Regional Airport Agreement Celebration RODGER - send reminder to Council Members Dinner on October 12 in packet this week, and include reproduction of pictures of the Dallas Mayor Barr announced to the members of the City Council members and the Dallas press and others present that the Fort Worth City negotiating team members . Council will be host to a Regional Airport Agree- ment Celebration Dinner, on Tuesday October 12, at the Shady Oaks Country Club at 7 :00 P.M. , at which time the eight members of the Fort Worth- Dallas negotiating team on the regional airport would be honored and the Dallas City Council would be special guests. 2. Attendance at Texas Municipal League Material and agendas for November 4 Meeting October 31 - November 2 in San meeting will be sent to Council members Antonio as usual . Council Members were asked to notify the Hold distribution of materials for Nov. 8 City Secretary of their intention to attend, and meeting until Friday, Nov. 5. rooms would be held at a San Antonio hotel. An alternate date for the November 1 Council meeting was discussed, and it was decided to have the meeting on Thursday, November 4 that week. Such action was taken by resolution at the regular meeting. 3. Public Hearing on Northwest Loop 820 on Oct. 5 NAN Mayor Barr designated Councilman Kemble to represent the City Council at the Public Hearing on the location of Northwest Loop 820, to be conducted by the State Highway Department at 10:00 a.m. Tuesday, October 5 at the Lake Worth Fire Hall. 4. Proposed Discontinuance of a Rock Island AUGHINBAUGH- prepare more detailed report Passenger Train for Council members this week. GENE - distribute to Council. Mayor Barr passed to Council Members a memorandum from the City Utilities Supervisor describing the proposed discontinuance of a Rock Island passenger train. Councilman Hamm requested that more information be provided Council members on the proposed discontinuance. 5. Use of Different Types of Sewer Pipe (M&C NAN P-471 & IR 817) Councilman l;ttl;lts said lit) wotnld 11ko t I ut'udy the IR further, but that he :iaw no reason to do"I+ey action on the purchase M&C. The Water Director said '_ -2-- +�w•7- i that an epoline liner is used on concrete pipe for such sewer lines as the Village Creek collector, where low flows in the initial years would cause chemical 4`•'Y-+ reaction with the concrete without a liner. In reply +� to Councilman Hoover's question, the Nater Director said that lining does not control seepage, but only the reaction of sewage to the pipe material, particularly from hydrogen sulfide gases . He said rubber gaskets are t ^Ar used in pipe joints, which controls seepage. Councilman Hoover asked about the problem of silica in the water mains. The Water Director said the Department was still working on the solution to this problem. He also said that the Water Department would probably soon recommend the employment of a consulting chemist to study the matter of coagulants in the water which causes the silica deposits in the mains. 6. Rehabilitation of Sanitary Sewer .Main (M&C C-583) NAN ; Mayor Barr asked if this rehabilitation was due to a size inadequacy of the existing pipe. The Water Director said yes, because the pipe was originally sized on a 25 year growth projection, rather than on the size required to handle the ultimate drainage area development. Council- , man Ham asked if this takes care of the sewer problem •'. in Forest Park Zoo, The Water Director replied that this rehabilitation is from Belaire Drive North for a distance r� south and does not affect the zoo, Councilman Hamm asked If the rehabilitation and rebuilding will be done away from newly paved streets. The Water Director said that whenever possible the routing was not on newly paved streets, and that close coordination was worked out with Public Works Department. 7. Reorganization of State Water Agencies (IR 818) NANj There were no Council questions on this matter. 8. Information on Employment of Relatives (IR 819) NAN r The City Manager commented that there probably are some instances of employment of relatives not known by the City, because of false information on applications _' �� %' ' and that instances are present in the Police and Fire Departments which are covered under Civil Service law allowing such employment, and also some "grandfather clause" zases in effect at the time the Personnel rule was adopted . 1. Request of T. J. Smith, Staff Representative of JACK 14001 - take appropriate action. AFL - CIO American Federation of State, County and Mntuieipal Employees, for Automatic Thies Deduction !. Y Mr. Smith requested the Council by his letter of c . Councilman Shannon asked how many members z. + he local union had. Mr. Smith said that there were abort 00 on the automatic dues deduction, plus many who pay over ,-ie counter. Mr. Shannon asked if anyone ever quits , and r. Smith said yes. Mr. Smith said the members vote.([ 1ac,t )nday to make the increase in dues deduction, which was )•Z4.r r,- i necessary because the local union becomes autonomous on November 1 (which means that no donation by the national union would be given the local in the future). He said that there had been no complaints from the membership about the increase, and that the automatic deduction was requested in order to save the task of getting new dues deduction authorization cards from members on the new schedule. The City Manager said that the City receives a fee for making such deductions from pay checks . Some discussion was had on when the new dues would take effect, and it was decided to take the first deduction on the October 29 payroll, covering the pay period October 10-23. A motion authorizing such deduction was passed by the Council at the regular meeting. 10. Bus Stop Bench Advertising Contract GENE - prepare draft contract and M&C re-submitting alternatives previously Councilman Stovall reported that objections given Council. of Mrs. Ruth Johnson regarding bus benches had been resolved, and requested that the contract be considered again by the Council. He suggested that extension be granted without advertising for bids, and that any assignment be subject to approval by the Council. The City Manager commented that this would be an alternate not discussed previously by the Council. 11. Air Conditioning Licensing Board Procedure GENE - get facts on case and draft IR ­!" for Council. Mayor Pro-Tem Jones told Council Members that he had received a tail from a man turned down by the Air Conditioning Licensing Board, because the man could not qualify for a licenseon the provision that he be occupied full time with the business of air conditioning. Mr. Jones suggested a review of the Board procedure in carrying out the "grandfather clause" provisions. He said the man, Mr. J. Wesley Myers, is represented by attorney Fred D. Nation, Jr. , from whom a letter dated September 24, 1965 was furnished the Council. Councilman Hamm said that if the procedure allows those in the part time occupation of air conditioning to be licensed, that this would open the door to many persons who were not qualified by experience. This matter was further discussed at the regular meeting, and a hearing before the Council was set for October 18 and in the meantime the Council asked to have information on this case furnished them. 12. Meeting of Bond Election Committee NAN Lee Goodman told the Council that Tuesday afternoon at 2:00 in the Pre-Council Conference Room, there would be an organization meeting of a series of seven breakfasts for Council Members who are chairmen of campaign committees along with their co-chairmen to set up this series of meetings. He invited all Council Members to be present.
