Tour of Great Southwest Industrial District NAN The City Manager reminded the Council of the taut of 6'1 Mark I and Mark IV areas of GSC at 11 a.m. this morning. 3. Implementation of Recommendations of Zoning Study ROY ' Inform Planning Director and Committee (IR 0968) Chairman of Zoning Commission of Council action. Councilman Hamm said that the Planning Director has now reported he is ready to implement further ccmittee study on the zoning text. Councilman Hoover suggested the complete study be made and then implement the recaanenda- — tions on procedures. The Planning Director said he understood that the pro- cedure changes should be disposed of first and then the text changes later. Councilman Hamm said the changes re- quiring ordinance amendments should all be in one ordinance. Mayor Barr read the transcript of the May 9th Council meeting prateedings, and said it seemed clear to him that the rect.mimendationh were approved at that time. Councilman Hams ;.aiu that the PLanning Department has delayed further r:tudy on text changes. Councilman Hoover said til IL the motion he made at the May 9th meeting was meant only to prepare ordinances for implementation. Councilman Kemble asked if a 3 or 4 month delay would hurt. Councilman Hamm responded in that nothing is wrong with implementine, the non-ordinance items now, but that he think- one ordinance should cover all procedural and regu- lation or text changes„ The Plan Director said that implementing the two-year rule for refiling zoning change applications is the present problem with the Zoning Commission and staff. He said the May 9th approval of the recommendations by the Council was in the middle of a filing period, and that Mr. Wann in his1�Y SECItE�ABY letter to the Council had requested that May 24th be the effective date of this change. L� �c1�Ji1�11, ���, Councilman Hamm said the committee thought its recom- mendations for administrative, procedural changes should be in %,ritten form so that the staff could hand them to the public over the counter when contacts are made. Councilman Stovall said he thinks thcs effective date should be estab- Lished when the written information is ready for the public, Mayor Barr said there was confusion as to Council action and intention, and it needed to be cleared up Councilman Hamm suggested holding all implementation until all recommendations are ready. Mayor Barr sug- gested that an appropriate motion be made at the regular meeting. At the regular meeting, a motion was made and passed to delay implementation of all recommendations until a final report was received from the zoning study committee. 4 Extension of Water Service to Forest Park Boulevard NAN Right -of-Way (IR #969) ..auncilman Hamm asked if Lite Park Department wants to provide a sprinkler system water service. The City Manager replied that he understands the Park Department does not want to spend any money on this. Mayor Pro-Tem Jones asked if $5,000 would bring water to the parkway. The City Manager said it would, to three watering points. Mayor Pro-Tem Jones asked if the limits of the paving project were West Freeway to Fifth. The City Manager Said they were, The Public Works Director said the median would be 26-feet wide generally, but in places would be narrowed Lo nothing or be covered with paving.. Mayor Pro-Tem Jones asked if there is water and a sprinkler system now in the University Drive median strip near the West Freeway. The City Manager said he didn't think so. Councilman liamm asked if this size water main will supply enough water. The Public Works Director said the Park Department had reviewed the plans and said this is Lite si,_i: that is needed. He said he imagined this had also been checked with the Water Department. Councilman Hamm '..yid that frictional loss might make larger size necessary. At Lite regular meeting M&C C-719 was approved, including duthorL: ation of a change order for the installation of a water system for parkway watering, costing; $5,000. i. 'llie City Manager said there was not, and the problem in this case is a restricted building area because of a building line on Pennsylvania. Councilman Hanwi said that consideration should be / given to a regulation that any parking on a building line area had to be given up in the future for street needs. 110, Mayor Pro-Tem Jones said he thinks probably the line should be released, but did not want to set a precedent . 11ic City Manager said that it would not be a precedent in that others had been released recently, such as on Annie and Hemphill. n�r`i+�� RC�Qfl� Mayor Marr said that the 1928 building line was es- OFFICIAL RECORD tablished for a now out-dated plan. WORTH. iGl1. - At the reguLar meeting, Mrs. Imogene Greer was present, and the Council by unanimous vote moved to remove the building line on Pennsylvania on this particular parcel of property, 6. Proposed Annexation of Right-of -Way and Land Abutting ?SAN Northeast Industrial Thoroughfare (M&C PZ-188 Councilman Hoover asked if annexing minimum areas of 2,000 feet from present City limits had been followed,. The Planning Director said that the new City limit line generally followed survey lines, and it amounts to largely squaring off areas, Councilman Hoover asked about the islands left in this area. The Plan Director said the Planning Commission has asked the staff to study these areas for possible annexation, Council- man Hamm said that since the City now has agricultural zoning., maybe more of these areas should be taken in. The City Manager said that this annexation is intentionally modest, made only in order to get the Northeast Industrial Thorough- fare right-of-way and adjacent land into the City of Fort Worth. Councilman Hoover asked who are the owners of the annexed area. The City Manager read a list of fourteen owners. Councilman Hamm speculated as to whether or not the unmined area would be agriculturally zoned, Councilman Hoover asked about a City ordinance for replacing top dirt on mined areas of ground. The Plar. Director said the Board of Adjustment now requires this in individual cases, and also requires that a bond be put up guaranteeing that it will be done.
