1. Report on Fly-Ash Control at Valley View and Berry RODGER - continue your study of the
Street Incinerators (M&C G-929) matter.

Councilman Kemble said he was glad the staff is
working on the problem. Councilman Eagle asked if cir-
culating Trinity River water in the Valley View Incinera-
tor might not be feasible and save a large volume of
treated water. The City Manager and Public Works Director
:;aid it sounds feasible.
Councilman Eagle asked about the new incinerator now
starting operation in N.E. Tarrant County, which is under
constrict with the County. The City Manager said that to
control this potential problem, the City would have to an-
nex the area, and then show it is a nuisance.

Councilman Hoover asked whether it might be better
oph, to issue parking tickets instead of charging for parking
iu the Tower Parking Lot. Councilman Eagle said he doubted
if that would preserve fire lanes. The Center Manager said
that parking violation tickets have been issued in the past,
and that this; didn't seem to stop the illegal parking and
blocking of fire lanes.
The City Manager said that the proposal is made to
charge a fee in order to pay for the Police Officer con-
e ttl. He said it could be done without a fee, but that an
attempt is being made to match revenue with expense. The
Center Kinager said that the problem is increasing because
the buildings are busier now and more buildings are in use
at the same time.
The City Manager said that it is the desire of the
staff to keep free parking on the big lot as an inducement
to use the Center facilities, and that this Tower Parking
Lot charge is not intended to be a foot-in-the-door for
later charging on other lots.
Mayor Barr asked why the Police Officer should be
paid out of cash each night. He said that he thought it
would be better to write checks to pay for this help. The
City Manager said he thought such a system could be worked
out.
At the regular meeting, Councilman Hamm gave a strong
endorsement to the proposal. Councilmen Shannon and Hoover
�. suggested that the proposal be carried out without a fee
being charged. A motion was passed (6 to 2, with Councilmen
Shannon and Hoover voting "no"), with the provision that the
help be paid by check, to adopt M&C G-926 at the regular meeting

The City Manager showed a map of the site, and
explained the changes that have been made in the site
boundaries and building location and design since the
ori,jnal report by the architects. Councilman Hoover
asked ii the persons on the proposed Pistol Range would
be shooting north. The City Manager said yes, and that
this was a switch from the North Side usually shooting
at the resat of the City.

4. Eastern Airlines Lease of Terminal Space at GSIA NAN

There were no questions on this matter, and M&C
C-677 was; approved at the regular meeting.

Councilwoman Deen asked if this is the first land
and water trip of this sort in the country. The City
Manager said that he knew of one in Hot Springs, Arkansas.
Councilman Hoover asked what is paid to the City by
the buts and cab companies. The Utilities Supervisor said
that the bus company pays a .2 of 1 per cent franchise, and
the cab companies pay 3 per cent franchise.
Councilman Shannon asked if concession income is in-
cluded in the gross receipts payment. The Utilities Super-
visor said that all receipts of the company are intended to
be included under the 3 per cent gross receipts tax.
At the regular meeting, the Trinity Navigation Company
representatives briefly described their service. Repre-
sentatives of Gray Lines Tours and the Yellow Cab Company
objected on the grounds, that suitable service on land is
not. provided by the:;e companies. During this discussion,
the Yellow C.tb representative complained that the Airport
Limousine Service is supposed to be operated only from hotels,
but that this Company is now picking up and delivering pas-
sengers all over town.
M&C G-92b was approved unanimously.
6. Acquisition of Property for Regional Airport - HOWARD - furnish maps at appropriate
Appraisal Fees (IR #924) times.
Councilman Shannon said he wondered if the City
should rush into the purchase of land for the Regional
Airport because of the delay encountered at Dallas due
to the lack of bonding capacity and the large expendi-
tures at Love Field. He also wondered if the next Council
alight rescind any action of this one. Mayor Barr said
that for all practical purposes the City of Fort Worth has
o"' a contract with the CAB and the City of Dallas to go into
this program. Ile said that Dallas still had five years of
operation at Love Field, and that the improvements being
made there now will be useful for that period, but the air
traffic growth during this period will stretch the Love
Field iacilities to the limit. The Aviation Director said
that CAB is behind the program now, and that it definitely
would go through.

Councilman Shannon asked that ownership maps
on the properties purchased at the Regional Airport
# site be furnished to Council Members. The City Manager
said they would be furnished.
There was no objection to the appraisal fees for
agricultural land as outlined in IR #924.
7. Alley Specifications (.IR #922) NAN
There were no questions on this Informal Report,
but Councilwoman Deen asked if it was true that the City
would spread gravel if the people furnished it, in their
own alleys. The City Manager said yes, that this is a
Standard policy.

The City Manager requested that a letter dated
March 25, 1966, from Sam J. Callaway, Jr. , Attorney
for the Mamie Smith Crowder, temporary administratrix for
the Estate of Mamie Wright, deceased, stating a claim
against the City for $3,500, for the value of a duplex
apartment house and contents thereof which were recently
removed in error by a contractor employed by the City of
Fort Worth, be referred to the Legal Department, since
two parties were claiming to own the property and the
amount requested is far in excess of the value considered
by the City. Such action was taken by the Council at the
regular meets
