Amendment to Sanitary Sewer Contract with duke Worth (M&C 0-732) ROY - give signed copy of contract to :Hardy for transmittal to Lake Councilman Eagle said his committee recommended the Worth. approval of this new contract arrangement with Lake Worth, and that it was the best the committee could do to obtain eventual payment of the debt. M&C C-732 was approved at the regular meeting. 2. Long-.33rd Street Underpass (M&C C-729, 730, 731) NAN There were no questions on this matter and the M&C's were spproved at the regular meeting. 3. Final Reading - North Annexation Area MAN There were no questions on this item, and it was approved at the regular meeting. 4. Water and Sanitary Sewer Service to North Annexa- DICK - work with Hardy to get report tion Area ready. Councilman Hoover asked when the latest requested report on this inatter would be ready. The City Manager replied that it was about ready,now, but that we were waiting for receipt of replies to our letters to the major land-owners in the North Annexation Area, inquiring about thier development plans. 5. Paving Improvements on the North Side (M&C C-728) NAN There were no questions on this matter, and it was approved at the regular meeting. 6. Compact Car for Park-Recreation Department NAN (IR #973) There were no questions on this matter. 7. Engineering Services for Neighborhood Improvement GENE - ask Noble to compare future assessment figures with current Councilman Haam, said that this answered his ques- figures , as improvements .are made tions on the matter. He said that the staff should note the taxable income from the Neighborhood Improvement areas before work is started , so that later comparisons might be made after the areas are improved. M&C C-722 was approved at the regular meeting. 8. Revised Junked Car Ordinance DICK - notify Police to remove 6 cars at 2600 White Settlement Road. Councilwoman Deen presented copies of a revised junked car ordinance to Council Members. She said that ROY - transmit sufficient copies of the revised ordinance incorporates the major objections revised ordinance to Health Dept. presented last week by citizens and Council Members to the first proposed ordinance. Councilman Hamm ask if there is any esLimate of ICK - draft letter of instructions the number of junked cars involved. Mayor Barr said to Health and other departments re there was none, but he thought there would be about enforcement of ordinance . 1,000 to .2,000 junk cars on private property in Fort Worth. Councilman Hamm said he thought the lien should not be on the land but on the car itself. Mayor Pro-Tem Jones cor,mented that the junked car must be both unlicensed and in- operable. Mayor Barr said if all Councilmembers agreed on the revised ordinance, that the discussion should be limited on it at the regular meeting.. Councilman Shannon asked who will give the tickets for junked cars. The City Manager replied that the Health Dept. would be responsible for administration. Councilman Hamm asked if this will involve added staff. The City Manager said no -- not at the present. Councilman Shannon said that there still would be a problem in that the minimum tow-in charge was $20. He said }ie thought it would cost the City about $50,000 to handle 500 junked cars. Mayor Pro-Tem Jones said he already knows of several voluntary junked car dispGsals _ Councilman Shannon said h thought the clean-up, fix-up campaign which he was now in- volved in, would take care of the problem. Mayor Barr said that a real estate man had told him that he had gotten rid of junked cars from his property merely by cel ling a wrecker who would take it for the sal- vage value . Councilwoman Deen said that junked cars cut the value on- of adjacent property down considerably. The City Manager said that unless the Council instructs differently, no big campaign is planned by City staff. He said impoundment is not planned except as a last resort . He said that some people just don't know how to get rid of their junke,' gars, and the staff would offer that advice , Councilman Hoover asked if a man is -w-_rking on his car would it be impounded. The City Manager said generally no, that the inspectors would give reasonable time for compliance with the ordinance. He said the record of inspectors in other nuisance matters speaks for itself. At the regular meeting, Councilwoman Deen introduced the revised ordinance. Then followed about 16 citizen speakers who had various inquiries and comments about the revised ordinance. Mr. Joe Owens, one of the speakers, said that there were 6 cars now abandoned on public right-of-way in the 2600 block of Mute Settlement Road, which he had bee:4 unable to get removed. The Council unanimously approved the revised junked car ordinance. 9. FAA Allocation for Regional Airport GENE - On June 27th Agenda if� possible. Mayor Barr said that the application for the new amount of Federal Aviation Agency commitment ($2,000,000) was now being prepared and would probably be presented to the Coun- cil at the June 27th meeting. He said that this new grant hl b p�'/�n agr, am^nt must be approved by Council by tt,e end of June to ri �! pp con? get the money committed in this fiscal year. ttr�JET Councilman Kemble asked if there has been any land bought yet without condemnation proceedings . The City *San- ager replied that some land purchases are about ready to come to the Council without condemnation. i. Councilman Hamm said that Mr. Searcy is now a member of MRA, and this strengthens his position as negotiator and appraiser on this project. 10, Parking Lot at Jennings and Lancaster NAN Councilman Shannon said that Mr. David Fox, op- urator of the City-owned lot at Jennings, Lancaster and Morroe, and also the City lot next to the Frankel prop- erty at Lancaster and Lamar, would pay the City the amount of income from parking m(.t:ers, to continue to operate these lots privately for public: parking. The City Manager reminded the Council that it had approved th4 conversion of the lot at Jennings and Lan- caster for metered parking and the lot at Lancaster and Lar: r for Police unLUCtered officer parking. Councilman Eagle said the Police Department needs the space. No action was taken on this matter to change the previous decision of the Council . 11 . Traffic Control on Burton Hilt Road DICK d draft memo to Buckman and to Graham to make these im- Councilman Hamm said that he had now received a provements and study. report on the accident experience at Merrick and Burton Hill Road, which had been misplaced by the staff. He read this report from the Police Chief and the Traffic Engineer. He said there were at least 7 more accidents that he knew of that had not been reported. He said that four weeks ago he had asked the City Manager and Public Works Director to do something about this condition. He said he doesn't think it is an impossible problem. He said he would like the Council to take action at its regular meeting to make some improvement. Mayor Pro-Tem Jones said that the curve on South Drive near his home was a similar problem and that since new yellow paint was put on curbs, 20 mph signs on the street, and a wiq le line for warning, that accidents have practically stopped. He said that also a neighbor- hood meeting to get the word around helped considerably in this case. Councilman Shannon asked what time of day the acci- dents occurred and who are the drivers , since it appeared that in the South Drive matter most of the drivers were residents of the area. Mayor Barr said that he is ready to order a stop si;;n on Burton Hill Road to see if it will cure the problem. Councilman Hamm said that he thought the level on the street at Merrick is the wrong way to hold traffic in the street, that something might be done to the surface of the street, that the lines of sight were bad at the curve, and that all of these problems should be researched by the Public Works and Traffic Engineering Departments. In the meantime he recommended immediate corrective action. At the regular meeting, Mr. Burt Weeman, 1659 Burton rel, �IrjHill Road, appeared to say that nothing satisfactory hasL��been done to improve the situation to date. He suggested y that a gtop si,gn,be placed on Burton Hill Road at Merrick 0 f � ,� j y >r northbound traffic , and that the yellow blinker be moved half-way up the hill for warning of northbound traffic Councilman Hamm moved that these two improve- r:;cnts be made •aad that the staff be instructed to re- search the problem (including grades, paverr,ent services and line of sl,;lit) , He al:,. > suggested that the yellow blinker might be changed to red and a new yellow blinker up the hill be instilled . He said these may only be temporary arrangements until a more permanent solution could be ioundo Councilman Ea;_,le rsu,,VL ted that a "slick when wet" sign also be placed for northbound traffic. The Council passed this motion.
