1. Award of Contract - Old Granbury Road Widening NAN
and Paving (MSC C-1091)
The Mayor asked the City Manager to comment on the
Granbury Road project. The City Manager said that the
City has a contract for Addition J in Wedgwood for instal-
lation of community facilities. Pointing to a map showing
the alignment of the street, the City Manager said that Old
Cranbury Road would be a boulevard street in this area with
no frontage road provided. The City Manager and the Public
Works Director said that this section of Granbury Road will
tie in with the new boulevard sections to the north. The

developer has replatted in order to eliminate lots facing
on this section of Old Granbury Road.
The Mayor asked if the railroad would be assessed for
its share of the project, and the City Manager replied that
it would be assessed. Mr. Stovall asked when the improved
road would get to the Benbrook Golf Course. The Public Works
Director said that another section of approximately 2J blocks
south will be added to this project in the near future. The
Mayor asked what the assessment of the railroad would be for
the project and he was told that as a matter of policy rail-
roads were assessed one-half of the cost of the residential
assessment:. Some discussion followed concerning the assess-
ment of railroad property and who would maintain grass along
the parkway on railroad property. Mr. Hoover was told that
the City will maintain the parkway, but the railroad will
maintain its own right-of-way. Mr. Graham said that this
was not a usual maintenance agreement, but in most cases
the railroad cut parkway along with its own right-of-way
when there were no barriers present. The Mayor asked how
long this assessment policy has been in effect and Mr. Graham
and the City Manager replied that they did not know. The
Mayor asked how much commercial property was assessed com-
pared to the railroad assessment. The City Manager replied
that the railroads were assessed $2. 70 a front foot and that the
commercial assessment rate exceeds $13.00 per front foot. Mr.
Sarsgard said that in his opinion he doubted whether the rail-
road was enhanced at all because of the street improvement.

the regular meeting.

The Mayor remarked that he didn't remember the Informal Report .
Council's having approved change order No. 1. It was
explained that the policy requiring Council action on
all changes costing more than $500 was adopted in
April of 1967, and the initial change orders were made
prior to adoption of the change order policy. Th e
Mayor also expressed concern that a final inspection
was not made on the day the building was scheduled
for completion. He asked for a detailed breakdown of
the causes of delay (33 days) in completing the
building.

Mr Sarsgard asked how the hospital services pay-
ment would be financed ._ The City Manager replied that
it would be charged to the regular budget of the
appropriate activity.

Mr. Wilson asked why there had been a change upward
in the settlement from the amount of the condemnation
deposit . It was explained that both parties have the
right of appeal from the commissioners finding and that
a settlement is sometimes preferable to further litigation.
5. Meacham Field Improvements (M&C C-1092, 1093, 1094) MAN
The City Manager explained the reason for the change
orders . Mr. Hoover asked what the total cost of the
administration building was going to be . The City Manager
replied that the current contract cost is approximately
$815,000 and additional costs of $25,000 for engineering,
construction of the apron, and demolition of the north
hangar, are yet to be done and that the total cost will
probably be approximately $1 ,000,000. Mr. Stovall asked
who was responsible for the omission of the wall, and the
City, Manager said that the architect failed to include it.
He also asked whether any of the space had been leased
yet and the City Manager replied that some leases would be
on the Council's agenda for next week .
6 . Petition for Annexation of the Joe Louis Subdivision GENE - draft memo to City Planning
Department requesting study and Plan
The City Manager called attention to the annexation Commission recommendation. Co-
petition submitted by a number of residents of the Joe ordinate with Community Relations
Louis Subdivision and suggested that it be referred to Commission about future
the Planning Commission. Mr. Hoover suggested that the in area :
residents of the subdivision be fully informed of the
facilities that would become available to them and the
cost that they would have to pay for them especially
street lights , sewer lines and street paving. Mr. Sars-
gard asked how many houses were involved in the sub-
division, and the City Manager replied that there were
approximately 50 homes . Mr. Dunham asked how many of the
houses were owner-occupied and Mr. Denton replied that
most of them were being acquired on contracts of sale . The

City Manager discussed the location of the site, show-
ing its relationship to the rest of the city and the
proximity of the County dump site .
At the regular meeting, the petition was referred
to the Plan Commission for recommendation, and that resi-
dents in the area be informed of possible costs of
bringing the area up to standard if annexed .
7 . Corrections to Zoning Docket NAN
The City Manager pointed out typographical errors
in zoning cases Z-67-126 and Z-67-153. The Mayor asked
the City Manager if it were possible to rezone property
that has been dedicated. He was advised that deed
restrictions take precedence over zoning categories
until they are set aside by court order.
8. Reminder - Dedication of Fire and Police Training
Center, 2 -,30 p.m. , Wednesday, November 15, 1967
Mr. Kemble asked whether there were any programs
available for the dedication of the Fire and Police
Training Center, and the City Manager supplied each
Councilman with a copy of the program.
