Industrial District to arrange tour of both areas, begin-
ning by bus from City Hall at 11 :30,
The consensus of the Council was to accept the invitations also to include appropriate
invitation to take a tour of the Great Southwest In- board members and staff members .,

for next Monday noon, June 6.

Mr. Conner and Mr_ Brown said that the staff is
asking Mr. Newell to sign a contract to have streets
conform to City specifications . Mr. Brown said :he
whole area is a former gravel pit, and that there is
no unstable soil in the area. He said that the ten
inches of gravel now placed in the street between
concrete curbs and gutters, is of good quality, and
that one and a half inches of hot mix asphaltic con-
crete surface will provide a suitable grade of indus-
trial street.
Mayor Barr asked if the staff hasn't indicated
that an engineers certificate of equal strength would
satisfy the staff as far as contract requirements .
Mr. Brown said the staff has so indicated, The City
Manager said that the staff has asked Mr. Newell to
stare in writing what is wrong with the proposed de-
veloper contract, but that such statement hasn't been
given.

Councilman Hoover compared the industrial sub-
division with the Seminary South commercial subdivision,
Councilman Hamm said there is also a street light
problem and a problem with the paved drainage channel .

Mr. Conner said that Mr . Thelin had informed the
group originally that a developers contract would be
o0m, necessary only on water and sewer facilities and the
paving of Woodrow Street . Mr. Brown added that the
drainage ditch also was to be covered by contract
The Public Works Director said he thought there
were two questions involved : 1 ) The engineering dif-
ferences on specifications, which it appeared could be
settled between the staff and Mr. Newell 's representa-
tives , and 2) The City's right to specify construction
standards on the private streets.
Mrs, Deen said she thought the City had a right ">
regulate the specifications on private streets . Mr.
Conner said he thought the staff had a say-so in this
matter, but that it should not be retroactive. Mayor
Barr said he thought it wasn't in this case , that Newell
had started his development too soon, before proper
clearance had been obtained. Mr. Conner said that Mr..
Thelin had reviewed the matter and said it was okay.
Mayor Barr said he thought there must be something more
than work in this subdivision involved, because agreement
seemed to be already reached on the requirements in this
case,
Mr . Brown said that Mr. Newell had not received a
reply to his earlier letter, and that Mr. Newell didn't
seem to know what was required . This was disputed by the
City Manager,,
Councilman Hamm said this problem with Mr. Newell
is typical with that experienced by all developers .in
Fort Worth . Councilman Shannon asked what was the fuss
about , since there didn't seem to be disagreement on the
construction specifications . The City Manager said that
Elie staff and Mr. Newell need to hear, again from the Council
how to proceed.
Councilman. Hoover asked if 1� inches of hot mix as-
plialtic concrete surface is enough. Mr. Brown said this
amount would last from 10 to 15 years providing the subgrade
and base held up ,
Councilman Stovall asked if there was an agreement
with the former Public Works Director. The City Manager said
that word received this weekend from Mr. Thelin was that he
had said that water; sewer and drainage facilities should be
included in the contract , but that he was vague on a street
agreement, if any. He said he thought the former Public
Works Director was somewhat gun-shy on the matter because
he tried to get a standard street agreement in the Conner
Industrial. Addition in Elie 1950's, and was pulled off by
they City Council at that time.
Mayor Barr said he would like to settle the matter
this mornin;;, so that contract negotiations could proceed
as Council decided on the private street matter. Councilman
llamm said the rules don 't provide an alternate to concrete
streets , The City Manager said this is not correct, that
the Public Works Director can specify alternate and equal
street specifications in commercial and industrial areas .
At the regular meeting, the letter dated May 27 , 1966
from W. J. Newell to the City Council was discussed, and
the Council unanimously approved a motion for the staff to
