Mr. Hoover stated that his original intention was to
shorten Lhe first two steps to six months for Laborer I.

the present C step rate would become the A step rate to
provide for the new Federal minimum wage. Mr. Stovall
asked that the staff make a cost study on the effect of
Lhe Federal minimum walte.
3. Continuation of Neighborhood Youth Corps GENE - Draft IR for submission
to Council 11/3/67.
In discussion of the Neighborhood Youth Corps pro-
gram, Mayor McKinley cited instances of poor attendance
records by present Youth Corps workers. The role of the
program was discussed and several points for study were
mentioned:
a) Number of Youth Corps employees
b) Records of attendance
c) Ages
d) Number of supervisors involved
e) Cost estimates for supervision
f) Descriptions of jobs now being done by
Youth Corps employees
g} Cost of Health Department physicals
1>) Definition of the role of the Youth
Corps program from the City's viewpoint.

Action Program (IR #1287)
In response to inquiries by Council Members the City
Manager reported that no action would be taken on the cer-
tification until the matter had been considered by the City
Council.
Project Application for Regional Airport Construction NAN
(M&C G-1160)
Mayor McKinley suggested that the phrase 'by the Cities
of Dallas and Fort Worth will be provided" be deleted from
the first paragraph of the communication. The Council ap-
proved the M&C as revised in regular session.
