Neeting Reminders GENE - make reservations for Gre;,Ler A ) Housing Authority Luncheon Fort Worth Council of Governments dinner, The City Manager said that because of the illness of Lealand Hunter, the Housing Authority luncheon DICK - make reservations for schedule for July 25 has been postponed, with no dinner. new meeting date set. b) Greater Fort Worth Council of Governments This meeting will be at 7 :30 ).m, on Thursday, July 28 at Vance Godbey'�_ Mayor Barr and Council- man Kemble said they would attend. Mayor Pro-'rem Jones, Councilmen Eagle and Hamm said they wouldn't be able to attend. c) Doxiadis Dinner and Speech on August 1 ,layor Barr and Councilmen Kemble, Eagle, Hoover; Hamm and Councilwoman Deen said they would attend. Mayor Pro-Tem Jones and Councilman Shannon said they couldn't attend, 2, Uo,.,ntown Historical Markers JACK FLOYD - make appropriate budb2t adjustment. M.zyor Pro-Tem Jones requested the Council to approve an appropriation of :',1 ,000 from the General ROY - work with Jones to make payment Fund balances to the lel & C account, which would be at appropriate time. for five historical markers, at $200 each, which money goes to the Texas Historical Foundation. He said all five markers would be on City property; in- cluding the City Hall, the Library, the old Fire Station at Second and Commerce, the Peter Smith statue by City Hall. and the Al Hayne monument at East Lan- caster and Houston. He said there would be no further obligation on the City after marking these sites. He said there would be $20 off if no pipe is used -- if markers are placed on buildings. Councilmen Kemble asked if there would be any ,r'•)ted pamphlets on these markers. Mayor Pro-Tem Jones said that the Texas Historical Foundation planned to have much printed material available on historical markers all over fcxas, 2 Councilman Hamm asked it there was an age re- ( i• :.rement for historical sites designation. At the regular meeting, the Council approved a motion appropriating $1,000 to spend on these histori- cal markers. 3� Char};es to Other Taxing Agencies for Appraisal HOWARD - commence billing immediately Information (IR #1004 & M&C C-965) Theie were no questions on this item, and at Lhe regular meeting M&C G-965 was approved unani mous;l y �F. Deep Sewer Connection for the Tarrant County ROY - notify departments of Council Convention Center (IR #1005 & M&C G-967) action; officially notify Commission- er's Court of Council action, Mayor Barr said he thought it would be best tc repeal the deep sewer fee section of the City Code. Councilman Kemble asked who maintains the deep sewer. Thu City Manager replied that the City does. Councilman Hamm asked if the County would be charged a regular sewer tap if the deep sewer fee is repealed . The City Manager replied it would. The Water Director said that the County would pay the regular tap fee in any event . Councilman Hamm asked the Water Director if he thoul;ht the fee should be repealed , The Water Director said the Water Fund seeds the money, but Chat lie doesn' t know why the tee was originally established . He said the sewer line seems to be in good condition, and that it is 22 inches at the largest end and on a pretty steep grade so that capacity would probably not be reached soon. Councilman Kemble said he didn't think the City should char-( the County. Councilman Hamm said the City should either repeal the section or change the basis for the charge. Mayor Barr said that if the sewer line is overloaded , the City could restrict its use later on. He suggested the County's request be acted on now and study other alternatives later, At the regular meeting,,, after considerable dis- cussion, a motion by Councilman, Hamm to repeal Section 2')-73 of the City Code, which establishes the $5.00 per north-south `cont foot deep sewer fee, was passed (with Councilman Hoover voting NO) . 3 5< Tarrant County Convention Center Storm Drain FAN Relocation (M&C C-761) There were no questions on this item, and M&C C-761 was approved unanimously .at the regular mee t in); 6. Review of Traffic Accidents Statistics (:R #997) NAN The City Manager said that the traffic accident record is very good except for the death picture, and that the Police Department is doing a fine job in im- proving the City's record . Councilwoman Deen asked how many of the accidents involved small cars. The City Manager reported to Mrs. Deen at the regular meet- ing that one accident of seven in June involved a small Car Councilman Eagle said that it is the repeal vio- lators that cause the biggest problem, Councilman Hamm said that the news media in Fort Worth often quote the traffic figures for Tarrant County, and that in Dallas the city figures -nly are quoted, so that the figure,; reflect against the good job of the Police Department , lie suggested that the news media quote only City figures or compare county-wide figures . 7 ,. The City Manager said that he got a date :.o the owner. building permit on the basis of the plans for build- ing remodeling and parking, but that he was issued a certificate of occupancy before parking requirements were fully met, The Public Works Director said the owner will com- plete hard-surface parking and marking spaces soon. Counc4lman Hamm askef if the Public Works Director thinks that the plan is workable. The Public Works Director re- plied that he thinks the spaces are very tight. Council- man ilamm asked if he should be allowed to open with this parking arrangement. The Public Works Director said that strictly speaking he should not be. Councilman Hamm said he thinks the matter needs more study, and he requested the '. . lic Works Director to visit the site personally, Councilman Hoover said that zoning is not connected with thi: matter. He asked if the owner can be forced to be put in the parking, The City Manager said that he could, by withdrawing the certificate of occupancy. Councilman Eagle suggested the owner be given a a:ritten time limit to do the parking work. The City Manager :.aid that it was not as far as the ctafi knows, Mayor Barr asked if the staff had any re- commendation on this, The City Manager said the :,taff is not eager to enter into a long-term con- tract with a private agency, but would like to deal with the City of Westw,)rth Village, The City Manager said that Fort Worth could approach West- worth Village officials and say it would sell water only to municipalities, if the Council desired. Councilman Hoover asked if this is the only case of water sales to private individuals. The City Manager said the City sells at double rates w individuals in incorporated areas, but not to individuals who are subject to annexation, until .ifter they are annexed. Mayor Barr said that Fort. Worth should not Lake the initiative -..ith Westworth Village officials, or it might be misinterpreted.
