There were no further questions at the Pre-Council Conference. At the regular Council meetin},, the Pssblic 'Works Direc- toy and the Planning, Director answered questions concerning the other proposals for aerial photography and mapping ser- vices. Councilman Hoover asked how the proposal compared with last year's proposal . The City Manager said it was about 18 per cent higher this year. Mayor Pro-Tcm Jones as'l.ed whether the State has used aerial mapping, in its trans- pnrtation study. The Planning, Uirvctor :said that State personnel have checked with the Planning; office regularly, but there has been no joint to;e of aerial maps . At the request of Councild.san Eagle and other Council members, this M&C was held for one week. 4. Mayor Barr asked what wages; the contractors would pay GENE - have on 3/14/60 Agenda for janitor labor. The City Attorney :said that they are obligated by Charter to pay current prevailing; rates, or standard wages. The Mayor said he slid not wish the City to be a part of undermining; current wage rates . Council- rsan Shannon said lie thought all companies must comply with wage and hour laws, The City Attorney said that in a sense this is a contract for public works and a list of standard of prevailing; wage rates is published by the Public Work a Department regularly. Mayor Pro-Tem Jones said that y '2- r- t� Anh� ;ie thinks that janitors are );cncrally paid more by such companies than by the City or other employers . The City Mana,.er said that the staff could find out Qtat pay the contractor intends to pay, and could add a provision to !� the contract to guarantee prevailing wages will be paid. Councilman Shannon inquired whether three janitors would be needed if the City did Lite work. The City Manager said that there are two widely separated locations , the Holly Plant and the Water Buildinj;, and indicated they probably would be needed. Mayor Pio-Tem Jones asked if the low bidder was a local Jin) or a chain. The Finance Director replied that it was local as far as he knew. Councilman Hamm also inquired about the provision that two representatives froto all towns under 10,000 would be on the Commission. The Mayor said that this war, two representatives for all other smaller cities and not two from each city_ Mayor Pro-Teta Jones asked what basis there was for #0' the approximately $21,000 Fort Worth share of the first year experwes of the Commission. lie asked if there was a bud;;et or how the figure was arrived at. Mayor Barr :,aid that the committee believed that $80,000 to $90,000 in local funds was needed for commission operations for the first year. This wa: decided at a meeting on February 20, at which a general figure of 6C per capita for members in Dallas and Tarrant Counties, and 4C per capita for members in other counties, was detemined to be a reasonable basis for cost sharing. Councilman Kemble asked 0io will approve th, expenditures of the commission. Considerable discussion followed on this point, with no conclusions. reached . The City Manager suygested the Council might authorize Lhe meribership in the Regional Planninl; Commission but not authori::c a quarterly paywenL of dues until a budget was presented. Mayor Pro-Tem Jones said lie was concerned that the com- mission wu given too much authority under thu by-laws and powers of the North Central Texas Council of Governments . No conclusions were reached at the Pre-Council Conference, and at the rugular meeting;, much discussion on the same points followed . Action on the resolution was delayed for ane week . b.. Report of Council Comnittee re Board of Equalization ROY - notify Meacham and Jones and Appointmeuts Bobby Reed . _ Councilmil Kemble reported that he and Mrs . Deen, a special committee , recoctmend I,tlLher Meacham and Russ Jones -3- > ''7 as the citizen members of the 1996 Board of Equalization, at a rate of $100 per day for each member. This report was also wade at the regular neeting, and the Council ap- proved these appointments. ]. Audit Leport HOWARD - draft IR on recommenda- tions when appropriate. Councilman Hamm said he thought that the special recommendation report of the auditors was particularly good, and he would like the City Manager to report on implementation of the suFj,,ested items when appropriate.
