1. Award of Contract - 1,ittle Fo:,: i.l Collector NAN
Sewer (M&C C-818)
Councilman Stovall asked if t(x. time of comple-
tion is important. The City Manager said it was, and
it was also important to get the big contract underway
as soon as possible. He said there would be no delay
caused by bidding the freeway crossing separately,
however.
11-le Water Director explained the mathematical er-
ror made by Steed Construction Company in figuring its
Mayor Barr said he was concerned that the Council
not set a precedent by allowing part of the contract to
lie re-hid in this case. The Water Director commented
that the Water Department is not urging ant' particular
method of disposing of the matter, but is presenting
all the facts and alternatives.
Councilman Eagle asked if this was like the Walker,
hr.inrh Sewer bid problem that came to the Council a few
vi,1110hs ago. The City Manager said that the Walkers
t"Janch matter was over a field change in the work to be
dono, and that this case provides a more clear-cut de-
ci:.iun for the Council, in being an omission from a bid
of work that must be done.
The consensus of the Council was to approve M&C
C-81b, Alternate II, but not to create a precedent in
doing; so, and such action was taken at the regular meeting. _
Repairs to Gas Engines at Village Creek ROY - notify concerned departments of
Treatment Plant Council action.
The Water Director explained that the factory
representatives fired, after approval of M&C P-538
on September 9, 1966, to dismantle and repair three
g:u, engines at the Village Creek Treatment Plant has
di.-,covered that the pistons now need replacement . He
:,aid the engine company will now pay one half of the
cost of all three engine repairs instead of just one
as earlier reported. He said the tur_al cost is now
estimated to be $7,960, but that $6, 500 was the maxi-
rnim amount approved earlier.
Councilman Hoover asked how old the engines are,
1'hc Water Director reported about a year and a half
cold. Mayor Barr asked why this repair is necessary.
The Water Director reported that probably the oil had
been the cause. Councilman Shannon asked if the war-
ranty period was out. The Water Director said that it
was, that the warranty w,a., for 1 year, and also that
there is no warranty ora the repaired engine.

Councilman Hoover asked again why the engines
tient bad. The Water Director said that the lubrica-
tion is the best guess, but that perhaps the gas
wa!;ii't being filtered enough before burning in the
Vngines, and that new filters are now being added to
LI►c engines. Councilman Hoover ,asked if the brand of
Oil used is standard in all City operations. The
, iter Director said it is not, that it is the manu-
iacturer's recommendation, but that it will now be
changed. Councilman Hoover asked if the oil has been
LvSLed. 1Yie Water Director reported it had been tested
by City forces, and also samples of the used oil have
been sent to the manufacturer, but that no conclusions
were reached from it.
Councilman Hoover asked how much each engine cost
originally. `Che Water Director said $45,000 to $50,000
each.
't1ie City Manager reported that the bright side of
this, matter is that the operating costs on the engines,
including the needed repairs, are lower than originally
anticipated.
This matter was brought up at the regular meeting,
and M&C P-538 dated September 9, 1966 was amended to
provide a new maximum cost of $8,000. s
Award of Contract - Colonial Parkway Widening NAN
and Paving (M&C C-817)
The Public Works Director described the project
proposed from a map. He answered several questions
concerning the extent of the work. The consensus of
the Council was to proceed with the award as recom-
mended, and M&C C-817 was approved at the regular
meeting.
4. Sanitary Sewer Service Contract with City NAN
of Sansom Park (M&C C-813)
Councilman Hamm asked why this contract is not
written for a five year review period like others,
rather than a two year review period. The Water Di-
recotr replied that the two year adjustment period
provided is the same as in the Lake Worth sewer ser-
vice contract, instead of five years, because both
cir.ies connect in their sewer systems at the same
poitiL and that it will be more equitable to have these
costs for both cities considered at the .;acne time. He
said also that this arrangement should provide a better
tinancial return to the City of Fort Worth, as compared
to Ole uniform sewer service policy.

Councilman Hoover asked how many ticr,es chairs
had been purchased recently. The City Manager re-
plied that this is the first time since a year ago,
and Lhat these are replacement items generally. He
said that they are used in all of the Will Rogers
Center buildings, and because of much increased ban-
quet use, this replacement is desirable.

Councilman Ilamm commented that the director of
the Will Rogers Center is on duty at all hours of the
day and night, and he requested the City Manager to
c .,isider assistance for him so that he would not have
.0 be working so many hour:; during the week. The City
Manager promised to look into it and do what is pos-
sible.

At the regular meeting, M&C P-546 was approved.
At Lhe request of Mayor Pro-Tem Jones, M&C P-547 re-
�-,arding blue line reproduction work was held for one
weck for further study (no report requested).

'Ibere were no questions on this matter, and
M&C C-811 was approved at the regular meeting.
7. Amendment to City Milk Code (M&C G-1004 NAN
Councilman Hamm asked if it is necessary to pL, s
i-leis ordinance to conform with State and Federal laws
on milk processing. The City Manager said it was, and
Lha! it appeared no hardship would be caused present
producers and processors in and around Fort Worth.
At the regular meeting, M&C G-1004 was approved.
8. General Dynamics Management Club Meeting NAN
on November 17
t-tayor Barr told the Council that they would be
receiving invitations for a local government night at
kidglea Country Club on Thursday, November 17 from the
Qeneral Dynamics Management Club.
9. Change of November 14 City Council Meeting EVERYBODY - please note meeting date,
M&C deadlines remain the same.
Mayor Barr reported that the opening session of
the Annual Conference of the Texas Municipal League No Council material distribution on
will be at 9:00 a.m. Monday, November 14 at the Ho- Wednesday, November 16.

meeting was changed to Thursday, November 17, 1966 at
the same hour.
