Rcsurfacing Contract - Houston and Rosedale Streets DICK - draft memo _o Publi, tock (M&C C-949) to provide IR. Councilman Dunham asked why this project is necessary. I'irc• City Manager replied that both these streets are in need A resurfacing. He said that the asphalt will provide better r.rction than the existing brick streets. He said that ladies ,1, pike heels have a particular problem walking across the , ick streets . He said that curb and gutter would be replaced wisei•e necessary. The Public Works Director said that the proposed contract 'I 'vides for replacing the brick with about four inches of hot � ,ix asphaltic concrete on Houston. Councilman Dunham asked whether it wouldn't be better to . rip in the crosswalk areas with asphalt and leave the rest of c brick. The City Manager replied that this would help the hcdc:,trian walking problem, but there is also a need to pro- �,ide a better riding surface on the streets. The Public Works Director said that the contract is for 1 .4211, of which $54,829 is for the Houston resurfacing. and _1 ,01 is for the Rosedale resurfacing. He :;aid that on il++urton the contract provides for removal of 17, 500 square ..u-ds of brick at 44�_ a square yard , and that 2/10 of a ton L asphalt will be required per square yard to replace the Lick, and this will be provided at $1.87 per square yard. ,it, said that on Rosedale Street 31,000 square yards of asphalt ill be required to replace the asphalt surface, at a rate of j I+i of a ton per square yard for a thickness of two inches, i :i cost of $1.04 per square yard. He said there is there- ire a difference of 83,-, per square yard for the brick re- 'OVA) and asphalt replacement, which is the difference be- een two inch and four inch thickness. The Public Works Director, in response to a question Om Councilman Dunham, said it is his understanding that council earlier established a policy to replace brick streets with asphalt . � eets <I - these improvements were made. He :aid chis is a policy decision, in his opinion. Ile said that, in his opinion, an asphalt street is easier to work with in makilug utility cuts and reprdiring base failures. Mayor McKinley said that he hasn ' t observed any base t.ti pure: on Houston Street. Councilman Guinn said he thought asphalt provided a much better riding surface than brick. He aid he believes that North iii has had some brick overlay work that has not held up too LI1 . Councilman Dunham a:,ked why the Council should do any- Iting on this work. He asked if the Council is committed to t'tc voters to do this work. The Public Works Director said that resurfacing is pro- vfded in the CIP, and in his opinion it should be done for the following reasons ; to improve the riding surface, to improve the appearance, and to avoid later extensive base lai lure.-.. Councilman Stovall said that justification for the work Will be found in the 1963-64 cI P. He said that the work is oheduled in order to avoid later major base failures. Councilman Sarsgard asked if there is any element of L-gVury to awarding this contract, The City Manager replied , 11.1t there is not , and that he would suggest that the Council ,.1 lay its deci:,ion so that a report can be furnished. He tid that the report would go into the history of the decision replace brick with asphalt. Councilman Wilson asked that report include the reason and the cost for the State's -L :l.rying Camp Bowie rather than removing the brick, At the regular meeting, M&C C-949 was held for two weeks furnishing a report ind further consideration - -- -- 3 iailroad Agreement - Overpass on Long Avenue NAN Ixtension (M&C 's C-952 and C-953) Councilman Sarsgard questioned the figures of 4 :1,mjO and $290,000 in the M&C's . The City Manager ex- iilai.ned that the estimated total con„truction cost of the railroad overpatis is $400,000, and that $290,000 is allo- C.,LL'd in the 1967 CIP. He said the remainder of $110,000 is currently planned to be provided in the 1968 CIP and bond sale because construction will still be underway in 11)68. Councilman Sarsgard asked why the difference in cost . tt.een the two railraod contracts. The City Manager re- plied that the larger cost to the FW&D Railroad is to pro- vIdL inner guard rails at this time, and he said the SL&SW 1: tilroad will probably request later that this also be don,.: for it. He aid he recommended not delaying the agree- ment, however, i.nce it takes considerable time to make an .i:;rccmunt with a railroad. At the regular :Meeting M&C C-952 and M&C C-953 were ,pproved unanimously. _ 4. Settlement of