Dinner for Dr. Constantinos Doxiadis on DICK - continue with arrangement: c ; August 1 Chamber of COnutterce and other spon:,or Mayor Barr asked the Council if it vas agree- able for the Council to be a co-sponsor of a dinner for Dr. Constantinos Doxiadis on Monday, August 1 at the Fort worth Club. There was no objection from i;ouncil Members. 2. Salary and Wage Study (IR #992 and #995) DICK - get report on military retiree- as soon as possible. Mayor Pro-Tem Jones referred to page 33 in the 1966 Salary and Wage Study. He asked how much police officers were raised last year. The City Manager re- plied from $455 to $480 per month. The Personnel Director stated that pay should be established in re- AOW lation to responsibility and also as an incentive for promotion to higher ranks. Mayor Pro-Tem Jones inquired whether it would be reasonable to give a uniform cent increase in all ranks (he suggested 47 and said it would mean $135,000 total increase in the police salary budget). The Personnel Director said this would be a reasonable way to grant an increase. Mayor Pro-'rem Jones asked if 15 motorcycle patrol- men were deleted last year from the police budget. The City Manager said they were. Mayor Pro-Tem Jones asked how many vacancies there are now in the Police Depart- ment. The Personnel Director said about 50- 11ayor Pro- Tem Jones commented that last year 's raise didn't get more policemen in the department. Councilman Eagle asked if there has been any con- sideration for giving hazardous duty pay to patrolmen. 'i. A e Personnel Director said there had not - Councilman Engle asked how many policemen there are doing clerical work in the Police Department. The City Manager replied Qnty ' that there are very few pure clerical police officers, but that there are many civilian clerical personnel in the Police Department. Councilman Shannon asked if all policemen couldn't be called on to carry guns and perform hazardous duty, Ilse City Manager replied that they could, and that state law requires the same rate of pay for all in the patrol- men class. Mayor Pro-rem Jones commented that motor- cycle policemen were paid more. The City manager said they were paid the same as other officers, but prior to 1963 had been paid $50 a month more for furnishing their own motorcycles. Councilman Hoover -.aid that in 1)63 there were 510 policemen and in l0bb there were 26 policemen but that the increased number actually available for rte' police work was greater because of switching police- men from civilian jobs. The City Manager agreed. Councilman Hoover commented that night time duty is generally more hazardous and less desirable and may there should be a premium for this duty. Councilman Hoover said tie would like to know if the higher paid Police Departments in other cities also have trouble recruiting and keeping enough police- men. The Personnel Director said they did. Councilman Shannon asked if the Chief has yet reported on the possibility of using military ser- vice retirees. The City Manager said he had not yet received that report. 3. Motel Development and Alley Closing in the ROY notify Planning, PW, Finance an( M. G. Ellis Addition (M&C PZ-198 and IR #995) Water Departments of these actions, Mayor Pro-Tem Jones commented that the decision to be made is on how much of the alley to close. Mayor Barr said he thought that was right, and that Mr. Hampton has refiled for Board of Adjustment per- mission to go ahead with the building. The City Mana- ger said this was correct. Councilman Hamm asked if the Public Works De- partment is doing everything possible to assist Mr. Hampton. The Public Works Director said he thought it was. Councilman Hamm then risked that a final recommendation be before the Council next Monday. Mayor Barr commented that the developer has held the matter some 18 months and that the i-tult didn't appear to be the City's. Councilman Kemble said that every week Councilman Hamm brings in somebody to complain about developer policies. Councilman Hamm took exception to this com- ment. At the regular meeting, Mr. J. V. Hampton ap- peared before the Council to request the following items: 1) To vacate the south 400 feet of Block 59, M. G. Ellis Addition 2) For the City to accept a dedication of Lot 24 in Block 59 for drainage purposes 3) For the City to accept dedication of an easement on the north five feet of Lot 6 1JP to reroute a 6-inch sanitary sewer 4) That the Board of Adjustment deadline of July 28, 1965 be waived so that his de- velopment could continue. The Council approved items one through three, but advised Mr. Hampton that the Council had no jurisdiction over the Board of Adjustment action, and that Mr. Hampton would have to go to that Board, for its permission to build a motel, and to the City Plan Commission for approval of a replat of the block for the motel de- velopment. da. 4. There was insufficient time at the Pre-Council Conference for the following items. a) Community Facilities Contract in the West NAN Vickery Heights Addition and Acquisition of Right-of-Way for Guilford Rd.-Bryant Irvin Road Connection (M&C L-1278 and "I&C' C-748) -- Both items approved without dis- cussion at regular meeting. b) Convention Center Deep Sewer Charges (M&C DICK - draft letter to Commissioners G-967) - request made at regular meeting to Court requesting its advice on the check with Commissioners Court on this mat- matter, and complete IR this week. ter and to report next week. ..—
