Water Department Chief Engineer Jasper
Hendricks explained that the first estimate was made in
June 1960, before the 1961 sanitary sewer bond issue.
Other verbal estimates were made in the succeeding few
years before exact size or location of the sewer had
been determined. lie said that when detailed surveys of
the line had been completed that the routing size and
location past the Loop were different than originally,
and the total estimated cost was then $183,000 ($151,000
as developer's share). The final low bid price was much
under the estimate (nearly $40,000).
Councilman Hamm said that the matter of building
the line was delayed because of a zoning problem, which
was pigeon-holed for a year in the Legal Department. In
the meantime the sewer price estimate went up considerably,
causing the Santa Fe Railroad to go through its Chicago
office again for approval. He said the staff needs to
provide better estimates for such developers as this. Mayor
Barr commented that it is very difficult for the staff to
make good estimates without accurate information as to
where the line will go and who and what it will serve. He
said that the staff should label their estimates rough or
refined, depending upon the source of information, and
should make all estimates in writing. Mr. Hendricks said
that this had been the recent policy and practice of the
Water Department.
The contract was awarded during the regular Council
Meeting.
7. The following items were not discussed due to NAN
lack of time, but the M&C's were approved at the
regular Council meeting:
a) ROW Acquisition - Burchill Road (M&C's L-825
and L-826) ;
b) Purchase of Headtable Risers for Will Rogers
Memorial Buildings (M&C P-469),
