I . Paving Assessments on Old Granbury Road (MSC G-1067) ROY - notify PW of amended
assessment amount.
Councilman Hamm asked why the City hires an appraiser -
t refute other qualified independent appraisers. The City
Manager replied that the appraiser is not hired for that
lmi-pose, but only to give an unbiased independent opinion
Lo the amount of enhancement in value due to the paving
i>>provement. lie said that the Council about four years ago
Itad said not to use Mr. Hagood for such work. Councilman
.tamrn said the staff should have gotten another of tht three
local nationally-recognized appraisers , and not Ross .Tont1 ,
The Public Wbrks Director said he has a list of quali-
fied appraisers and he tries to rotate the City work among
them. He said he tries to keep away from those appraiser:,
w1 a, are obviously on the other side of the fence. flo said
he had talked to Ross ,Tones and had gotten assurances of an
impartial report being made for the City.
Councilman Hamm commented that the Planning; Department
--cvvral years ago had instructed Wedgwood Corporatioik to
'"Ald the frontage road that way. The City Manager said
Tat the streets were built when the area was developed and
uut at the time the area was platted ,
Mayor Barr asked ii the City instructed that a parallel
roadwav be built. The City Manager said that tht devt_ !opers
built the street there because they wanted to, and that at
tht, south end, near Hulen Street, tht developer got the land
rezoned to commercial after the frontage road was built by
the developer. He said the developers are being assessed
only for one-half the widening cost on the new street.
Mayor Barr commented that if the Granbury Road improve-
ment was important enough to the developers to expedite it,
tht•n certainly there is benefit to the property owners being
assessed. The City Manager read portions of letters from
W,:stcliff and Wedgwood Corporations requesting the project,
a!; an aid to their obtaining leases. Councilman Hamm said
h. thought the Granbury Road improvement is for the benefft
til all the people in the Wedgwood area and not just the two
corporations being discussed. He said he thinks there is
benefit to all the people in the area.
The City Attorney commented that appraisers have in tt
elivct a closed shop on the benefit appraisal business .
Councilman Kemble asked if the proposed assessment ; ,,,:,•-
is out of line with remutlar policy, and if the City is
having; more in this instance, The City Manager said the -'• =

Mayor Pro-Tem Jon; said the only question is on
ti,.- benefit received by the adjacent properties . He
proposed getting; appraiscr�- of equal qualification.
Following; a request by Councilman Hamm for a new ap-
praisal— the City Manager inquired whether he wanted
,in appraisal that satisfied him and Mr. Baker. Coun-
cilman Hamm suggested that the City Kinager not make
such statements again.
Mayor Barr said he thou�ht the staff had done a
good job on this matter. Hi. said t};-at another appraiser
will not solve the problem of the Council making its de-
cision on the matter.
At the regular meeting, Mr. Marshall Amis, Jr. ap-
p( ared for Wedgwood Enterprises, Inc . He stated that
his company agrees that there is benefit to the new shop-
ping center area at Granbury and Hulen Street by th Cranbury
Road paving. He said that the assessment should not apply
to the Wedgwood Village Shopping Center at the north clad of
tltk• project since this center is oriented to Trail Lake
Drive and Wedgmont Circle North, and not to Granbury Road .
[it, said that he had met witl, Ross Jones , the City's inde-
pendent appraiser, and said that Mr. Jones had not taken
into consideration the non-renegotiable lease agreements
Wedgwood Enterprises has with tenants of the shopping center,
and that Jones did not know that Wedvwood Drive had already
been paid for by Wedgwood Enterprises.
Mr. Amis said that his company had requesred expediting
the project . He said no other project in town is like this ,
iv that the ccxnpany had already Laid 100 per cent of the cost
iii the frontage road which would he eliminat- d in places by
thu Granbury Road improvements.
Mr . Amis suggested as a compromise that Wedgwood Enter-
prises he assessed the full amount rLCO!Tnended at the Hulen
Stycot site, or $5,354.58, and nothin: on the other properties .
Councilman Hamm made a motion that the. City Manager be
instructed to hire an MIA apprai:,er to report on the benefits
due to the Granbury Road paving. Councilman Hoover seconded
thv motion.
Councilwoman Deen called for the City Manager to make a
:.tatemcnt on this matter. The City Manager said that the
City staff does not tell appraisers how their appraisal should
be tivide, and that he. , the City Manager, did not hire either of
Lite two City appraisers on the Granbury Road project .
Councilman Hamm said that the Council hasn't yet been
told what the value is of tl:, existing pavement to be replaced ,
He said that the new appraiser should be given all the back-
ground information. Mayor Barr said the appraiser should not -be asked to make a policy judgment, but should make his ownr•t•_� �r� �

