L. Inspection Tour and Lunch - Fire Station No. 15, DICK - has notified Fire Dept .
Azle Avenue and Robinson Street and NIP
The City Manager asked if this tour and luncheon
could be held on Monday, January 23. He said lie would
if-o like to show the Council some of the improvements
.ill the Astro Neighborhood Improvement District.
Mayor Barr asked if Monday, January 30 would be
j; st as good. The City Manager said it would, and it was
rhe consensus of Council Members present to have the lun-
choon and tour on Monday, January 30. _
2. Reminder - Annual Meeting of North Central Texas GENE - make reservations
Council of Governments
The City Manager reminded Council Members of this
meeting at 11:00 a.m. Thursday, January 19 in the Golden
Palace Ballroom of the Inn of the Six Flags.
There were no changes in the previously announced
reservations.
�. Paving Improvements - 33rd Street (M&C C-871) NAN
Councilman Hamm asked if this is a new project. The
t.:ity Manager replied that it is not, but that it is the
project described in M&C C-850 dated December 12, 1966.
There were no further comments, and M&C C-871 was
cppruved unanimously at the regular meeting.
If. Paving Improvements - Neighborhood Improvement NAN
Program on the East Side (M&C C-872)
The City Manager reported that the current esti-
cn.lted cost is now lower than originally estimated. He
..aid that there is some opposition in the areas to the
Paving, but the residents are generally in favor.
Councilman Hamm asked if storm drainage improve-
ments are included. The City Manager replied that such
improvements are not a part of this contract except across
;;trc_ets. He said it is not included because it is not a
reimbursable item by the Federal Government. He said the
staff will take another look at storm drainage as the other
improvements in the area proceed.
There was no further discussion of this matter, and

Runway Repairs at GSIA (M&C C-869) NAN
Councilwoman Deen asked if these repairs are neces-
=, ary because of the storms last spring. The City Manager
oid that is not the reason, but that the increased usage
,,t runways has caused their deterioration.
Councilman Stovall asked how long the City will use
thc:,e runways. The City Manager said that it seemed that
they would be in use for anothor five to seven years.

Councilman Hamm asked how this expense compares
i h the new income from landing fees. The City Manager
rL-Piied that the new landing fee income amounts to $140,000
pct year, and that this expense of $60,000 will easily be
covered.
Councilman Hamm asked if we expect any trouble with

be no problem. He said that the unit costs were established
by bid and that there was good competition for the work ori.-

At the regular meeting, M&C C-869 was approved unani-
mous ly. _
6. Charges for Special Customer Service: and New DICK - draft letter to Growtf,:
Water Service Taps (M&C G-1040) Fort Worth Committee, (.ran! -
mitting M&C G-1040, and the
Councilman Eagle said he desired to hold this mat- economic study.

answer some questions. There were no other comments at
the Pre-Council Conference.
At tile regular meeting, Mr. M. W. Amis, Jr. re-
quested the Council to refer this matter to the Growth.'
Fort Werth Committee because the tap charge to developers
wa: proposed to be raised from $35 to $50.
Councilman Hoover said he felt the Committee should
get thr M&C for information purposes, even though only the
dcvvtoper tap charge was of concern to the Committee. Coun-
cilman Hamm said he thought this committee should get a copy
(it everything relating to its work as it is presented to the
>unci1 in the future.
Councilman Hoover suggested that the Chairman of the
Committee, Mr. Paul Mason, be contacted for a status report.
Ci)uncilman Stovall said he heard that the committee intended

The consensus of the Council was to refer M&C G-1040

.and request a report on the developer tap charge, before ac-
tion is taken on M&C G-1040. _
Award of Contract - Echo Heights Storm NAN
Drain (M&C C-873)
Mayor Barr asked how this matter came to the Council
originally. The City Manager replied that it originally
,,line as a report on when to build a closed system between
! private development (Rashti) and the end of the Cobb
tir, hard storm drain which had inadequate outfall. He
:-tared his recollection that citizen complaints in the area
brought it up.

Comments of Utilities on Proposed Report Forms HOWARD - transmit corrected

Councilman Kemble said that the companies shouldn't
,L. burdened with reports that the City won't use. Itayor
11ro-Tem Jones said that the annual report is the only mean-
ingful one because of the way costs are distributed through
the year.
The City Manager said that the monthly reports can be
deleted from the ordinance proposal if the Council desires.,
Councilman Hamm asked who prescrib,-s viae forms to he
u,ed. The City Manager replied that he or the. Council will
.approve forms, according to the ordinance.
Mayor Pro-Tem Jones said that the annual reports are
enough for the Council, but that the staff may want quarterly
or occasional reports. The City Manager said that he would
.Iteck whether the staff desires reports more often than an-
nually.
AL the regular meeting, the ordinance was changed to
.exclude monthly reports, and M&C G-1037 dated 1/3/67 was
.approved unanimously with that change. i

(M&C L-1563 and IR #1122)
The City Manager said that this report shows th,.�
ale price of the land against the cost to the City ply;:;
Lite paving assessments which were not levied, and that the
comparison overall indicates the City is receiving a fair
deal.
There were no further questions and M&C L-1563 was
approved unanimously at the regular meeting.
10. Proposed Revision of Policy Governing Temporary GENE - draft apprupriate change
Use of Curb Parking Space (M&C G-1041) for rules and regulations book:
The City Manager said that this M&C would eliminate
Lite three day maximum on the City Manager issuing permits
to commercial firms for curb parking space for non-commercial
purposes.
'ITtere were no objections stated, and at the regular
meeting M&C G-1041 was approved unanimously.
11. Library Matters ROY B. - advise Library Ih:p. i :m,
of Council interest
Councilman Eagle said he would like to see the sta-
tistics on Central Library use before approving the Sunday
c.Insing. Councilman Kemble said he thought the lightest
day was on Sunday.
The Library Director said that Friday is the lightest
day and that student use on Sunday is quite heavy. Council-
man Eagle asked why close the Library at :all. The Library
Director said that the Library did not receive enough money
Lrom the County. He said other alternatives were studied,
taut that since the school system closed on Saturdays and
Sundays and evenings, it appeared that closing on Sundays
a,ould be least criticized.
Councilman Eagle asked how much outside use is there
of Lite Library. 'rhe Library Director said Lh3t 16 to 17
per cent of Central Library use is by residents from outside
the City of Fort: Worth.
Councilman Kemble asked for a restudy on the Sunday
closing.
Councilman Stovall asked how much Bookmobile use there
i,.. L'he Library Director said that the four Bookmobiles stop
.aiauut half in the City and half outside the City. He said
Lhat Llaree years ago the Bookmobiles circulated 90,000 volumes,
every two weeks to the stops . He said now the Bookmobiles cir-
culate 80,000 volumes on a stop each four weeks.
The consensus of the Council was to refer this
matter to the Library Board for restudy of the Sunday
c losing.

Councilwoman Dean said that she had received early opening; of Gorman can be
� e veral calls from those protesting the street closings achieved.
on Granbury Road and that she expected a delegation to
appear- at the Council next Monday.
Councilman Hamm said that he thought the plans were
proceeding by the developer to improve the crossing of
Wedgmont Circle North into Gorman east of the railroad
tracks, The City Manager said he will try to expedite
this improvement. (The Public Works Director found that
Mr. ,Pack Dowell plans to first provide the crossing at
Belden which meets the Wedgwood commercial area, further
