Norm Wednesday, June 28 luncheon of the North Central Texas

Councilman Dunham and Mayor McKinley indicated they

Mayor Pro-Tem Sarsgard emphasized the importance of

priority to what studies should be undertaken first. Coun-

Mayor McKinley was hard a petition by Councilman

tion the staff will give the Council a review of the
project at the contract award.

Councilman Hoover asked if the project for

The City Manager reported that it will be neces-
•,ary to double up on assessment paving; hearings now for

At the regular meeting, the Council Feld the first

Mr. Frank Howe, 4121 Christine Road, appeared with
potiLion signed by several property owners in this area
who protest this pavin6 work. He said the person getting
'tt' petition originally presented an illegal petition since
not b0 per cent of the property owners signed in favor of
ho project. The City Attorney corrected him in saying

` lman Kemble said he would like to have the records

Councilman Hoover asked if the Christine Street ends
in a cul-de-sac. The City Manager and the Public Works
Director replied it does.
There were no others who appeared on this project,
ind a resolution to set a new gearing for July 24 was ap-
proved unanimously.
Award of Contract - Assessment Paving on Skyline NAN
Drive (DVC C-991)
The City Manager reported that this project also in-
0Ives the City of Sansom Park, and that the City Council
01 Sansom Park has approved the project by motion and must
1 .1Lify Lite assessments against property within its city
limits after the City Council of Fort Worth does so.
Councilman Hoover asked how wide the pavement is
lroposed for Skyline Drive. The Public Works Director re-
+- lied that it will be a 40 foot roadway on a 6U foot right-
.-Way.
There were no further questions, and at the regular

Mayor McKinley asked why a scoreboard should cost 4;.w.► iI�Y

Councilm.tn Hoover said that this project of re-

at only $125,000, then $195,000 and it is now more yet.
Ile said lie would like to have a resume on where the
uvt stands now. The City Manager replied that the ice
, Loor bids several weeks ago were substantially over the
miottnt estimated, and the Council then made an additional
tlopropriation of about $2 ),000. He said he believes that
,lie other amounts estimated for conversion will be within
ihv budget allotment and that the total cost of the work
. l+ould be about $221,000. Councilman Hoover noted that
this is $100,000 over the original estimate.
Councilman Wilson asked if it is planned to sell
advertising on the scoreboard. The Will Rogers Center
itirector said it is and that it is hoped to recover the
11 cost.
Councilman Hoover said that some time ago the.
, , uncil considered advertising on the ba+ ks of Stop signs
,god tither traffic signs. He said he thought the Council

much different than on the backs of traffic signs.
uuncilman Stovall noted that there is now advertising

The City Manager asked if the draft reply to the
noc•key club is satisfactory. The Will Rogers Center Director
.lid that he had told Bruce Norris, owner of the hockey club
h.+t the City planned to put glass on the sides and wire on
, lie ends of the ice rink, and that Bruce Norris said the club
,.uuld pay the difference for glass on all sides. He said that
it is chain link fence that is proposed and not chicken wire.
There was no other comment concerning the dratt letter,
,tad the City Manager said that it. would be sent as drafted.
At the regular meeting the following items were ap-
proved unanimously: hockey scoreboard (M&C C-990), Coliseum
+nd Auditorium remodeling (M&C C-992) , and Purchase of Auto-
f+ Lic Control Panel (M&C P-591, page 7).

The City Manager said this matter is brought to the
Council because it is not strictly in accordance with policy.
Councilman Kemble asked what is meant by a temporary
:ter meter installation. The City Manager replied that this.
�•u�s it will he used only as stand-by, and when necessary to
apply sufficient water. He said it is also to be installed
i:+ an area that cannot presently be annexed and other ar-
rangements for the meter might need to be made later.
Councilman Hoover asked if there is any minimum charge
on the meter. The City Manager said he would check on that
matter, but that the regular rates are double the inside city
limit rates .
Councilman Kemble asked for more description on the
iinexation problem, to which the City Manager described the
i t uation. ^rf
Councilman Hoover commented that the Saginaw land
trade matter should be reopened at this time.
The City Manager said this, water meter item would be

