In response to a question, the City Attorney

In response to a question, the City Manager said

ioad land is about $1.00 to $1.25 per square foot,

Councilman Hamm asked if the Citv could condemn

it could .
Councilman Stovall requested Council courtesy in
up the exchange of land for appraisals.
At this point, Councilmen Eagle and Kemble with-
dri.iw their motion to approve M&C L-1731, and it was
held over for appraisals by consensus of the Council .
?. Upgrading Auditorium-Coliseum Director Position MAN
and Establishment of Assistant Auditorium-Coliseum
Director Position (M&C G-1075)
The consensus of the Council was that this was a good
.iL t ion. Mayer Pro-Tem Jones asked the City Manager if lie
ha.s anyone in mind for the Assistant position. The City

Manager said no, but this would allow the staff to
proceed on finding a qualified person.
At the regular meeting M&C G-1075 was approved
unanimously. _
l�. Report on Appraisal Fees (IR #1156) NAN
Councilman Kemble said he wishes to study the

The City Manager said that he would like to
hav, any comments or suggestions of the Council Mem-
bers on modifications to the standard appraisal fee
p 'liry, if Council Members believe changes are desir-

There were no other comments at this time.
Drainage Condition at 2211 Fifth Avenue GENE - refer Crawford letter to
(IR #1165) Public Works Director and request
report .
The City Manager said that there is a minor
! -.&u.i.,e problem in the 2200 block of Fifth Avenue,
lout i, h..it it is not severe enough to warrant the
, '.ps�ntliture needed to correct it, in view of other
prt,hlems throughout the city.
Councilman Eagle commented that correcting this
,'I'Oblem would only involve dumping more water on
somt one else .
Councilwoman Deen asked it Mr. Arbuthnot was
at.:trcof the $250,000 expenditure requirement to
correct the condition. The City Manager said that
h- is not aware of this figure, although he has been
I i iit;ures of about $15,000 to extend the storm
(Ir;, in in Fifth Avenue.
Councilman Hamm said that the master street
d,-aivage plan now being developed might show how
it+qhrovements could be made. He said that it seemed
possible to correct only the major obvious problems

The City Manager said he had talked to a neighbor
of lir . Arbuthnot last week and had been told that the
mitcr reached 8 inches in depth for short periods of

At the regular meeting, Mr. H. S. Arbuthnot

ll Like problem. He said that all the new additions

Mayor Barr asked it. his property has ever been
I, )dod. Mr. Arbuthnot said that it had been flooded

There was no further comment on this matter,
and no further action was promised Mr. Arbuthnot,
although Councilman Hoover stated that problems
like this should be corrected .
Councilman Hoover requested the City Secretary
to read a letter from Bill Crawford concerning
drainage at the Boulevard Christian Church. The
City Secretary read the letter, and Councilman Hoover
requested a report on this situation.
5. Award of Contract - Little Fossil Collector NAN
Sanitary Sewer (M&C C-926)
There were no questions on this matter and M&C
C-926 was approved unanimously at the regular meeting.
6. Long Avenue Extension Assessments (IR #1164 & NAN
M&C G-1077)
There were no questions on this matter, and
M&C G-1077 was approved at the retiular meeting. _

Mayor Barr asked what is manufactured at Davis
Mfg. Company. The City Manager replied that it is a
furniture upholstery factory.
Councilman Kemble comiuented that Mr. W. D. Clayton
is an indoor sprinkler man, and he believes the place
would therefore be adequately protected from fire.
There were no further comments, and at the regular
meeting M&C C-926 was approved unanimously.
8. Processing of Construction Project Change NAN
Orders (M&C G-1074)
Mayor Barr asked for an explanation of this
mal.tpr. The City Manager said that this A.R.
generally provides that the staff will go to the
Council for approval of change orders involving ex-
penditures over $500. He said this is the way the
staff has been doing it, but there has been no
standard formula. Ile said the staff desires to re-
tain flexibility for people in the field and in de-
partments , but that this will provide standardization.
He said this AR is being submitted to Council because
Council action is required in certain instances , and
the staff desires general approval of this procedure
before employing it.
Mayer Barr asked if the new rules are compatible
with the Charter and other requirements . The City
riiiager said they are and in fact may put more authority
with the Council than the Charter requires..
Councilman Hamm said that in item 2.4 of the AR,
changes and specifications, that the Walkers Branch
Sewer problem is a good example. The City Manager said
that in that case the change would have had to be approved
by the Council ender the new rules. He said that it is
difficult to write a standard rule in this matter because
the judgment factor cannot be taken out oI a decision.

Councilman Ke able said that the left turn
lane coming into the Colonial Parkway intersec-
