Mayor Darr commented that this is a county-wide committee, Mrs. Deen said that there had been some good editorials in the newsp-pers on naming this committee, Councilman Stovall asked what is the money proposed to be spent for capping the Valley View Incinerator (M&C P-562, page 5 of 6), The City Manager replied that this expenditure is for part of the mothballing process, previously approved by the City Council . He said perhaps the bids should have been let along �.ith the capping of Berry Street Incinerator chimneys, also. Councilman Stovall asked about the incinerator near White Lake Hills. The City Manager said that this is a county in- cinerator; over which the City has no control. Councilman Stovall asked about an open dump near Everman acid Forest Hill. . The City Manager said that court action is pending. Councilman Stovall asked if the County officials have in- dica,--ed they would close their incinerator. The City Manager said as far as he knows the County officials have not considered it. Councilman Shannon asked about water infiltration in the southeast landfill, which might pollute Village Creek. The City Manager said that there seemed to be little possibility that tris would happen, but the City will have a continuous testing program to watch for it. _ ?. Construction of Forest Park Swimming Pool NAN (Letter from Park & Recreation Board) Councilman Hamm a8ked about the deduct items which the Park �. Recreation Board desires to hold for the present. He asked particularly about the tower and starting blocks. The Park & Recreation Director said that the base for the tower is included in the construction contract, and the Board Dopes to get a tower and starting blocks donated, and they will then be add items to the contract later. Councilman Hamm asked about the plastering item which was deducted. He said plaster now would be paid for by painting maintenance costs in a short time. He also asked about lifeguard chairs. The Park and Recreation Director replied that the present Lin. guard chairs can be used in the new pool, and that perhaps theplastering item could be re-studied. Councilman Hamm said heL�phopes all these deduct items can be added later. 1Councilman Stovall asked if the same site is being usedfor the new pool at the present pool. The Park & Recreoltion [� Director replied it is, and that the bath house, chlorinator, and main drain are sizeable existing facilities which can be re-u. cd with the new pool in the same location. At the regular meeting, the Council unanimously ap- proved the recommendation of the Park & Recreation Board. 3. The City Manager replied that the Utilities Supervisor has discussed the matter generally with Lite utility companies, but he has not shown them the City's proposed forms. He said he thinks it will not be a burden on the companies to prepare the reports for the City on a regular ha:.is, Mayor Barr said the staff should check with the com- panies before Council approval of the M&C. Mayor Pro-Tem Jones said that his desire is for bettc-r .annual reporting information, and he said there is no need for the Council to get monthly or semi-annual reports. The City Manager said that this is what is planned. Councilman Hamm asked if annual reporting isn't already required of utility companies. The City Manager replied that they are, but no systematic system is now in effect. At: the regular meeting, M&C G-1037 was held over until the check with utility companies can be made. 4 . Councilman Hamm asked if most bicycles are registered. 1'he Police Chief replied they are. Councilman Stovall asked iiow many unclaimed bicycles the City ha now. The Police Chief replied that the Police Department gave 125 bicycles to Goodwill Industries just before Christmas. Councilman Stovall said that in August he had received a 195ti Denver ordinance providing for licensing of the rider as well as the bicycle, which he thought was good. uiie Police Chief said Captain Wood is now working on an ordinance proposal covering motorcycle and bicycle drivers. Councilman Stovall said that the public should be protected a:well as the riders. Councilman Hamm said that an ordinance to control kids is not particularly useful. Councilman Eagle said that testing the bicycle riders would be h(A pful. Councilman Stovall said such an ordinance would put some responsibility on the parents. Coun- cilman Shannon requested that special consideration be given for newsboys who need their bicycles. Mayor Pro-Tem Jones asked if any bicycle instruction is given in schools now. The Police Chief said he didn't know. ig Mayor Pro-Tem Jones said he thinks the matter of bicyclerider regulations should be taken up with the City Manager 's Praffic Safety Coordinating Commir_ tee, The City Manager agreed that this would be helpful. Councilman Eagle said that soon the Police Chief would be .-asking for sidewalk radar to control bicycle riders, r At: the regular meeting, at the request of Councilman ILtn+n+, M11-C G-1036 was held for study of the whole matter. �. Supplementary Information Concerning 1967 Capital NAN Improvement Program (IR #1118) Aayor Pro-Tem ,Tones said that the report is very good and it has the information he desired. The City Manager asked if any more information is desired by Council Members on the 1967 CIP. There was no request for mora information. b. Charges for Special Customer Services and New Water GENE - list IR #1114 on 1/9/67 Service Taps (IR #1114 dated 12/2/66) Informal Agenda. Councilman Hamm asked about the charges for meters smaller DICK - request Hardy to pr+.-par Blau three inch, used in lieu of three inch meters. Councilman Eagle asked what size meters are used in new areas. The Water Director replied that in residentially zoned areas, three quarter inch taps are put in ahead of paving and building, unless the developer desires one inch or larger size. lic said that the meter itself does not cost anything to the cus- tomer when installed later, since it is smaller than three inch. There were no other questions on this matter at this time. The City Manager said that the matter will again be on the informal agenda for next week to give Council Members opportunity for further study and questions before formal action is recommended. 7. Control of Grades on Private Parking Lots (IR #1116) NAN Die City Manager asked if the IR answers all questions on this sjb jest. Councilman Hamm said that the State law reference seems to indicate that the City may sometimes be violating the law in con- centrating water on private property. The City Manager replied that sometimes the City must concentrate water in new storm drains, but it Ls not diverted onto private property. He said that it is well that the staff keeps this law in mind and is careful to guard against this diversion prohibition, but that he did not think that thu City was violating the law. 8. Closing Intersecting Streets on Cranbury Road DICK - draft memo to Public Works Department transmitting The City Manager reported that at the regular meeting a official Council action. representative of 7-11 Stores would appear to protest the clos- ing of Wedgmont Circle South at Wedgwood Drive with new Granbury Head. Councilman Hamm said he thought these streets are to be closed. The City Manager replied that Wedgmont Circle South and Welch Avenue would be closed at Cranbury Road, but that Walton Avenue is presently planned to be opened into Granbury Road. He said these are in addition to Wonder Drive, Wedgmont Circle North and Hulen Streets which are being designed to merge with Wedgwood Drive and to open onto Cranbury Road. LOFFIEIALEct. A ; I� An The Public Works Director explained that at the two intersections which are closed, according to the change order ..hick was issued to the construction contractor, at Wedgmont 0.ircle S. and Welch Avenues, that full street width and left : urn lanes are provided, but they wouN be blocked off for the present. Councilman Eagle asked if the contract can be changed now. The Public Works Director replied that the base has been stabilized, but the concrete is not in and little will be lost by a present change. Councilman Stovall asked how much money could be saved by closing all three streets and not providing Left turn lanes on Granbury. The Public Works Director replied about $5,000. In response to specific questions by Councilman Shannon, rhe Public Works Director and Traffic Engineering Director ,,laid tttar from strictly a safety standpoint, they thought these sLreets should be closed. A motion by Councilman Stovall , seconded by Councilman Hamm, to close all three intersections at Walton, Wedgmont Circle South and Welch, and not provide extra width for channelization at Wedgmont Circle South and Welch, but to provide it at Walton for the Walton Avenue intersection west across the railroad [ racks and into the neighborhood to the west of Granbury, was approved unanimously.
