Councilman Hamm commented that he is pleased the
., tafi has begun work on master storm drainage planning.

,ilied that a total cost estimate can be more accurately
prepared after the cost of Area One is known, but that
Zhu total City plan will cost a minimum of $200,000 and
p,•rhaps twice that much.
At the regular meeting, M&C's C-890 and C-891 were
approved un#nimously.
AcquiiLion of Property - Sanitary Landfill Site NAN
Northeast Section (M&C L-1628)
Councilman Stovall asked if the price proposed
Lsn't too expensive for bottom land. The City Manager
replied that the recommended price is lower than the
appraisals on the land, and that the staff is pleased
to buy the property this cheap. He said that it may be
nece;,,ary to acquire more land adjacent to this parcel,
meet long range requirements for landfill operations
in this area.
Councilman Stovall asked how long it will take to
fill this land. The City Manager replied that the staff
it now planning to use the site until at least 1980. He
aid the tentative plan is to fill the entire site and
01011 convert the whole site rather than attempt partial
reclamation, although this might be possible for certain
uses.
Councilwoman Deen asked what the Public Works De-
partmetiL dues with heavy material collected or received at
Lhu landfills. The City Manager replied that everything
is dumped into the landfill site and covered.
Mayor Barr commented that the site is a little far
Out, but it probably is better for the long-run service
of this area.
At the regular meeting, M&C L-1628 wa:, approved

Councilman Eagle asked if preliminary engineer-
in; work has been done on these roads. Ilse City Manager
replied that it has been done by Carter and Burgess, who
did the work for GSC.
Mayor Barr asked for an explanation of the cost

parkway. The Public Works Director outlined un the black-

The City Manager said that the Council needs to look

that developers pay on bridge work. He said it is not equi-

Councilman Hamm asked if this Great Southwest con-

At the regular meeting, Mr. Richard Simon, attorney,

*Mayor Pro-Tem Jones asked if the Capital Improvement
Program has the City's shareol funds for this work allocated.
Th. City Manager replied that the funds are allocated in the
196-1 CIP for this street work, since the Council had received
the CSC request for this work before preparation of the 1967
i:1 P.
A motion to approve the GSC contract as recommended
C-887) was approved unanimously.
4. Status Report - Extension of Water and Sewer GENE - study Griffith letter to ck

extended to Melody Hills. He said that water service is
being signed up now, as is the ;sanitary sewer service. The
City Manager a:,ked if the Council is satisfied with the staff
action so far. Council members indicated that they were satis-
to, and there was no indication of dissatisfaction.
Mayor Barr asked about the exception suggested for refund

Councilman Hamm asked about the rock bottom on
thu Little Fossil channel. He asked if it has been
drilled to determine the composition of the rock bottom.
Councilman Eagle said it is probably made of little fos-
�;iLs. The Public Works Director said the composition of
the bottom is not known exactly, but the contract pro-
vides that the rock must be substantial and that the Pub-
lic Works Director will decide where lining the bottom is
required.
Councilman Hoover asked if the information being
( old re:;idents of Melody Hills is the same as told pre-
viously. The City Manager said that it is and that the
,-::tensions will be made on the basis of footage, which
footage figures have not changed.
At the regular meeting, Mr. Thurman Griffith,
chairman of the Citizen's Committee to arrange for water
and sewer service, reported to the Council that he had
bh persons signed up for water. He said he had given
the Water Department $1,000 from sale of the volunteer
lire department equipment to pay tap charges for former
volunteer firemen, widows, and others who might not
otherwise be able to pay. He said that the Water Depart-
ment would not accept checks for the tap charges since it
li.ld been under consideration to raise tap charges from $45
to $65. He said the biggest question in the minds of those
wh, Haven't yet signed up is zoning.
A motion by Councilman IIamm to allow Melody Hills six
montlis before new tap charges would be required, was with-
drawn by him after the City Manager reported that no action
hau been taken on the earlier recommendation to increase
Lap charges, pending review by the Growth.' Fort Worth Committee.
Councilman Hoover inquired of Mr. Griffith whether he had
Uty staff help in writing a letter to residents in the area.
Griffith reported he did not. Councilman Hoover requested
a report from the staff on whether the Griffith letter outlines
all City requirements properly.
Mr. J. ll. Trickey, Attorney, appeared for H. F. Middleton,
owner of much of the property in Melody Hills. He said that
the zoning doubt is still the big problem, and that it appears
mobile homes have no official status according to the zoning
ordinance.
Councilman Eagle asked if Mr. Middleton has applied for
any zoning change. Mr. Trickey said he had not because it is
not clear how to proceed, there being no zone for mobile homes,
except for commercial trailer courts.
Councilman Hamar said the only way not to legalize mobile
home status is for a special permit by the Zoning Board of Ad-
ju. Lmunt.
Mr. Griffith said that there was a grass fire recently
just south of Melody hills at which a single FortWorth lire
truck at the scene ran out of water. He said there is an im-
i.:ediate need for better water service for Melody Hills.
Councilman Hoover asked if there have been any negotia-
tions with owners of the private water system to purchase it.
The City Manager said that he has asked the Council on two or
three occasions if he should negotiate, and received a reply
of no each time. lie said therefore there have been no nego-
t ions with the owner.

Councilman Hoover asked if parallel lines will
be built. The City Manager replied that the staff is
following the Council intention in the matter by first
getting commitments from residents that they will Kook
up to new Fort Worth mains, which may be parallel to
the existing water mains (which are two inch or less) .
Mayor Barr asked the City Manager to assign some-
one to work with the residents of Melody Hills area to
get water and sewer service as soon as possible.
5. Award of Contract - Atrial Photography and NAN
Mapping Services (M&C C-892)
There were no questions on this matter, and M&C
C-692 was approved unanimously at the regular meeting,.
6. Proposed Consent Ordinance - United Gas NAN
Pipeline Company (M&C G-1060)
Mayor Barr asked if this company has made any
street use payments in the past„ The City Manager re-
ported it had not.
Councilman Kemble asked what is the franchi,;e
payment proposed. The City Manager r€-plied that it is
3 per cent on all United Gas sales. UL' raid this com-
pares with the payment now made by Lone Star gas of 4
per cent on residential and commercial customers and
none for industrial sales, averaging about 3 per cent.
At the regular meeting M&C G-1060 was approved
unanimously without further comment.
7. Annual Financial Report and Cormitents on HOWARD - continue review of late

Councilman Hamm commented that the auditors have DICK - draft letter to Aviation

making suppliers unhappy. The Finance Director reported
that the problem for the staff has been reporting of re-
ceipts and payment- for partial shipments. Councilman
Haman said that a recent case also included changing speci-
fication including added spotlights after delivery of ve-
hicles, and where titles were shipped to Louisiana by
mistake. The Finance Director reported that thise mat-
ters had been settled now.
Councilman Haran also commented that problems with
the accounts receivable at the airports were noted by
the auditor, a point he had mentioned earlier, especially
on the leases at Meacham Field.
Councilman Hamm said that the Meacham Field Office
Building had been reported by the staff earlier to be losing
$10,000 per year. He read the loss figures reported for the
past two years from the letter from the Chairman of the
Aviation Board. He said the Council hasn't yet received an
accurate projection of janitorial expenses on the new office
building.
At the regular meeting, Councilman Hamm asked the City
;tanager to get a list of needed Meacham Field improvements
which the Chairman of the Aviation Board had promised the
