Mayor Barr commented that this solution, outlined in the M&C, was the one suggested by Councilman Kemble several months ago. There was no further comment on this item,_ and it was approved unanimously at the regular meeting. 2. Requested Closing - North-South Alley in the M.G. GENE - list M&C PZ-198 on July Ellis Addition (M&C PZ-198) 18 A-endas . Councilman Shannon said that Mr. J.V. Hampton re- quested that this matter be held up one week, due to the death of Mr. Hampton's father this past week. There was no further discussion of this , and at the regular meeting, M&C PZ-198 was held for one week. 3 . He said he would also like to know what the benefit to the schools is on this , The City Manager said that the annual school district reimbursement to the City is based on the net cost of the tax operation, and on a ratio of the tax rates of the school and the City, The Finance Director quoted some statistics on Benbrook ap- praisals . Councilman Stovall suggested a meeting of the busi- ness managers of the other jurisdictions with the appro- priate representatives of the City of Fort Worth, before proceeding with action on this M&C. The consensus of the Council was to hold M&C G-965 until such a meeting was held, and this action was taken at the regular meeting. 4. Councilwoman Deen said that the Council promised the people before the 1965 bond issue that this would be done. Councilman Hoover said he thinks it is too late to object to the project, because much expense has gone into getting the project tt, this point. Councilman Hamm said he would rather see the money spent elsewhere, including other streets on the North side t� that are needed more. Councilman Hamm Gaid Decatur should be brought down to North Side Drive on the east side of the tracks to elimi- nate the railroad grade crossing problem. This concluded the discussion at the Pre-Council Conference. At the regular meeting, several property owners along Decatur appeared before the Council to discuss this project and question the need for it and assessments against them. Mr. Atherton, owner of Lot 10, Block 3, Diamond Hill Addition, requested residential credit for an adjacent va- c^nt lot also, since this was part of his owner-occupied residence. The Council requested special consideration of this matter by the Public Works Department before the bene- fit hearing. Mrs . Featherstone said there are several others with property like Mr. Atherton. She also said that the lint from the oil mill on Decatur was causing a problem in the nei;hborhood and she requested relief. Mrs. Fuentes, 2610 "2catur, said that there was considerable grass and weeds growing on the City property between Decatur and the creek on the east side. She requested that this be cut regularly. Councilman Hoover questioned whether the section of roadway north of Brennan had been widened so that the road would not have an hour-glass effect. Mr. Swift of the Pub- lic Works Department was unable to answer this question. Mayor Pro-Tem Jones asked if an overpass had been promised the voters in 1958, Mr. Swift indicated that the Public Works Department had no such information. A motion by Councilman Hamm to table this project indefinitely, and to fix the street as it was before the recent utility ad- justments, was seconded by Councilman Kemble, and failed to pass by a vote of 2 FOR and 6 AGAINST. A motion by Mayor Pro-Tem Jones, seconded by Council- woman Deen, to approve M&C C-735, and to set the benefit hearing for July 25th was approved by a vote of 6 FOR and 2 AGAINST (Councilmen Hamm and Kemble voting AGAINST). A motion by Councilman Hoover to order a separate appraisal on the benefitted properties north of Brentaaa Street along Decatur, and to change the hearing date for August 1st was approved unanimously. Convention Center Barricades (M&C 6-966) ROY - notify contractor and ap- propriate departments that Council Mayor Barr said that the contractor has informed has granted this relief. him that he doesn't need the sidewalk space to construct the Convention Center, and will place the barricades at the property line if relief from the usual sidewalk rental is not granted, Councilman Eagle said there would be little pedestrian traffic around the Convention Center construction. Council- man Hamm said he thinks the solution is good. At the regular meeting, M&C G-966 was approved unanimously. _ 7. Convention Center - Deep Sewer (M&C G-967) DICK - get report from Water De- partment for IR this week, Councilman Kemble asked who is involved--the County or the contractor. The City Manager replied that he had been advised that the County would get the benefit and not the contractor, if any relief is given on the special deep sewer fee, Councilman Hoover said that the Council had ► � promised the voters that the City voters would not subsi, jr'-�' dize the Convention Center. Councilman Eagle asked if the City had budgeted _,n ' budgeted income from this fee. The City Manager said it had not. Councilman Shannon asked if the schools pay this fee. The City Manager replied that as far as he knew, no schools were connected to the downtown deep sewer. Councilman Stovall said he thought the City should waive this charge. The Mayor said he thought so too. Councilman Shannon commented that the County is spend- ing some of its money on the Northeast Industrial Thorough- fare. Councilman Hoover asked if the County participated in costs of improving city streets. The City Manager re- plied that the County can spend money on the County road system, and can also designate what is the County road system. Mayor Pro-Tem Jones asked if the new Federal Building is on the deep sewer. The City Manager said he understood �. r.. that the building will not be tied into the deep sewer. Councilman Kemble asked who made the request for relief from the fee. The City Manager said that Mr. Tom Vandergriff, Chairman of the Convention Center Ad- visory Committee made the request , Mayor Barr said that the County had paid the util- ity adjustment costs when requested, and that he thinks it is an equitable thing to do to relieve the County of this financial burden. Councilman Hamm said that the contractor has pointed out that this is a deductible item of County expense, if relief can be obtained from the City. Mayor Pro-Tem Jones asked what is the capacity of the deep sewer. The City Manager said that this is a "mystery" sewer and much is unknown about it . Mayor Pro- Tem Jones asked if the sewer can carry the Convention Center volume of waste. Councilman Stovall said he thought it could. Councilman Kemble asked whose responsibility it would be to carry the sewage. The City Manager said that it is the City's responsibility to provide carrying capacity for the Center. Councilman Hamm said he thought the Council should have more information, and wondered if the tunneling along the bluff recently was work on the deep sewers. The City Manager said that it was not , but that it was a project to tie the Clear Fork sewer into the main collector. Mayor Pro-Tem Jones said he would like information on the condition of the deep sewer, its age, and its capacity. The consensus of the Council was to hold M&C G-967 for one week to get more information on the deep sewer, and this action was taken at the regular meeting. 8. Annual Salary and Wage Study (IR 92) DICK - discuss with Jack Wood a better presentation of comparative Councilman Kemble said that he is in favor of a information, and have IR for Grine salary increase, up to the amount of money available as soon as possible, without raising taxes , and that all extra money should be put into salaries this year. The City Manager said that the staff is still bud- geting next year's requirements, which will be underway for a month yet. He said the City is "pretty well com- mitted" to a 3 cent increase for bond retirement. Mayor Pro-Tem Jones said he has a hard time comparing this information with the similar report from 1965. The City Manager said the reports are set up for Aft, comparison on a year-to-year basis, but that the staff will try to give better comparison. The City Manager said that the most valid compari- sons in salary surveys are those where the City must ac- tually compete for personnel with other employers .
