I. Meeting on Coordinated Building Codes GENE - have on August 8 Pre-Council
Agenda
Mayor Barr suggested that Members of the Council
might be interested in attending a meeting of the North ROY - send reservations and check
Central Texas Council of Governments at Noon on Thurs- on August 8 to NTC-COG
day, August 11th, at the Howard Johnson's Motel on the
Turnpike, to hear Mr. Hubert Caraway, Executive Secre-
tary of the Southern Building Code Congress, on the
desirability of coordination of building codes in a
metropolitan area. Tickets are $2.25 and reservations
are requested by August 9.

3. Decatur Avenue Widening and Improvements (H&C NAN
G-969)
Councilman Hamm said that most people turn at 28th
Street according to his observation, and that perhaps
the area from 28th to 33rd on Decatur needed improve-
ments more now than 23rd to 28th. Councilman Kemble
agreed .
Councilman Shannon asked how much the cost is for
Decatur Avenue improvements . The City Manager replied
$111,000, with $66,000 as the City's share,
Councilman Hamm said perhaps Decatur should be re-
routed east of its present location to avoid the railroad
tracks and make a connection with North Side Drive. The
City Manager replied that this would require a new bridge
crossing the river.
Councilman Hamm said that there is no good way to
Meacham Field from I-35W now. The City Manager replied
that Interstate 820 is intended to serve Meacham in the
future.
At the regular meeting, after a lengthy hearing at
which many property owners again e>:prcssed disapproval of
thu intended assessments on the Decatur Avenue project, a
motion by Councilman Hoover to apply residential rates to
O . the owner-occupied residences was passed (Councilmen Hamm
and Kemble voted NO) . A motion was then passed to levy the
assessments, as amended (Councilmen Hamm and Kemble voting
NO) .

The consensus of the Council was to proceed in
this manner, to get bids, then poll property owners with
an accurate estimate of cost, and decide finally on the
project at that time,
M&C G-973 was approved at the regular meeting, with
this method of procedure.
5� Condition of Government Repossessed Housing GENE - please send copies of IR #101,
(IR #1014) to Mrs. Reed and other person, if he
can be identified .
Councilman Hamm requested that copies of this
report be supplied to Mrs . Reed , and the young man
who appeared at the Council meeting.
6. Implementation of Ten Point Action Program for GENE - check out possibility of add-
Traffic Safety (IR #1013) ing representative of insurance in-
dustry to Committee.
Mayor Barr commented that this was a good report.
He said that the insurance fraternity was apparently
missing; from membership on the Committee and maybe they
should have a representative or. it.
Councilman Hamm said the report is good. He ques-
tioned the Police Chief about possible excess speed of
police officers in chase,
7 . Employment of Military Retirees in the Police and NAN
Fire Departments (IR #1015)
Councilman Shannon said he had requested this study,
and he .is satisfied with the report and the opinions of
the c(immittee members. He said the report is good and
desired no further action, since the conclusion was that
there would be more disadvantages than advantages in rais-
ing the employment aRe above 35.
8. Development of Huntington Park Addition near MAN
Greater Southwest International Airport (IR #1011)
The City Manager said that there are two questions
the staff has on this matter: 1) Whether to proceed
with annexation of this area, and 2) The Federal aid
question on water and sewer line extension assistance.
The City Manager said that he thought the City
',hould hold any Federal aid applications for the 'big
+:wncy", and those that would assist many persons, rather
than "small money" applications limited to single de-
velopers.
Councilman Hamm said he thinks the developer is
prc-mature on his development. He said the Zoning Com-
mittee has heard from people on the mobile home park
development matter, and his committee believes that
standards should be set and appeals allowed to the
Zoning Board of Adjustment. He recommended delaying
action on this particular request at this time.
In response to questions, the City Manager said
that the only trade of territory proposed by the City
of Euless is of no particular benefit to Fort Worth.
The consensus of the Council was to take no
action at this time on the request of the developer of
Huntington park Addition.
9. Ambulance Service Permit (M&C G--974) NAN
There was insufficient time at the Pre-Council
Conference to discuss this item, but it was passed
without discussion at the regular meeting.
