Councilman Shannon asked what money is in the CIP for R01X'.ER - draft IR Lon,; 33rd Street work. The City Manager replied that enough money was provided for construction on this project to Decatur on the east and 26th Street on the west, plus funds for right- of-way and planning to the east of Decatur. Councilman Hamm asked for a week's delay to study the program further. The C ty Manager said that the 1965 CIP was used as a base, that some projects have been accelerated because of new developments since the 1965 program was adopted, and that priority has been given to 1958 bond projects on the street work. Councilman Hamm asked it the IIulen Street bridge work will continue and whether the road work will connect the bridge in to a street on cite south. The City Manager said that the road work is in the CIP to connect Bellaire Drive South with the IIulen Street bridge. Councilman Hamm commented that we then would have a street (IIulen) that connects nowhere on the north end. Councilman Shannon asked why the South Industrial Thorough- fare was scheduled from Seminary to Oak Grove, rather than from tate Mansfield Highway to Seminary. The City Manager replied that the main priority now was for the Junicr College access, between Setninary and the Loop. He said that a letter had been received from the Junior College asking for this roadway. Councilman Shannon asked how far this thoroughfare would be from 135W. Vie City Manager said that it was about a mile or a mile and a half east of 135 W. Mayor Pro-Tem Jones asked to see a copy of !:he letter from the Junior College. Councilman Hamm asked if Granbury Road improvement work is in the CIP program for 1966. The City Manager said it was. Mayor Pro-Tem Jones asked on khat basis does the Junior College need the South Industrial Thoroughfare. The City Manager :,aid t:o serve their site, which will be immediately adjacent (un the east) to the South Industrial Thoroughfare. Mayor Pro- rem Jones asked why the City should start at the Junior College site with the thoroughfare. Councilman Hamm said the Council needed to know the priority of this road a little better. The Cty 11anager said the program could be ad.lusted to put in the Horth part of the South Industrial Thoroughfare, too, if the Council desires. Councilman Shannon said he thought it would �+�1 11v desirable to connect Mansfield Highway with Seminary Drive OffIL1,1E Ril. by this thoroughfare. The City Manager asked ii the Council desired any in- formation on any other projects. Councilman SLovall said he thought Lite Northeast Industrial Thorou.;hf:are should be com- pleted before the South Industrial Thoroughfare. Mayor B-trr asked Councilman Stovall if he had a committee report on this matter. Councilman Stovall said the report would be furnished later. No further discussion was held on the 1966 CIP, and M&C G-896 was carried over at the regular meeting until the following week. 2. Information on Urban Renewal JOHNDROE - provide new resolu- tion at appropriate time. Councilman Hamm asked it the Council established an independent board to administer the urban renewal program, ROY - make reservations for could Llie Council change the arrangement later. '17he City Jan. 19th trip to Little Rock. ALturney replied that it would take a vote of the people to make a change later. Mayor Barr asked the City Attorney to give the Council a new version of the resolution, estab- lishing the organization for urban renewal as suggested in his letter to the City Manager of A.inuary h, 1966, which was furnished the Council this week. Ilse City Attorney said that under Lite :arrangement suggested, rhe Council would retain more powers, and that he had discussed this approach with Dall .ta, and the Dallas City Attorney would recommend such an or,,anisaLion also for Dallas. The City Manager said that he and he City Attorney had talked with other cities around the state ,)n organizaing for urban renewal, and had received some candid remarks from which he gaLliered the general feeling was tlaaL rhe City should retain control over the operation, but ihaL the agency heads of urban renewal organizations would probably prefer otherwise. Mayor Barr commented that he thought the coordination with the other City staff and auxiliary agencies was most important, and that the Council could delegate appropriate powers to an advisory board on urban renewal. He thought an arrangement like the City Aviation Board is the best example of how it would work. Councilwoman Deen asked :about the trip to Little Rock on ,January 19 to study the urban renewal situation there. 'llie city Manager thought it was appropriate for the City to pay Lite expenses of any Councilman that desired to go on this trip. Mayor Barr encouraged all Council Members who wished to go to do so that they would have their questions answered about urban renewal in operation. Mayor Pro-Tem Jones said he did not care to go, that he had seen all lie cares to of slum conditions, and that he thought Lite City should get on with the proposition of providing urban renewal. Mayor Barr asked who on Lite Council might go on .January 19. Councilman Hoover was the only one responding at this time that lie thought he would go. 3. Final Payment- Under Street Addition to City Ball DICK - get breakdown from Ptd :and (M&C FP-298 and IR #877) architect on days delay - drxlL IR for Jan. 24th Council MeeLiny. Councilman Kemble said he didn't see much difference in rhe information in IR #877 as Lo Lite time delay from that fur- nished in last week's information. He said what he wanted was how many days delay was provided for each item, such as weather, CITY SECREL'AY ET. V1',trMA? TEX. strikes, storm sewer, etc. i. thou,jit this :,hould come from the architect, and that the :>z.ili :should check his records u see that the