(M&C PZ-lb8) Water Dept_ to study the hayfields ' sewer service plan as an alternate Mayor Pro-Tem Jones complimented the staff on to the other study on Highway 81 the revenue analysis provided in M&C PZ-168. Pisrchase of Property for Water Department NAN Service Center and Sale of Excess City-Owned Property (M&C L-925) The City Manager said this acquisition was recommended �• to provide for the orderly growth of the service yard at the Water Department 's holly Plant, and that the City was attempting to look to the future in this acquisition. Councilman Hamm asked why we waited until the builder -2- was ready to build on these lots . The City Manager said that we would try to prevent this in the future, but that this builder was ahead of City plans to acquire the property. Mayor Pro-Tem Jones asked if the City is to acquire both blocks . The City Manager said that the intention was to eventually get both blocks , as lots become available and when funds could be made available. Councilman ilamm asked about access to the future Park Drive. The Water Director said no access was planned to Park Drive now. Councilman Hamm said that this freeway frontage was valuable and connection to Park Drive should be considered. This area is also a blighted area needing; redevelopment, and it is close in to the central business district. tie said that Water Department also needs access badly to the Holly facility. The Public Works Chief Engineer said that the eventual plan provides for access to this area, but not as part of the primary construction contract on Park Drive. Councilman Hemble asked how a possible future Southwest Freeway through this area might affect the land proposed for trade by the City. The Public Works Director said the Highway Department thinking now is for a freeway further west, but this depends on the results of the 0 & D Survey now underway. He said there is a possibility of a connection with Park Drive at Peter Smith, and it would be necessary to deal with the railroad for an additional crossing. He said the City did not wish to hold up the Park Drive project for the possible connection with the freeway much later. Councilman Shannon asked what the City would use the land lor. Mr. Hardy said that it would be used for shops , parking, repair and maintenance facilities to provide for the Sewer Division added in 1961 which filled up the existing; yards . Councilman Shannon asked if it would be to increase the plant size. The Water Director said yes , that for long-range development , the South Holly Plant could double its capacity and the land would be desirable then, too. Councilman Shannon asked if this land is subject to flood and therefore if so, it might be foolish to enlarge at this site. The Water Director sAid that this expar►sion ground was for the yards and that plant expansion is some years away when floodway improvements would be well along. M&C L-925 was approved at the regular Council meeting, 4. Sidewalk , Curb and Gutter Repair Program (M&C G-887) GENE - draft I.R. with all Charter and Code provisions on Sidewalk and Councilman Hoover asked if this same program would Curb and Gutter repair and with apply to sidewalks city-wide and to the old walks and answers to Jones ' questions . curbs in the residential areas . The Public Works Director said that it could if the Council desired, DICK - place on agenda for January but that the present program in residential areas is 3, 1966. to give notice only where sidewalks are in dangerous condition and the property owner pays the full cost of replacement. The City Manager said that this program was only a pilot project for downtown, and it would take more study to outline a program city-wide. -3- Councilman 3-Councilman Eagle asked what the standards for the walks would be. The City ManaF-,er replied that it was not for any special kind of walk but regular concrete pavement . He said that in Abilene a black surface was tried , but fie understood that this surface often got slick when wet, Councilman Hamm said that the property owners had originally paid for these sidewalks and curbs and gutters and wondered if they should be assessed again, or rather whether they should earn credits as is done in residential areas on assessment paving projects . The Public Works Director said that tide City has never assessed before for sidewalk work, but that property owners always paid or the City put in replacement sidewalks as part of a project. Councilman Hamm wondered if we could charge a property owner again where he had once paid for curb and gutter work . The City Manager said that he thought we could because of the special benefits to business property, which is a variation from present policy on this Councilman Haman said that in many areas of town the City replaces curb and gutter at no cost to the property owner and lie thought assessing for this work downtown would not be fair. The City Manager said that this was a variation in policy, but that it appeared necessary and justified to get these improvements downtown. Councilman Hamm thought it might be better for the City to repair or replace the curb and gutter at its expense and have the property owners do the sidewalk . He said this would not penalize the big taxpayer downtown. The Mayor requested that this matter be held over for two weeks, and that the Council be furnished a clarification of the Code provisions on sidewalk replacement. 5. Casa Manana Improvements (MC C-622) DICK - draft- memo to Sardy and Campbell to work out a landscapint•, Present at the Pre-Council Conference were Mel and water plan. Dacus , representing; Casa Manana, and the architects on a proposed new work shop for Casa Manana. Mr. Dacus said that Casa Manana officials wished to place the new building in an east-west direction, facing north, directly at the rear of Casa Manana, with a 25 to 28 foot set back off Circle Drive and about 150 feet off University Drive. It would be a 40 foot by 126 foot rectangular building, single story, costing about $25 to $35,000_ He said his committee had cleared the location with the Stock Show peopie and with the City Public Works Department. The building would be precast concrete in the same color as Casa Manana. Mayor Pro-Tem Jones asked if the building would last through 1985. Mr. Dacus said that with present usage of Casa Manana he thought it would. Councilman Eagle asked the Water Director to check for provision of a 2" water service along University Drive from Crestline so that the lawn area might be beautified. Councilman Kemble suggested that the . Council might allow Billy Bob Watt to go ahead and tear down the Pioneer Palace. The consensus of the Council Aftk • was to authorize the location of this new building, and M&C C-622 (Repairs to Casa Manana 'Roof) was approved at the regular Council meeting . 6. Additional Fire Prevention Inspectors (M&C G-887) NAN This item was not discussed at Pre-Council Conference, but was approved at the regular Council meeting. 7 . Animal Control Center Fees (G=888) JACK FWYD - draft IR with response to Mayor. Pro-Tem Jones' question:; . This item was not discussed at Pre-Council Con- ference, but at the regular Council meeting it was DICK - Review IR and have M&C G-888 requested by Mayor Pro-Tern Jones to hold this item on January 3rd Agenda. t.or two weeks . Ile wanted to know how successful the City':, vaccination proy,ram is, and whether the pro- posed increased pound fee might defeat the dog control program. Councilman Hamm expressed his opposition to Chi.-, increase as beim; only another tax bite, and he wondered witat revenue item would be next. B. Engineering Services - N.E. Industrial Thoroughfare (M&C C-624) NAN There was insuificient time to discuss this matter at Pre-Council Conference, but the M&C was approved at the regular Council meetinK without discussion.
