1 . Neighborhood Youth Corps (M&C G-1156 & IR 1293) RA B - Officially notify parties
concerned of Council action.
The City Manager requested comments on the IR con-
cerniny; the Neighborhood Youth Corps after outlining the o
details of the report, Mr. Kemble remarked that the re-
port was quite complete, and that we should continue with
the program. The Mayor asked why such a program was
needed when Fort Forth "has 100 per cent employment now" .
Mr . Kemble said that these persons were unemployable and
that private industry would not take them., Considerable
discussion followed concerning the merits of the program,
what private industry could do in its place, and of
what value the program was to its participants and the
community. Mr. Stovall pointed out that 16 year olds
could not be hired by most industries . Mr. Wilson em-
phasized that the program was designed to make unemployable
people employable so that they could get long term jobs .
Mr: Hoover wanted to know whether the City should under-
write total expenses of the Neighborhood Youth Corps program
tf Federal funds were ever withdrawn, Mr. Kemble pointed
out that the Police Chief had said that a similar program
wholly financed from local funds would be very valuable„
Ur. Guinn said that the program was rehabilitative in nature
and was designed to keep people from getting on welfare rolls
} in the long run. Mr. Hoover asked whether the Neighborhood
Youth Corps employees were causing any bad effects on the
morale of other City employees . The City Manager replied that
lie lead no reports of such instances to date.. The discussion
appeared to be inconclusive, and the Mayor ended it by bring-
ing up the next item on the agenda
2 . City Participation in Dental Health Program RNL-- Prepare budget adjustment
(M&C G-1164) to transfer funds as outlined
in M&d(jG-1156.
(The Mayor interrupted the discussion on the
Dental Health program by referring; to a letter from
Judge Mace of the Corporation Court requesting vacation
time. Mrd Hoover suggested that the judges should not
have to ask the City Council for vacation time every
time they wanted it . Some discussion followed , but no
action was taken. )
The City Manager reminded the City Council that
the Fort Worth District Dental Society had appeared
earlier with requests for help in financing the program.

The Manager said that in-kind services no longer cover
the full 10 per cent of the local share of the program.
Ile said that the clinic under this program handles
only City patients and that the County operates a
separate dental chair in the Public Health Center. He
also said that some of the programs administered by
the Public Health Center were financed jointly by the
City and the County. Mr. Hoover asked whether the
90-10 financing formula was likely to be changed in the
future, so that local units would have to pay more of
the costs. The City Manager replied that for the
current year the funding ratio is still 90-10. The
Council approved M&C G-1164 in regular session.

him from the City Manager concerning the extension of
the Marine Creek trunk sewer through Greenfield Acres .
He said that the citizens of Greenfield Acres were
promised sewer service when they were annexed by the
City of Fort Worth and that it appeared as if we were
postponing; the project unjustly. He said that the
project was postponed upon the advice of the Water
Department because of lack of development in the area .
He also said, however, that some plans have recently
been submitted by developers which may affect this
project and require an early construction date. Finally
Mr. Hoover asked the City Manager to give him a report
on what differences in cost are encountered when install-
ing a sewer main through developed land and undeveloped
or open land . The City Manger said that he would advise
the Council of the cost ,
