regular December 5 meeting has been rescheduled for Friday,
December 9, due to several Council Members ' attending the

Mayor Pro-Tem Jones said that he thought substantive

recommended ordinances in M&C PZ-215. He commented that these
boards should not be changed in any what that would weaken the
important features of the Council-Manager form of city govern-

Mayor Barr said he thought it would be desirable to hold
over these ordinances for the other zoning change considerations,
.and this was the consensus feeling of the Council.
At the regular meeting, this action was taken, and the
Mayor commented on the two letter requests to City Council
for a 90-day delay in Council action changing the zoning
ordinance provisions. The Mayor advised all parties that it
would probably be '00 or 90 days before the final action could
be taken by the Council because the continued Zoning Commission
hearing was set for January 18 and the Council must have a later
hearing on any recommended changes, also.
i. Contract for Curb and Gutter and Paving Improve- NAN
ments on Grind Avenue (M&C C-845)
Councilman Shannon asked about the condition of the
roadway on Grand Avenue . The City Man::agcr replied that it
i5 in good shape, and that the raving tie-ins to the new
curb and gutter will widen the roadway surface to 36 feet.
Councilwoman Deen said that the people in that area
are delighted with the proposed improvements.

4. Acquisition of Right-of-Way on Campus Drive NAN
(M&C L-1514) and Award of Contract (M&C C-844)
'11ie City Manager reported that the contract concerns
the paving of Campus Drive between Seminary Drive and Loop
b_'r , and the land M&C concerns a new payment to B. Bo Strange
for right-of-way acquired, in order to he consistent with
ot-her land acquisitions for the thoroughfare.
Councilman Shannon asked if the deal with Mr. Strange
h,4,. been closed. The City Manager reported that the deal on
the required easements has not yet been cloyed, and that the
city Attorney advises that it is possible to provide further
payment for the fee title land for ROW along with the ease-
tnetit payment if the Council desires. Councilman Shannon said
he thought it wa,; a Lair and equitable arrangement to pay Mr,
_r irigv as proposed.
Mayor Pro - em Jones asked about previous commitments of

i:.ty. fhe City manager replied that only Mr. Strange went on
through with a prior commitment, and that the others had various
conditions that could not be met, Mayor Pro-Tem Jones said that
Mr. Strange always keeps his word on such matters.
Councilman Shannon asked how far west of the inte_ sec-
t. ion of Mansfield Highway will be the new intersection of Campus
Drive and Seminary Drive. The City Manager replied that it is
about 3000 to 3600 feet.
At the regular meeting H&C L-1514 and M&C C-844 were

Center (IR #1091) of the whole area including the
Buick garage and Williamson-
Councilman Kemble asked if the recent consulting Dickie sites
Ii.rm report recommended a downtown garage for City opera-
iions. The City Manager replied that it did, but that it
recnnniended a location adjacent to City Hall. The City
Manager said the land around the present and proposed City
Itall sites is very expensive, and that the City already has
4 on:.iderable land in the Police Garage block, which is only
three blocks from the new City Hall site.
Councilman Kemble asked if the staff had considered
buying the Williamson-Dickie building just south of the new
City hall site for the autoriotive service center. The City
tanager replied that this property would probably be too
expcin .ive -- at least compared to property in the Police
Gari;-.e block -- and not large enough or the building suit-
aule for adaptation for the service center; but that the
;taff could give more study to these questions.
Councilman Eagle asked if the Tyson Poppell Buick
Garage property might be available, since the tenant is
planning to move to a new location in about 18 months,
ate :,aid that the Webb family is still the owner, and
Lhat the City should investigate the cost and availability
oL this property. The City Manager replied that this would
be a better alternative than the Williamson-Dickie building
since it would be adjacent to the presently-owned City land
:it the Police Gar ige site.
Councilwoman Deen commented that the Convention Center
completion will certainly raise the cost of all land in the
area. Councilman Kemble said he thought the City should get
the needed land as soon : ., possible.
Councilman i-.igle asked if the City owns the
property i)ehind Carter and Burgess, or the vehicle
sLorage area near the present Police Garage site. The
Cit.y Manager replied that the City had sold some land

land is owned privately and occupied by a wrecking firm.
The City Manager said than , if the Council agreed,
rhe staff will begin negotiations on the bowling alley
property and would continue overall investigations of the
availability and cost of land in the vicinity of the present
11� lice Garage site , but will not conduct a crash program to acquire
iL. He said it would be investigated as it is available at a
reasonable price and recommendar-ions will be made to the Council
accordingly at the appropriate time. There were no Council ob-

permit for the Burleson company.
Councilman Eagle said the firm wants to be able to

The City Manager replied that the company now has the right

Mayor Barr said than the staff should let the
Burleson application wait until the hearings are held,
beginning in late January. Councilman Kemble agreed with

Councilman Eagle explained that a "first call"

come into the City without a permit from the City of
Fort Worth.

handle both emergency and invalid coach service and that

The City Manager asked if the procedure on the
individual hearings beginning in late January is okay
with the Council. The consensus was that it was okay.
Councilman Eagle asked if that tice is long enough
for Gold Cross to have significant experience. The City
Manager said that he presumed the Council would not make
any decisions on the hearings until all are held, which
koitld run the time into March or April for a final de-
cision on all permits,
Tic Bid on Award of Contract for Demolition and F;!V
Rcmoval of Non-Repair ahle Substandard Residen-
tial Buildings (M&C C-841, Item 9B)
'llie City Secretary reported to the Council that he
pre:.umcd the Coun,-il intended the staff to follow the usual
Procedure on breaking a tie law bid in the case of M&C C-841,
approved 11/21/66. He said that Hearne Wrecking Company and
Miller Wrecking and Excavating Company agreed that Miller
would get the contract on Unit 9B, since Miller had been the
low bidder and received the contract for an adjacent property.
The City Manager reported to the Council that only 18 of
the 22 units will probably be taken down under the contract,
because four more owners have received wrecking permits and
have begun removal of their own properties.
S. Iliere was insufficient time at the Pre-Council NAN
Conference to discuss "Development Progress - 1,out )east
:unitary Landfill" (IR #1092)
