1 . Request for Temporary Clcsing of Rogers GENE - List on June 13th Informal Agenda

DICK - Transmit Board of Zoning Adjust-
The City Manager requested Council giidance on mens action to Council by IR after
this request for temporary closing, He said the June 8th., Advise University Christian
Board of Zoning Adjustment will acct on the matter on Church of the status,
June 8, 1966, and the Council may wish to delay action
until after that dace., The consensus of the Council
was to hold further Council dis:usaion and action
on this request at least one_week,
2.. Long Range Water Treatment and Distribution DICK - draft memo to Hardy to proceed
(M&C C-935 and I.R. Nos . 947 and 952) with Benbrook part of study; and to
report by draft I.R. when significant
Councilman Shannon asked if arrangements were developments occur _
made to use Benbrook water whether this would delay
the three-year rule going into effect :, The City
Manager said that such ,arrangements would not affec
'wk.he three-year role. Councilman Shannon said he didr, t
see that a two-year rule would help any more than a
three-year rule„ Mayor Barr said that a two-year
rule might delay construction of the plant and pipe-
line for several years. Councilman Hoover said he
would like to go ahead on the Benbrook investigation.
Mayor Barr said he thought the engineering should
also proceed immediately on the remainder of the
project .. Councilman Hamm said he would like to pursue
Benbrook now and hold the engineering on the remainder
for a few weeks until he could convince himself of the
desirability.
Councilwoman Deer, asked what the staff opinaicn is,
The City Manager said that the staff wished to proceed
on all fronts now, Councilman Hamm said he thought the
Council should informally agree to proceed on the
Benbrook investigation so as to keep down publicity on
it
Councilman Hoover asked what the Lake Worth conduit
problem is., The Water Director explained this situation„
Councilman Hoover also asked about the Benbrook supply. The
Water Director explained this, and then ir• response to a
question by Councilman Hoover , said he would rather use the
Benbrook water now to delay the Crestwood pump station
expenditure as long as possible., Councilman Hoover acted
s..if the pumps to take Benbrook water and the Crestwood pumps
:uuld be interchangeable. The Water Director said he
thought they would not be, because the capacities would be
quite different , but he said no specific engineering
had been done on this yet.
Councilman Hoover asked about the 59.7 acres south
Axw of the city limits (noted in I.R. #951) for which a
plan of sanitary sewer service was being proposed. The
Water Director said that in accordance with Council
policy, this area would not be served until annexed.,
The consensus of the Council was to proceed with
the Benbrook investigation and to hold other recommenda-
tions of M&C C-935 for further consideration at a
later date , _
3, National League of Cities Annual Meeting ROY let 's get adequate number of
placed reserved now at the H.Q. Hotel .
In response to a question . Mayor Barr
announced that the annual meeting of the National
League of Cities this year will be from December 3- 7
in Las Vegas at the Dunes Hotel . _
4 . Letter from President of Fort Worth Real DICK - draft letter to Mrs . Nelms
Estate Board saying Mayor Pro-Tem Jones will represen
Council
A letter dated May 13; 1966, from Helen Painter
Nelms ; President of the Furt Worth Real Estate Board,
requesting the Council to attend a joint breakfast
meeting of the three real estate boards of Tarrant
County on Monday, May 23, from 8 tc. 9°30 AM, was
discussed by the Council , The breakfast would be
at the Continental Inn in Handley. Mayor Pro-Tem
Jones volunteered to represent the Council at this
meeting since it was the consensus that regular
00ft,ouncil meeting times should not be disturbed. _
5. Police Cadet Program (M&C G-947) DICK - Draft memo to Johndroe, Wood,
Owens, and Hightower to study and report
The City Manager said that Mayor Pro-Tem on employing military retirees „
Jones had suggested this program during a budget
session last August . The Police Chief said that
no cadets would wear guns and they would be in
different uniforms from regular officers.
Councilman Hamm asked about the letter to
the Council from an Air Force Sergeant complaining
that the upper age limit of 35 for employment of
police trainees kept out retired military people.
Councilman Shan*w n said that the Texas Employment
Commission told him that this is a common complaint,
and the !natter should be investigated because many
good men are lost tc the Police Department. The
City Manager promised to investigate. The City
Manager said the City has many military retirees on
City jobs now., Councilman Shannon said that TCI has
five retired army men in its security force, and the
starting pay if $230 per month. Councilwoman Deen
asked what smaller cities did about the 35 year age
limit . The City Manager said that some of the smaller
towns were not "blessed" with the State Civil Service
law that applies to Fort Worth police.
r.. Councilman Shannon asked how many cadets would
;tay after degrees were earned„ The Police Chief said

that it is believed only 40 to 60 semester hours
could be earned in the three years as a cadet and
that some would go on and complete degrees and others
would not . Councilman Hoover asked if the cadets
would have to stay in college to remain in the
department . The Police Chief said they would,
Councilman Shannon said that he would rather
raise police pay than to go into this kind of
progrTI. The Police Chief said it will probably
be necessary to do both to get adequate number of
good officers. Councilman Hoover asked what hourly
pay is the proposed starting wage. The City Manager
said $1090 per hour.
Councilman Hoover asked to hold the matter one
week, and then later said that he was ready to proceed.
At the regular Council meeting, M&C G-947 was
passed unanimously, Councilman Shannon .asked for a
study of means to amend the State law on employing
military retirees.

Mayor Barr requested that landscaping of the
new City lots be done. At the regular Council meeting,
M&C G-948 was approved, with the addition that the lots
be beautified, at an anticipated extra cost.
During this discussion, Councilman Eagle said
that the Police Department Roll Call Building or
Garage Building needed painting, and a wrecking yard
near this building was very unsightly. Mayor Barr
said a wrecking yard in the middle of the block at
Taylor and Twelth was also in bad shape,

Hearing held and closed at regular meeting.
There were no questions on these items at the

8. Traffic Summaries - April, 1966 (I.R, 53) DICK - Draft memo to Hightower to
report on matters requested.
Police Chief Hightower briefly described the
statistics for the month of April , 1966, Councilman
Stovall said that City employees should be stopped
from jaywalking in front of City Hall. Councilman
Hamm asked Chief Hightower for a report on the

accident
q-accident situation on Burton Hill Road and
Merrick. Councilman Shannon said the City should
Oomh ave the motorcycles back , to reduce accidents .
Chief Hightower said that police department
doesn't have enough manpower for any of its functions,
including patrol vehicles. Mayor Barr said he would
like a report on the measurable effect of the new
Freeway Patrol on accidents .
