Reminder - Inspection Tour and Lunch at Fire Station NAN Number 15, 3100 Azle Street The City manger suggested that the Council adjourn at 11:45 a.m. , until 2:00 p.m. if necessary, to inspect the new fire station and a rehabilitated home in the Astro NIP area. The Council followed this procedure at the regular meeting,. _ _' . Sale of Surplus City-Owned Property (M&C L-1592) ROY - reply to Wayne Richar.j ori, notifying him of Council ,3c t inn. Council Members were furnished copies of a letter dated January 27, 1967 from Wayne Richardson, President Of Four-R Construction, Inc. , requesting the Council to authorize return of a 10 per cent deposit on a bid to purchase City-owned surplus property in the 600 block of Beach Street. Council Members took no action on the request, and at the regular meeting M&C L-1592 was approved as recam- mended. 3. Supervisory Training Course (M&C G-1046) DICK - ask Jack Wood to !lift report ASAP. There were no questions on this matter, and M&C G-1046 was approved unanimously at the regular meeting. Of� Councilman Stovall inquired how much participation there has been in the City's tuition reimbursement / r pro- gram. The City Manager replied that about 100 City em- J�`np ,V ployees were in this program in the fall semester. He ll��. I L said there is a good mixture of levels of employees and Qee / departments. Councilman Stovall said he would like an 'f�� rfy informal report on the mat-ter. '1111L• City Manager said a / report would be furnished. 4. Paving Improvements GENE - request Public Works L(i study and report on storm drain- a) Benefit Hearing - Street Paving in the Neigh- age needs in project Beacoo, and borhood Improvement Program Area on the East to review the amount of side list Side (M&C G-1044) assessmeats. Also, have Ptd re- view Brennan Street impruvement The City Manager reported that only 4 resident needs. (3 separate memos) Property owners have expre�-,sed opposition to this paving project in the Beacon area. He said about nine or 10 non- resident owners are opposed. He said that standard assess- ments are proposed for this project even though the Federal Government is paying 2/3 of the cost. He said if this is nut done, it would be inequitable to other areas of the City, often poorer areas, where property owners must pay tull assessmento. He said if a reduced assessment is made in this case, oth, r assessment projects will probably be stopped or reduced. He said that the City of Dallas is now considering 10 NIP areas and that the Dallas staff believes the paving improvements must be assessed at normal costs there also, in order to maintain a uniform and equitable paving program. At the regular meeting, Mr. Dean Spurlock, at- torney, appeared in behalf of Mrs. Alfethia Jones, 1101 Asti Crescent ` treet protesting the amount of the assessment. Mr. Sam Weisblatt, 1900 E. Rosedale, ap- peared to complain about the drainage across private property. He also said the area doesn't warrant paving. Ilte Mayor requested that the staff take the initiative in reviewing the drainage situation through the entire arta. Mr. Elmer B. Pruitt, 1905 Avenue E, (a resident property owner) said he is against the project Mr. Harold Maddox (a City fireman who is a non-resident property owner), 1333 E. Maddox, said he is against it, also. Mayor 13::irr requested the staff to look into the amount of side lot aSseSSML nts on this project. Councilman Stovall requested a staff report on the need for i :proving i,rennan Street from Decatur to Cold Springs Road. The Council approved M&C G-1044 unanimously. b) Award of Contract - Resurfacing of Rosedale NAN Street (M&C C-879) There were no comments on this matter, and M&C C-879 was approved at the regular meeting. c) Ordinance Setting Benefit Hearing - 33rd NAN Street (M&C G-1047) There were no comment;; on this matter, and M&C G-1.047 was approved at the regular meeting. Ambulance Standards and Hering GENE - get model ordinance from Dr. Guy. Work with Highto�.er and Councilman Eagle introduced Dr. Bob Guy, Chairman of Bradshaw in reviewing de,,ir.ible the Tarrant County Committee on Trauma of the American ordinance changtt , and preparo to College of Surgeons , draft report for Council. Dr. Guy said that Fort Worth has been a leader for some 30 years in the furnishing of excellent ambulance ser- vice. ![e said that the city should work to keep its emer- ;;ency service standards as high as possible. He -aid it is important that ambulance attenlants be well trained in first aid. Dr Guy referred to a February 1967 article in Reader 's Digest by Dr. Kennedy which said that the City of Louisville has the beat ambulance service. Dr. Guy �+ }+ n disputed this saying that Fort Worth service is better. OFFICIAL RECORD Dr. Guy also referred to a model ordinance of the American �+ College of Surgeons, the National Safety Council and the CITY SECRETARY American Trauma A: sociation. He also said that the Oklahoma City