0a January 27, 1969, the City Council approved M&C PZ-316 "Annexation -
g, g. giglway 81 South", which provided for the annexation of 8.16 square '
miles on both sides of U. S- Highway 81 South to the Tarrant County-Johnson
Coesty line. (A copy of the MC is attached.)
In accordance with State law and City Charter, the City Council opened a
public hearing on February 10, 1969 un the contemplated annexation. The
bearing wu continued to allow time for the staff to submit additional
information requested at the lengthy public hearing held that day.
So& additional information has now been gathered by the staff and is
sv♦arized below.
Sanitary Saver Service
sanitary sewer service can be provided to the Garden Acres Addition by
constructing an approach main from the intersection of Race Street and the
Mallick Parkway south to Garden Arras with a series of gravity lin". lift
stations and force mains. (See Exhibit "A") A lift station at the southeast
eozwr of the Garden Acres addition will serve all of the addition by gravity
linea. The total cost of building the approach mains and on-site mains is
$404,000. If begun prior to June 30, 1969, either by petition of the pro-
party owmers or by the policy for extendions to protect the public health,
the cost distribution would be as follows:

Hater Service
There is an existing water system in the Garden Acres Addition owned by f
J. lamer Stuckert. This system does not wet City standards, but is
chins a satisfactory fob. It would be more economical for both the citizeas
and the City at large to purchase the system rather than to construct a i
parallal system.

be phased out by an extension of a City water main from Highway 81 to
convect with the Garden Acres system at a cost to the City of $37.000,

Street lights can be provided to Garden Acres upon petition of the adjacent
property owners and the cost to the City for full lighting of the entire
addition is approximately $5.000. i

Streets in Garden Acres would be sligible.for assessment paving with
property owner participation. At the present time the streets are
generally in fair to poor condition, but the property owners have
esyressed no interest in paying their proportionate share of essesasrat
ping.
Revenue from Annexation Area
The Tax Office has made a preliminary estimate of the assessed values
in the 8.16 square miles proposed for annexation. They have found that
the assessed valuation would be approximately $4,750,000. With the
present tax rata of $1.61 per hundred dol:ar valuation, the annual tax
rawmue to the City of Fort Worth would be 576,475. Water and sever
revenue from Garden Acres is estimated to be $57.30 per customer per
year or $13,300. The waste disposal charge would be $26.40 per customer
for a total cost of $6.000. Total revenue would be $95,775 per year based
an present development in the area.
lbs extension of the sanitary sewer system and City water system into the
area is expected to stimulate additional development. There have been
several load owners who have expressed an interest in obtaining sanitary
saw service so that they could develop their property.
Additional water revenue from potential customers on U. S. Highway 81
(adjacent to the water transmission main to Burleson) could be added
almost immediately. J

Slats Tort Worth has begun these annexation proceedings, the City of
krlsson has attempted to amax some of the territory under consideration
by the City of Fort Worth. If the City Council desires to close the public
bearing on may 19, 1969, and adopt annexation ordinance on First Reading,
ee June 2, 1969, the second and final reading can be passed on _Ily ? 1"fir
this time schedule will enable the residents of the Carden Acres Addition to
obtain sanitary sewer extensions under the existing extremely low cost
"single customr" extension policy which expires June 30, 1%9, or the City
Council may wish to consider an extension of time for the application of the
ow single customer policy.
Comcil action on the annexation proceedings is requested.
