The City Manager explained the normal procedure and list on 5/8/67 lnl,-tiwil for conduct of the Pre.-Council Conference and suggested Agenda, that Council Members could adapt the procedure as they ,,aw frit to meet their needs , The Manager asked the Council Members if they would like to have an orientation program, consisting of tours and other means of outlining the activities of the City ,,,)vernment, particularly for the new Council Members, Tho consensus of the Council was to have such a program, iii-furahly each week on Mondays , Vie City Manager said that Mr. Denton and Mr, WiIson will outline a program for review with Council rki iitbe rs next week. _ Award of Contract for Installation of Water MAN and Sewer Facilities to Serve Block 116, Westcliff Addition (M&C C-938) Mayor McKinley asked why asbestos cement pipe is preferable over cast iron pipe for this project , The Water Director replied that asbestos cement pipe is better on this particular project because a soil analysis �-.hows that there will be considerable outside corrosion 1)y electrolysis on cast iron pipe. , Mayor McKinley noted that cast iron pipe has many r advantages but that this is one weakness , and he con- curred in the recommendation to use asbestos cement pipe. IA At the regular meeting M&C C-938 was approved unanimously. 3. Assessment Paving of Collard Street (M&C G-1048 NAN and G-1085) Mayor McKinley asked what the assessment changes are on this project, The City Manager explained that assess- ment adjustments are recommended in accordance with the -,pco-cific action of the Council at the first hearing on this project, and following receipt of independent appraisals on 1-he benefit to certain other properties. The City Manager explained that the drainage prob- 1i i,,m complained about by owners on this project is not 1� related to the street paving, He said the drainage problem Aft. 2 ,.%k is at the railroad tracks "downstream", and that the drainage facility_ under Collard Street is satisfactory. Councilman Dundiam asked if priority might he J ven to this area in the master drainage plan now ,►rider development . The City Manager said that he ::u,;�;ests a staff review of all the drainage problems in town before: priorities are set , because there may be other areas haviu,, greater need for limited drainage improvement funds , Councilman, Hoover asked if paving Collard Street will compound the drainage problem, The Chief Engineer il1 the Public Works Department said that the curbs and y,utters on Collard should help control the water and that the drainage situation should be improved by this pro- ject, although the major problem is under the railroad., At the regular meeting, during a continuation of a Bearing on the assessment paving of Collard Street Mr. Hildreth of Allied Iron Works said that he would like to discuss the matter of on-street parking with some City official, The City Manager suggested that he discuss this with the Chief Engineer following the meetiig, and that the staff would attempt to work out the best possible parking arrangement. The Council by a motion unanimously closed the hear- ing and levied the assessments as recommended on this project. 4. Street Openings on Granbury Road MAN The City Manager said that Mrs . Nancy Porow and a delegation would be at the regular meeting to request rt: opening Walton and Wedgmont Circle South onto Granbury Road , He explained the history of the project including the original design having these three openings (Welch Street in addition to Walton and Wedgmont Circle South) , I.! said that the Council then determined that there should be no openings between Wedgmont Circle North and Hulen Street in order to improve the safety situation on Cran- bury Road. He said this is a good example of the Council deciding technical engineering issues which more properly could be determined by staff members and which might have avoided the controversy on the matter. He said the result of considerable discussion at Council meet- ings eventually was for the staff to decide what would be the best street opening arrangement. He sai,; a compromise was reached to open Welch Street and leave Walton and Wedgmont Circle South closed . lie said this is the way Granbury Road is now being constructed. The City Manager said Mrs. Porow and her group desires that these two streets be roopened -- particularly Walton which crosses the railroad tracks into the Westwood Addition. He said there will be two new crossings of tlic, railroad besides present crossings at Hulen (proposed) and Walton -- at Belton and Gorman at the north end of this section, 3 Councilman Stovall said he thought the probl=,ms re- sulting from this project came because the construction is being done gyne year too early and that the Council should leave waited for Hulen Street to go across the railroad tracks before improving Granbury Road . Councilman Hoover asked about: the Wedgmont Circle South connection of Granbury, in relation to the 7-Lleven Store at this corner, and the problem of cars stopping on Granbury to patronize the 7-1-1even, The City Mana,,er said lee thinks Mr Hoover means Walton Street, where it is 60 ieet wide to allow for channelization of the traffic turn- ing into Westwood Addition, Mayor Pro-Tem Sarsgard asked if the current design for Wilton is found to be improper, what are the consequences . Ilse City Manager said that Walton can be reopened into Cran- hisry at some additional cost, and that the current plan Lor L,afiic on Granbury Road is not irrevocable. Councilman Kemble asked if the traffic engineers think this current design is the safest way. The City Mana- -er replied that safety must be balanced with convenience and that this compromise plan is the staff recommendation to do this in the best possible way. At the regular meeting, Mrs. Nancy Porow announced that a "WedgWest" organization had been formed for the neighborhood improvement of this area_ She introduced Mr.: Dick Alden, who reviewed the acceas problem on Granbury Road with the Council. He said that the consulting engineer's (Mr. Creel ) plans were for accesL, to Granbury from all points, and he requested the Council to re-adopt that plan. Councilman Hoover asked if the problem is getting on and off Granbury or in crossing the railroad. Mr. Alden said both matters are problems . The Council had further brief discussion of the matter, but did not take any action to ch,,nge the current project design or construction. 5. Representative to NCT-COG ROY - of:icially notily N("P-CCC of representative Sarsgard Mayor McKinley asked Council Members who should be the City's new representative to the North Central Texas Council of Governments, to replace former Mayor Willard Barr. BUJ/ Councilman Dunham suggested the Council � clect Mayor Pro-Tem Sarsgard so that the Mayor Pro-Tcfi; would have a responsible duty. Councilman Hoover noted that mainly Mayors and County Judges are representatives of their jurisdictions . Councilman Kemble said lie think's Mayor Pro-Tem Sarsgard would be fine and noted that the Mayor of Dallas is not on the NGT-COG. Councilman Stovall asked how about Councilman Kemble being representative. Councilman Kemble said that old No. 8 has too much to do already. Councilman Hoover said he thinks Mayor McKinley shoutd be the representative since Mayor Barr was representative previously. Councilmen Guinn, Wilson, and Kersnick said they think that Mayor Pro-Tem Sarsgard should be the representat+vt: op"* /4 r ::ince the Mayor is already busy with many activities. Councilman Sarsgard said he doesn't care who is reprc!.cntative. At the regular meeting;, Councilman Dunham ttuminated "Iayor Pru-Tem Sarsgard for official City representative 1 - NCf-CIG. Councilman Kemble seconded and the motion was _t.'yroved unanimously by voice vote. 11.. Herman C, - 's resignation with regrets and to make special tccog;nition of his service, was approved unanimously. Neighborhood Improvement Program NA_N There was insufficient time at the Pre-Council C,,itierence to discuss the Neighborhood Improvement Program, which was on the agenda.