ordinance regulating ambulance service is good. FT. I1i�iilll, TM Dr. Guy said that there are three elements to remember in ambulance service, as follows : 1) That accidents are a public health problem, ') That many diseases have been eliminated by proper public health practices, and accidents can also be reduced, and 3) That adequate standards should be established for ambulance service and standards should be checked at regular intervals, including a) safe vehicles, b) proper equipment, c) personnel meeting certain requirements. Dr. Guy said inspection of ambulance service should ;,t by the City Health Department rather than the Police �Cpartment. He said that the doctors on the local Committee o!t rrauma believe Gold Cross is offering excellent ambulance -i vice. He said that Gold Cross is properly training its ittendants in advanced first aid. He said there are both ;,00d and bad ambulances still operating in Fort Worth, be- sidrr; the Gold Cross ambulances. Councilman Stovall asked what "harrassment" was evi- dent- to Dr. Guy. Dr. Guy said that the Police Department officers who recently furnished ambulance service are not well trained in advanced first aid, and were criticizing Gold Cross attendants without cause. Councilman Eagle asked how the dispatching system works. Dr. Guy replied that in general it is a good system, but needs to be completely centralized, so that ambulances don't run unless cleared by the Police Department. Councilman Hamm said that he had received comments that the Gold Cross attendants trained in first aid are doing too much to furnish medical attention. Dr. Guy said that this is a matter of proper instruction of the attend- az.us, and that several local doctors were involved in the in. truction an training of attendants. Councilman Hamm said that perhaps the Council should put in a requirement for training in the ambulance service ordinance, Mayor Barr said the Council should approach the hear- ings on an investigative basis, and tell all companies at the hearings that there may be further requirements placed on all those with permits at a later date, The City Manager said the staff can bring in ordinance change recommendations before action is taken if the Council desires. This concluded discussion at the informal meeting. At the formal meeting, Mr. George Shannon appeared to rt ' i.nquish the permit of Shannon's Funeral Home. FT. lvulw, I - Then followed a series of persons relinquishing permits of their companies, including the Baker Funeral Home, the Greenwood Funeral Home, the Meissner Funeral Home, the Morris Funeral Home, the Lucas Funeral Home, Mr. Wallace Gregg, attorney, appeared for the Biggers Funeral Home requesting that this permit be continued. He said it had been issued on August 30, 1957, and that there still existed much need for this ambulance service in north F(�rt berth. Councilman ;'a ;le asked how the 29 calls to Biggers in January Were received (from dispatcher, from homes, hospitals, etc. ) . Mr. Gregg said he would get this infor- mation. Councilman Shannon asked how much personnel is re- quired to operate the two ambulances by Biggers, and what Lhe it qualifications are. Mr. Biggers replied that he and his two sons and son, hired help operate the ambulances, including from his home at night. Mr. Shannon requested a listing of the:,e people II)ILi their qualifications. Rev. W. E.Flory appeared on behalf of Biggers Funeral home. Mayor Barr asked the :,gaff to begin a continuous study of ambulance service ordinance changes , and make recommenda- tions on the areas of inquiry for the Council in future am- bulance service hearings. b. At the regular meeting M&C L-1593 w.ic3 approved. J. Charges for SpE-L ial Water Cu:,i omer Services NAN (IR #11:'S and M&C G-1040) 17he City Manager reported that a revised ordinance containing only the charges for special services to water customers was included with IR #1128, and this could be approved, if the Council wished, in lieu of the ordinance attached to M&C G-1040 which also contains tap charge in- :reaaes. Counciiman Eagle said that the tap charge increases are now being reviewed by the Growth! Fort Worth Committee, but he saw no r,2ason for delay in approval of the special service charge: . The City Manager said that 1►e has written the Chairman of the Growth! fort Worth (,omfaittee askin; when the committee Will report, and as yet has received no reply. At the regular meeting, the revised ordinance attached Lo IR #1128 was unanimously Approved. 8. Regional Airport Condemnation Award Deposits NAN (M&C's L-1581 through L-1589) RECORD The City Manager showed the Council a map of the ME Regional Airport land acquisition program. He reportedthat the City is about finished in the fir.=t please of1land acquisition, which contains about 3500 acres. Hea•aid the City has appraisals underway and will start the , second phase acquisition soon. All these M&C's were approved at the regular meeting.
