Regional Texas Municipal League Meeting NAN Mayor Pro-Tem Jones asked if any Council Members could be present at the Region 8 Texas Municipal League Meeting at 6:30 p.m. tonight at the Rodeway Inn. Council- man Eagle said he might attend, and Mrs. Deen would go if no one else 9&ld. o 2. Newsletter Pictures of the Council Members NAN The City Manager told the Council Members that it is intended to run pictures of Council Members in the next newsletter and no obiection was received. 3. Information on Aerial Mapping (IR #912 & MSC C-657) NAN Councilman Hamm said that he didn't think the staff reasoning (in IR #912) on why the low bidder was eliminated was very good. He asked whether the prices were bid or were proposals. The City Plan Director said they were proposals, and that they were received separately, and were discussed as received. The Planning Director said that in the past few years there has been a shift in mapping practice from uncontrolled to controlled maps, with a greater degree of judgment and interpretation required in recent years. He said that the professional services involved in aerial mapping are becoming much more evident. Councilman Hoover asked if a surveyor does the work better than a registered professional engineer. The Planning Director said that generally he does for the work the City wanted at this time., The Planning Director said that a true cost comparison is affected by whether the work is done locally, and whether coordination with City offices is convenient. He said the work done by Metro- politan last year was very good, but that International_ the year before produced much work which was barely within tolerances. Councilman Hoover asked why we accepted such work. The Planning Director said that we did not accept much of it, and it was sent back for re-doing. Then it was re-done barely to tolerance in many cases. He said that all but the first two companies making proposals came in or called to talk about them this year. Councilman Hamm said he thought we should have a procedure for retaining professional services in the policy manual. The City Manager said that if the City Council AO.. .. t approves, the staff will negotiate for aerial mapping protessional services in the future. He said that the professional services policy was not outlined in the policy , -book because the City abides by the practices and state- ments of the professional association in these matters. Councilman Engle said that if the City used Metro- politan, it would probably be easier and a better product would result. The Planning Director said that also the maps would be more available locally for more persons and companies, lie said that all local firms were contacted to make a proposal on this mapping business. Councilman Shannon asked what the difference in cost is. The Planning Director said that on the proposal it appeared to be about 25 per cent greater, but about 12 per cent is estimated for the final cost. He said that the probable difference is about $43 per square mile of mapping. Councilman Shannon asked why this great difference. The Planning Director said that some of it would be accounted for in overtime required by some companies which did not have staff enough to do it immediately. `Mere were no further question;: on this item, and the contract to Metropolitan was approved at the regular meeting. 4. Disability Retirement of William If. Blevins NAN (IR #913) The City Manager said that the IR explains the circumstances discussed by T. J. Smith at last week's Council Meeting. He said that Mr. Blevins hasn't yet licked up his retirement check, but he has his final pay from the City, Mayor Pro-Tem Jones asked what Smith 's point wa:, in appearing before the Council. The City Manager said that he apparently was suggesting that all disabled em- ployees should get more money. The Personnel Director said that on January 24, 1966, Mr. Blevins signed a written request for being placed on disability retire- ment, There were no further questions or requests on this matter. 5, Paving Improvements at Seven Locations (M&C C-672) NAN Councilman Kemble asked which of these were the :.kip blocks initiated by the City. M&C C-672 was ap- proved at the regular meeting. 6Continuation of Hearin6 in Connection with DICK - memo to Maboney to draft IR Proposed Change in 'Zoning of 7.25 Acres of Land on time spent on this case. Located at 7400-7424 Meadowbrook Drive and 2300 Block Sandy Lane The City Manager reported that the City had received the deed this morning to the new park land on the northeast corner of Sandy Lane and Meadowbrook. At the regular meeting, this case (Z-65-140) was dis- cussed at length by proponents and opponents. A motion to ,grant the change in zoning from ".A" to "E" of this property aas not passed (Kemble, Eagle, Stovall, Hamm and Hoover voting yes, and Shannon, Deen, Jones and Barr voting no - 7 votes required to approve change). Councilman Hamm asked the staff to assemble a reper t of tltie time spent on this case, �_� r %L a 7. Council Coordinating Committee Report NAN Councilman Eagle reported for the Council Co- ordinating Committee (with the School and Park Boards). He said that at a recent meeting to discuss building permits the City Manager made a good presentation on the problem. Ile said that the schools will get permits directly From the City„ and not require its contractors to get permits. Ile said that good relations are developing, because of this Coordinating Committee work, and that it appeared that joint school use for recreation would be possible in the near future.
