EASTOVER STREETS
On April 26, 1988, Robert A. Carter appeared at the Fort North City Council
meeting with a petition on the alleged damage to lawns and sprinkler systems
by .Lone Star Gas as a result of construction of a new gas main on Pecos and
Eastover Streets. The petition was referred to the Public utilities
Supervisor for review and resolution.
The area of Pecos and Eastover Streets encompasses about one-half mile. The
area was inspected by the utilities Supervisor and the Lone Star Gas General
Superintendent on April 280 1988 and it was found that all yards and parkway
lawn areas have now been restored/repaired to the original or better
condition. It appears that Lone Star Gas has taken reasonable measures to
restore this area; it has hauled in and filled the pipeline trench with brown
sandy loam and has raked and smoothed the new soil level with the existing
terrain. The owners and occupants will be responsible for reseeding; some of
the residents have already done this.
In Mr. Carter' s appearance before the City Council , he presented the petition
and a letter; the letter is dated October 28, 1987 , and the three-page
petition is dated October 23, 1987. There also is one typed page with 11
OOL names and addresses labelled "third list - April , 1988."
In response to questions of the City staff as to the period(s) of time
involved in both phases, Lone Star Gas Company has provided the following
information:
A) The gas main reconstruction involved the replacement of 2. 127 feet of
older polyethylene pipe (Poly I) of 1-114" , 2" and 3" sizes with an
improved "Poly II", 3" gas main.
B) At the end of the construction period, Lone Star Gas received about
nine calls from residents, requesting further work be done which
included restoring fences , sprinkler head repairs, bird baths , and
other minor items. These complaints have been resolved . The initial
dirt restoration was done to avoid the possibility of people walking
into the excavated trenches, and all customers/residents were advised
that, after the initial fill , more "good" earth would be brought in to
finish the project. The hauling in, smoothing, leveling of the new
fill dirt was completed early in April , 1988, about two weeks prior to
the utilities Supervisor's field inspection on April 28, 1988.
The new gas main replacement project was performed by a contracting firm,
Bayport Pipeline Company, between July 28, 1987, and September 29, 1987 , and
was inspected periodically by both the Lone Star Gas Company and the City of
Fort Worth Public Works inspectors. The fill dirt restoration project was
done by the same firm and was completed on or about April 14, 1988, about two
weeks prior to Mr. Carter's appearance before the City Council .
