Mr, and construction costs Crook advised the City Council that the traffic configuration at previously requested the interchange of Odom Road and Interstate 35W had been under study by the Texas Highway Department long before the most recent round of discussions was initiated regarding adequacy of the structure to gerve adjacent development. It was the consensus of highway engineers and traffic planners that the diamond type int exchange would be sufficient to accomodate all present and future traffic anticipated at this intersection. The Highway District Engineer reported that public law required him to plan highway projects on a twenty year basis, and that anticipated traffic demands beyond twenty years were excluded from current. planning and construction scheduling. Ile stated that there might be a need someday for a clover leaf at the intersection, and he stated that if such conditions warranted in the future, the State in cooperation with the Federal Government would assume the responsibility for such construction, tie added that it was his recommendation at this time, if the roadway were being built from the beginning, that a diamond inter- change rather than a cloverleaf be constructed at this location. He added that there was no money now available, and he doubted that there would be approval of any proposal for such expenditure either in Austin or in the Bureau of Roads in Washington. There are many other areas, he noted, where there are no roads and a high demand for new constuction that have a much higher priority than the clover leaf interchange st Odom Road, Councilman Kemble inquired whether the Highway Department had taken into consideration the industrial development now under way and projected fot this area, including American Manufac- turing of Texas and the Homart Investment Corporation connectedfvr/nqttr with Sears-Roebuck and Company. Mr. Crook added that the shopping center planned by Homart II ��t,� ��j U IInvestment Corporation would also be served by Loop 820 and Beach / n l Street. .. ... 2 Councilman Kemble inquired whether Riverside Drive would be extended and developed as an interchange at Loop 820. Mr. Crook indicated that they were studying opening Riverside Drive at 820 but no definite plans or scheduling had been established to date. He indicated that such work would be scheduled when traffic demands develop, Councilman Sarsgard inquired whether additional right-of-way would be needed for diamond intersection, and whether additional right-of-way would be needed for a free right turn movement. Mr. Crook replied that he could not recommend expenditures for additional right-of-way at this time; however, he indicated that his staff in cooperation with the City was studying right-of-way and other needs for possible future construction of free right turn movements when traffic volume indicated the need for such channelization, Councilman Stovall inquired about comparative traffic volumes at various intersections and inquired what criteria are normally established for cloverleaf installation, Highway Engineer said that 30,000 vehicles are anticipated for Odom Road East of 35, whereas there are now 25,000 at Berry and 35W, and 30,000 on 28th Street at 35W. He mentioned that Loops were installed on the north side of 28th Street on 35W to avoid taking costly right-of- way from the Gorbett Brothers Tank Mfg. Planta He mentioned that the cloverleaf loops north of 28th Street are not working well because of the need for changing lanes for position to go on and off of the cloverleaf system.. Councilman Wilson inquired whether the Highway Department would recommend a U turn at Odom and whether the bridge would be modified. The Highway Engineer replied that such installations and modifications would be made at such time as traffic warranted. Councilman Hoover inquired about access by service stations to the service roads and turning radiuses when a free right hand turn is installed. Highway Engineer replied that there would be no access provided at the free right turn, but that access would be permitted both from the service road and the Odom Road for service station installations. Public Works Director Graham reported to the City Council that preliminary studies indicated that about 25 acres instead of 60 acres would be needed for the cloverleaf installation and that work was continuing on the information which had been requested by the City Council for a report to the Council on January 8, 1468. ORTH, TFt, look 3 Mr. Crook emphasized his opinion that a properly designed diamond intersection with free right hand turn movements would handle traffic more efficiently and satisfactorily than a tight radius cloverleaf installation. He also replied to a question of Council- man Stovall that the free right hand turn movement would reduce the waiting time from two lights to one light under heavy traffic conditions on the diamond type interchange. Councilman Hoover asked why the loadings had been changed two times since September, 1967, and Assistant Engineer Stone replied that new information had been furnished by the Planning Department and by developers in the area regarding the proposed development trends. He stated that he felt that the volumes of traffic projected were reasonable. Both Councilman Guinn and Dunham emphasized the fact that the industrial area held great potential for the City, that previous projections of traffic areas had been inadequate, and it was a critical decision for the City Council to make regarding adequate provision for future traffic loads and traffic circulation in this area. At the conclusion of discussion, there was general consensus among council members that the staff should refine iae. information regarding the needs for additional right-of-way for free right hand turn in addition to otsher information previously requested by the City Council. 2. Benefit Hearing-Assessment Paving of Odom Road and Old HAN Denton Road (M&C G-1177) Councilman Hoover inquired why the City's share bf the cost of this paving was somewhat lower than the normal amount shared by the City and adjacent property owners. City Manager explained that a boulevard system was being constructed on Old Denton Road wherein the City pays the cost of the center medians, curbs and gutters and the center widening, whereas adjacent property owners pay only the border curb and 20' of paving, On Odom Road, he remarked that only half of the boulevards section was being constructed at this time thereby requiring that the City sustain the cost of the south curbing and all width in excess of 20 feet. Odom Road is being constructed 36 feet wide. The limits of the project were outlined by the City Manager and there was discussion regarding the advisability of delaying assessment of properties until right-of-way had been acquired. It was agreed by the Council that the value of adjacent land had no bearing of the amount of the enhancement resulting from the OFF14"'m .� paving to the adjacent property owners, and that the Council ll++ `»i✓ ,, � would proceed with the benefit hearing and levying of assessments during the regular Council meeting. The hearing was closed and assessments levied during the regular meetinst.