8. Ordinance Creating Fort Worth Human Relations GENE - list M&C G-1105 ..n
Commission (M&C G-1105) 7/3/67 Agenda.
Mayor McKinley said he was not at the Council Meeting
Last Monday when the staff was asked to prepare this ordin-
ance. He said he is opposed to having an ordinance for a
!Inman Relations Commission. He said he feels that a Commis-
.ion shouldn't get better acquainted with minority groups.
He said the Board he appointed last week has people on it
who have the respect of their particular groups. He said
lie tried to balance population, area, sex and so forth on
rhe Board. He said the people want brotherhood and love
and not police action. He said the commission had done good
o.ork in the past, but that it was not done on an ordinance
ba-,is. He said that on the Board he appointed are Earlene
Miles, a Negro lady from the East Side; Sopora Hicks, a
Negro lady from the Como area; Pauline Martinez, President
of PASO; Ruben Jenkins, a labor man; Odell Allen, represent-
ing no ethnic group, but an employer of about 200 people;
and Ivan Clayton, an outstanding man in his profession; and
, a Jewish repre-
sentative. Mayor McKinley said that the Board he appointed
will meet regularly once a month. He said he believes this
",card can handle the problem, and that an ordinance would
, reate a monster for a Board. He said he didn't know the
Council was concerned with the matter until three days after
last week's Council Meeting. He said it would be bad to have
two boards. He said the Mayor's Board four years ago did
food work, when Tiny Gooch was chairman. He recommended that
. lie Council go along with his board without an ordinance
treating a new board.
Councilman Dunham asked how the Mayor 's Commission
etas operated in the past. The City Manager replied that he
t,,• lieves the Commission was appointed by the Mayor for the
iir.st time in 1960 or 1961, and that it has been an unoffi-
( ial advisory group.
Mayor McKinley said that when the group was enlarged
h,, rbe former Mayor it became ineffective. He said that
M:1 :ilr Justin 's group did a good job, when it was a small
ho-ii d.
Councilman Kemble said that times have changed and
he believes there should now be an ordinance covering the
i)o,iTcl. He said, however, that Sections d and a of the
ordinance should be eliminated.
Councilman Hoover said he knows that the former
Mayor used the Commission as a catch-all, and that there
was a good commission under John Justin and Bayard Friedman.
Mayor McKinley said it is not the City's position to
get into labor relations matters, and other matters which I
the ordinance calls "public or private".
Councilman Dunham said the idea is to have an of-

Mayor McKinley said that he has talked to several
LLtorneys who say this ordinance would put the City in the
labor relations business.
Councilman Guinn said he believes things have changed
enough that the Council needs an official group. He said
that for one thing the ordinance will provide continuity in
the commission following Council elections. He said he has no
lear about how the people of Fort Worth will react to an offi-
cial commission and that they will respond properly.
Councilman Dunham said the key words in the ordinance
ire "advise, consult, recommend and make reports to the Coun-
i 1".
Councilman Hoover said that last week when the matter
was brought up by Councilman Dunham he pointed out that Mayor
ML-Kinley was out of the room and that he had been working on
it.. He said he looks on this as an out and out political
move by Councilman Dunham and the others to embarrass the
Mayor. Ile said he would like to know which members the Mayor
,ias appointed that he objects to. He said that the ordinance
is a political ordinance.
Councilman Dunham said that Councilman Hoover is as-
:.uffling he is objecting to personalities and that is not so.

tluzely related to the Council than a commission appointed '
kv the Mayor. He said this, however, does not diminish the
importance of the Mayor to this group. He said that an
ordinance will put teeth in the matter. He asked the City
' torney if the power of subpoena is included in this
ordinance. The city Attorney replied that it is not, but
the Council could convey this power by resolution at a later

Councilman Hoover asked if the power to conduct pub-
lic hearings is included. The City Attorney said it is, but
not the subpoena power.
Councilman Kemble said he thinks sections d and e

Mayor McKinley said that Councilman Dunham had met
with him in his office sometime ago on the matter and said
tie would be back on it, but never was. Councilman Dunham
. aid he met to discuss this with the Mayor after the Mayor
lead appointed himself to the Board of the Texas Municipal
League, and he suggested then working closer on this matter

Mayor McKinley said that if the Council adopts a
Human Relations ordinance with teeth in it the City would
have trouble. Couacilman Guinn said he took the opposite
view that if no ordinance was established the City would
,lave trouble.
Councilman Hoover said he wondered why the Council '
is concerned about getting reports from the Commission be-
cause they wouldn't even ask for one from the Regional
.Airport Board.
Councilman Dunham asked why he didn't mention his .-- rrnnOq

Councilman Kursnick asked the Mayor why he would
