Meeting Date Change for Labor Day holiday EVERYBODY - please note, same dead Iin. and distribution dates for Council Consensus of the Council was to change the materials . regular meeting date from Monday September 5 (Labor Day holiday) to Tuesday, September 6, 1966, and a resolution to this effect was passed at the regular meeting. 2 . Meeting; with Consultants on Central Business DICK - has notified Buckman to coniir District Traffic Signal Control System (IR date with consultant. #1038) GENE - list on September l�►th Ag,.ctula: The City Manager suggested that the Council have a meeting with a representative of the consultants to discuss the report findings . Councilman Hamm suggested that the budget study sessions be held first. Council- man Kemble asked that the meeting; be held on a Monday. The consensus of Lite Council was to have a meet- 0011 ing; with the Wilbur Smith and Associates ' representa- tive on Monday, September 19, after the regular Council meeting. 3. Award of Contract - Fire and Police Training DICK - get report from Public Work:: u Center (M&C C-781) vent cycle, and draft IR to Council . Councilman Hamm requested an explanation of GENE - list M&C C-781, vent cycle al- the vent-cycle alternate . The Public Works Director ternate, on August 29 Agendas . grave a brief explanation . Councilman Hamm asked what the savings on the fill and drain of the refrigera- tion system would be. The Public Works Director said lie would find out about that point. Councilman Hamm asked if the people at the training center will be able to operate the system. Mayor Barr commented Chat he thought it was an automatic system. Council- man Hamm asked it there is -;uch a system in the City Hall . The City Manager said he didn't know. The consensus of Lite Council was to approve the contract with the low bidder, less the vent cycle al- ternate, and hold approval of this alternate for further information on the vent cycle. M&C C-781, less the vent cycle alternate, was approved at the regular meeting. 4. Qiange Orders - Northeast Industrial Thorough- NAN fare and Bell Spur Road (M&C C-780) The City Manager passed out a recommended M&C, No. C-782, "Change Order, Temporary Interchange at Northeast Industrial 'thoroughfare and IH 820," which was not listed on the Agenda for August 22nd. Councilman Hamm requested some information on the money situation on the Northeast Industrial Thorough- -L- fare , including UK effect of recent change orders . Tie City Manager said that M&C C-771 on the change orders and the project financing; was furnished two 000► weeks ago (August 8th) , Councilman Hamm asked if $90,000 is a good figure. The City Manager said it was . The Public Works Director briefly described the change orders that the Council had approved, and he mentioned that lime stabilization of the east section of the roadway might be a possible later change order., At the regular meeting M&C C-780 and M&C C-782 were approved . 5. Paving; Improvements a) Award of Contract - Assessment Paving in NAN Arling-ton Heights (M&C C-777) There was no question on MSC C-777 and it was approved at the regular meeting. b) Slurry Seal of Asphalt Streets (M&C C-779) DICK - has requested Public Works Dept . to provide analysis of Peno- Mayor Barr asked what class of streets were Prime to Councilman Hoover, with Provided with the slurry seal . The Public Works Di- copy to JLB. rector said that these are primarily hot-mix asphalt streets , and that the slurry seal is good for prevent- ive maintenance on certain types of streets . He said it has no structural advantage , but it is good for 00" sealing cracks . lie said there was better vehicle traction it the aggregate in the slurry seal was large. Councilman Hoover asked about the commercial product Peno-Prime. The Public Works Director said this product costs more than a regular slurry seal . Councilman Hoover asked it lie could get a report on the difference in costs and a comparison between Peno- Prime and slurry seal . The City Manager said he would yet that report for Councilman Hoover. 0 . Schedule for the New City Office Building HOWARD - proceed as outlined . (IR #1039) There were no questions or comments on this item. 7. Signal at Burton Hill Road and Fursman DICK - write letter to Mrs . Van der (IR X71037) Vliet and send IR, Councilwoman Deen asked if it is quite costly to provide a traffic signal at an intersection. The Tralfic Engineer responded that it costs from $10,000 to $11,000. There was no further discussion on this matter. _ 8 . Budget Discussion JACK FLOYD - arrange lunch for Au.?wL 29th as for last week. The Pre-Council Conference recessed at 9 :05 a.m. , and then there commenced a discussion of Councilman Eagle's proposal for a two-cent additional tax increase for li- brary and park needs . At the regular meeting, Mayor Pro-Tem Jones read a :statement concerning budget matters. Also, Mrs , William Watson, 5716 Wedgworth Road, and Mrs . Ben H. Proctor, 2555 Loyd Street, requested the Council to consider favorably the additional money proposed by Councilman Eagle for the library. Also, Mr. Jack Bostick, Secretary-Treasurer of the Fort Worth IAFF, made a statement favoring the City Manager's budget , particularly praising the re- commended increase for fire-fighters . At the budget discussion following the regular Council meeting, lasting from about 10:30 a.m, to 4:00 p.m. , several matters were discussed. The Council set the second budget study meeting for Monday, August 29 following the regular Council meeting.