Condemnation Proceeding, Regional DICK - provide information re- Airport Property (M&C L-1818) quested and draft IR this wee:.. Councilman Wilson asked what are the cases of other . jLes that justify the settlement of the proceeding in �t. L-1818 for $186,200. He wondered if this wouldn't establish a bad precedent. The City Manager said that the settlement figure of ";1 060 per acre compres with $1,000 an acre in the original appraisal. He said that the settlement is recommended in eider to avoid a jury trial, which could cost the City more ih, o the proposed settlement. He said this appeared to be a good compromise. Mayor McKinley asked if it wouldn't be better to try a jury case rather than settle this way. The City Manager replied that several other cases will undoubtedly be tried before a jury, since there is considerable difference be- tt,cen the City's appraisals and the price desired by the l,indowners. Councilman Guinn said that this case involved several o-vi,rs and he asked if it isn't the City's policy to negoti- JIL' with owners separately. The City Manager replied that iWh is the policy, but in this ase there is an undivided interest involving several owners. Mayor Pro-Tem Sarsgard said he would like the City AL[ orney to hear she discussion of this settlement. Councilman Dunham said he thinks the question of the attiount of the offer is very important to the settlement. Councilman Dunham said he would like to have some in- formation on the constitution of the Regional Airport Board and [tic authority of the Board. 11e said the financing plan announced li..f week would also be helpful. The City Man;i.er rep lied that the owners 4 originally asked $3,700. He said the appraisal put the value at $2,00U, and the compromise_ settlement is $2,300. Mayor McKinley said ht.. would like such figures on the M&C in rhe future. The City Manager said such figures would be provided. _ b. Monthly Activity Report (IR #1191) GENE - draft memo to Hightower requesting report Councilman Dunham said he thinks the City Manager 's on crime problem and police monthly activity report is very good. He said he would like improvements. u ee reports on crime added to it since this is an acute problem in r'ort Worth in his opinion. He said he would par- Licularly like to see the FBI crime statistics showing how Fort. Worth stands among other cities its size. He :aid that vacaacies on the Police force are certainly a major problem, Councilman Wilson asked if the Crime Stop Program i. ettective. The City Manager replied that the program got underway in April and there has not been time enough yet to evaluate it. Council,,.an Dunham asked what the staff has done toward studying solutions to the crime problem. The City Manager said he would like to give the Council a report on this matter. Mayor McKinley said he liked the City Manager 's monthly .«tivity report because the material is tactual and there is no preamble. He pointed out a difference in the Public Health treatment figures that wasn' t clear. The City Manager said that in the future a status of T,r.ojects underway will be added to the report. Councilman Wilson said that it is an excellent report W he suggested that after the next quarter he would like to L•c a report of activities in the sheriff's department also. Councilman Dunham said lie is pleased that better liaison with the District Attorney's office i:� under study since this is a sensitive area. The City Manager yid that the local share of this CAP project is being provided I the Health Department 's provision of space for the dental Iinic. Councilman Dunham asked Mayor McKinley if he intends to re-establish the Mayor's Commission on Community Relations. Mayor McKinley replied that he does intend to do so very soon. "ouncilman Dunham said he thinks this committee should be , Irengthened by placing it under an ordinance with a definite charge for its work. 7. Bond Fund Transfer for Forest Park Lot Paving NAN (M&C G-1094) Mayor Pro-Tem Sarsgard asked why there is a dif- ference of nearly $1,000 in the contract for the work and the bond fund transfer. The City Manager replied that this is for engineering cost and contingencies. lie said when the project is completed any balance re- tu_ns to the unspecified account. Mayor Pro-Tem Sarsgard said several j,ersuns, but that many couldn't do the work for various reasons, such as too time consuming at this time of year. At the regular meeting, a motion to appoint Frit;= !;arl on and P. D. Henry as the 1967 Board of Equalization (.dunk with Bobby Reed) was approved unanimously. _ __
