Stovall I t e at Follow-UA 1. 1967 Capital Improvement Program (M&C G-1035) HOWARD - draft report request_cd by Mayor Pro-Tem Jones The City Manager briefly described for the Council the significant features of the 1967 Capital Improvement Program. It,, said that the overall original 5 year CIP financing schedule i,, still sound and that no tax increase is required for the I,167 CIP and probably not for future CIP's in the five year program. He reported that water and sewer bond sales have luvri somewhat curtailed because of a reduced need for new projects . The City Manager said that the following major street i uprovements are among those included in the 1Q67 CIP: [,ong, Decatur, Sylvania, Berry, Campus Dri-ve, Forest Park Blvd. Extension, Ederville Road, Skyline Drive, Ramey, Avres, Forest Vark, Crenshaw, James, South Drive, Brighton, Rosedale, and L1, Avenue. The City Manager said the following major storm drain projects are most significant: Hodge Station, Henderson -;t. , .111d Bluebonnet Circle. He said that the drainage program is i lie tight spot in the whole bond program, in terms of nu,-(1, versus dollars available. Mayor Pro-Tem Jones asked what changes from the original uund issue are in the street program. The City Manager >,Ad tic changes are outlined on pages A-5, 6 & 7 in the 1967 CIP, tic said that they are minor. Mayor Pro-Tem Jones said he would like a special report Like the one given the Council in early 1966 on the changes from the bond scheduling, as voted for in 1965. He paid that Councilman Hoover would like this report also. Councilman Hamm said he also would like to have such a rtrport. The City Manager said that he will make a new report on changes for the '67 program. Mayor Barr requested that approval of the 1967 CIP not ur held up for this report. Councilman Hamm said he would like more time to study the details of the 1967 CIP, but he doesn't want to delay approval if others are ready to vote. It was the consensus of the Council to approve the 1967 CIP as recommended, and make any amendments later. 'M&C G-1035 •,�js approved unanimously without further comment at thu regular nice t i nR. Determination of Downstream Outfali Necds - Dry NAN Branch Creek (Hodge Station Storm Dr=tin) (M&C C-859) The City Manager said that the Public Works Director CITY SEMAR was present to discuss the downstream outfall needs of the Hodge Station storm drain, if Council desired. Councilman Hamm commented that there is no maximum on the engineering services contract recorRu,_!nded in M&C C-b 59. Ile said this is the best way to do it. At the regular meeting, M&C C-859 was approved unani- mously. _ {. Report on Contract for Sanit,iry Sewer Facilities NAN to Serve Surety Addition (M&C C-853 dated 12/19/66) The City Manager reported that the developer of this property has requested the. City staff to do the sanitary t,ewer work, rather than the low-bid contractor, because the bids came in high on the project. The Water Director reported that the City would by paid its actual cost for doing the work. He said the staff has c :timated that it would be cheaper for tho develuper to use City forces, and that City time is available to do the work for the developer. 4. At the regular meeting, a five hour hearing on the appeal of the Tarrant County Chapter of the National Founda- tion was held. Mr. William M. Brown, attorney for the National Foundation, Mr. Frank Faherty, local chapter chair- man, and Mr. Russell, a national officer:, spoke on behalf of the Foundation. He suggested that the Council hear from all companies having permits, and those which might desire permits, and decide at the end of the livarings what action (if any) should be taken. He suggested that Council decisions be based on the public need for con- tinuing the current ambulance :services by the several com- panies with permits. The consensus of the Council was to proceed on this basis. 7. Central Library watchman service. The Library Director re- ported that recently the number of questionable characters at the Central Library fias increased, and some thefts have occurred. He said there was a mugging and an attempted rape recently. He said there are 150 to 170 separate spaces or closed areas in the Central Library, leaving much opportuni- ty for criminal activity. He said that the Police provided good protection when called, but the Library needs a guard present at all times the Library is open, to prevent criminal activity rather than apprehend the criminal after something has occurred. Councilman Hamm said that a guard is needed, but that he is opposed to a private firm providing it. He said the Police Department should provide a guard with on-duty men at the expense of tht general fund. He said that the Police Chief has compared the cost of a private versus an off-duty policeman in lits memorandum in IR #1113, but that he has not yet reported on the desirability of a regular officer per- forming this service. After further discussion of the Charter require- ments, a move to reconsider the action was passed by a vote of 5 to 2.