weather wars had on these dates, etc. Mayor Pro-Tem Jones adked if t_he City is hound by the :architect's decision on time delay. rhe Chief Engineer of the Public Warks Department replied that the architect's inspector keeps a daily diary of the job, and that his notes are checked with the contractor's representative, and these notes are signed weekly by the contractor 's representative. Council- man Kemble wants the information listed in a form he can under- stand, and a much more complete report, accounting for the large number of time delays. Councilman Hoover aA e d if the job was on working or calendar days. The Chief Engineer said the contract was calendar days, and that the tendency on building construction is to make contracts on calendar days. Councilman Hoover asked why the holidays were not knownin advance. The Chief Faigineer started to give a breakdown on the days, but did not finish it, and he said the Public Works Department has relied heavily on the architect to provide the breakdown on days' delay. Councilman Hamm inquired about the storm sewer delay. The Chief Engineer said the storm sewer went the length of the jok, and there were conflicts at the intersection, causing paving delays for the contraceor. Mayor Barr said he thought the problem was that the City was in too big a hurry to get Lite htilding completed. Councilman Haman said he thought it was the wrong way to bid a job like this. M-+yor Barr said that the County was pressing the City at the time for the spice the Corporation Court was in. Councilman Hoover said lie thought it would have been a good idea to ask contractors how much time they needed to do this job, and hid it that way as an alternate. Councilman Hamm said he thought it was he most expensive way to bid a job. Councilman Kemble said he wanted the information before he voted on the final payment, and at the regular Council meeting this matter was delayed until next Council meeting. t. Specifications for CATV (IR #876) NAN Councilman Hoover asked it there is a provision that a CATV operator carry all local stations. The City Manager said there was such a provision in the specifications and ordinance, and also that the FCC thirty-day rule applies on broadcast of pro4rams from out of the city. Councilman Hamm asked if this is i ke a utility, and if so, why a free connection should be pro- vided to schools. The City Manager said this was merely a custom of the trade. Mayor Pro-Tem Jones asked whit effect this would have, other than lost revenue from the gross receilts payment. Council- man Harem thought the matter should be clarified on schools. Ile said also that the $100,000 performance bond should he required at the time of the award, and that a 1% hid hand should be required with the proposals. Mayor Barr said that he thought no kidders intended to con- struct the system in Fort Worth immediately, and if so, the Council R i A (�;1U�7 bliould delay action on this matter. Councilman Hamm said he thought CHICIAL R UU the Council should take a position on overhead versus underground n wires, and ask. the bidders to make proposals both ways. Mayor Barr CITY I �Lr CRET}r,fiY said that in areas around the city where utilities are underground, rr ll that CATV must also be put underground. Councilman Hamm said he 11. i1�.siiILA. thought a separate rate for underground service might be in order. He also said that Lite copper unavailability at this time might delay construction of any system in Fort Worth. The City Manager said that Lite Council can order any utilities underground whenever it wishes, ='"• a ' i 00k AN including CATV. Mayor Pro-Tem Janes asked if it: is really a utility, if con- trol of CATV by Council is established, if the rates can exceed the amount specified and whether a delay would hurt the eventual insLallaLion of CATV, and what is the state of the industry de- velopment. The City Manager said the specifications as prepared require a quick go ahead with the project by the successful bidder, and that the city would want only seriously interested companies to make proposals. He said the matter of whether it is a utility for re4ulatiun is still under development in Texas and many other states, but the trend is to treat it as a utility. He said he would re- co miend control of CATV from the very beginning as a utility. Mayor Barr said the matter should be held in abeyance for some time yet, and no Member of the Council objected. _ Resignation Letter of David A. Detweiler from Board of TruSLees of the City Employees Retirement Trust ROY - please draft lerter it-r Mayor. Mayor Barr suggested that the resignation cif D:ivid Di•tweiler be accepted, and that the Council consider ap- pointing Allen Snodgrass as his replacement. Councilman Shannon made such a motion at the regular meeting and it was passed by the Council. The Mayor directed that the City secretary send a letter of appreciation to David Detweiler fur his good service. _ 6. Purchasing Items RAN Councilman Hoover asked why there were not the same number of lids as frames requested by the Water Department (Vt .: P-494) . lie said he would like it readvertised, if there is no urgency on this material. At the regular meeting this question was raised again, and the City Manager said that the Water Department has 50 frames on hand, but no lids, and it needs the lids right away. Ou motion by Councilmen Hamm and Kemble, the Briggs-Weaver machinery company bid was accepted, and the irregularity of the Murrison Supply Co, of the original bid was not waived by the Council. On M&C P-492, Councilman Hoover pointed out an apparent inconsistency in the comments. He said since the flashers and barricades had differing characteristics, that there should be more than two bidders on this item. M&C P-492 was approved by the Council as recommended.