end the Council must make the decision as to whether there is ?p.•.,• ., 4
ben+ fit and on the amount to be assessed.
Councilman Eagle proposed a compromise solution -- by
;Las essing Wedgwood Enterprises one half the original assessment ,
or $6,498. 35. Mr. Erwin Krauss , an owner of Wedgwood Enterprises,
Inc . , said this solution is acceptable but still not in accordance
With the actual benefits, in his opinion. Councilman Hamm and
iinover withdrew their other motion, and the new motion was passed

The City Manager reported that these M&C's recommend
ptTrchase of two lots adjacent to the new shopping center
. Granbury and Hulen Street -- one lot for $4,000 and one
for $5,000 -- for relocation of fire station #26.
Mayor Pro-Tem Jones asked what the zonin:; is on these
lots. The City Manager replied that it is CR-Apartment
zoning, and that the lots back onto the shopping center.
Ile said th, City will have an agrece.ent with Wedgwood Enter-
prises, Inc . to erect a screen wall between the fire station
and adjacent residential property.
Mayor Pro-Tem Jones asked what the route of the fire
truck will be across Granbury Road . The City Manager said
the crossing is on Hulen Street . He then showed the Council
a map of the master fire station locations in the southwest
part of the City :
CA)uncilman Stovall asked what kind of a wall would be
trected . The City Manigc r said that an architect has not
vet been hired and the wall theref( re is not yet designed.
Councilman Kemble asked where the station at Berry
and University is to be moved , The City Manager said it
will he on South Hills Drive , where land acquisition was
al,thorized recently, by condemnation,
Councilman Stovall asked if the City has a uniform
building plan for fire stations. The City Manager said
that the policy in recent years has been to hire a dif-
ferent architect for each station and to get different
designs.
At the regular meeting M&C's L-1i;64 and L-1665 were
approved unanimously.

There were no questions on thi:- mattcr at the Pre- ROY - continue Unit 8 on Agenda.
Council Conference.
At the regular meeting, propt :-ty owners appeared
in opposition to Units 2, 3, 5 and 9 of the nine units,
generally on the basis that the owners could not afford
Lo pay the assessments, Units 1 through 7 and 9 were
sub:.cquently approved by a unanimou vote of th:� Council.
On Unit 8 of 9 (Mabel Street) , Mrs. Gregory, owner
of sill property on the east .ide of Mabel Street, expressed
her opposition t- the project because of present lack of
l,enclit (to vac ,int property) and the high cost to do the
lull street. Site suggested that she get credit for the
unu:,ual angle at Mabel and Jacksboro llighway, as well as
for :c sanitary sewer crossing this point, and because the
buittlfng set-back line was some distance back from the

Mr. K J. Stevenson, owner of property fronting
on Mabel Street, requested the Council not to to close it
because this would take all of his access,
Councilman Hamm made a motion to continue the
hearing on Unit 8 of 9 and to refer the matter back to
the Public Works Department for further study and report.
TE►e motion was approved unanimously. _

There were no questions on this matter, and it was
approved unanimously at the regular meeting.
5. Contract with TESCO for Utility Adjustments, Long NAN
Avenue Extension, Unit 9 (M&C C-910)
There were no questions on this matter, and it waa,

Mayor Pro-'Fcm Jon(,,,, asked how this annexation need
has occurred, The City Manager replied that apparently it
has been an oversight by both Fort Worth and Sansom Park in
past years.
Mayor Pro-Tem Jones asked if it is just the road it -
self being annexed, since the information states that it is
180 feet of right-of-way. The City Manager said just the
road was involved.
(The City Manager later received a report that the
Azle Av4•nue ri�;f►t-oi-way varies from 60 feet to 180 feet
thruughout the annexation area and this information was
g aiven to Mr. Jones. )
At the regular meeting, M&C PZ-231 was approved
unanimously.
