Subject: Second Quarter Affirmative Action Status Update
I. Affirmative Action
This quarter saw much preparatory activity with Criterion, Inc. for our new
-Automated Affirmative Action Planning System. Personnel provided data, reviewed
and refined multiple drafts and met with Criterion staff to hammer out system
decisions. More valid, precise, statistically derived information will be produced
by the system giving us more accurate availability data on which to base our goals.
11. EEO/AA Training
In the second quarter of FY 88-89, 175 participants attended one of six EEO
Supervisory/Management workshops for a total of 2,100 training hours. We also
conducted a four hour "sexual harassment in the workplace" workshop the first
offered to non-supervisory employees.
Ill. Promotions/Reclassifications
There were 116 promotions and reclassifications in the second quarter, 28%. went
to women and 36% went to minorities.- This involved 32 women, 30 Blacks, and
12 Hispanics. Notable actions included the promotion and reclassification of: Gale
Albritton-Talley (BF) as a Librarian III, Mae Brown (BF) as an Engineer R with the
Water Department, Jodena Henneke (CF) as Environmental Health Manager, Mary
Steinhousen (CF) as a Health Planning Coordinator, Wanda Smallwood (BF) and
Sharon Williams (CF) became Personnel Representatives; and Richard Young (BM)
was promoted to a Field Operations Assistant Supervisor in the Water Department.
In the Police Department Deborah Husberg (CF) was promoted to Police Lieutenant.
The Fire Department has several promotions of minorities this quarter, including:
Manual Perez (HM) Fire Engineer; and Pablo Escamilla (HM), Gary Garret (BM),
Jesse Medina (HM) and Edsel Young (BM) to Fire Lieutenant.
IV. City Work Force Composition
The City of Fort Worth workforce continues to show gains in its representation
of women and minorities over the last four years.

The following attachments have been prepared and are updated quarterly.
Attachment No. 1 - Work Force Racial, Ethnic, and Gender Representation.
The figures in this attachment include General Fund, Grant Funded, and JTPA
funded positions.
Attachment No. 2 - Work Force Racial, Ethnic, and Gender Representation Excluding
Civil Service Personnel in EEOC Categories 1, 2 and 3.
Due to the especially large proportion of Civil Service Personnel in the City's work
force (approximately 30%) and the uniquely restrictive employment criteria that
these positions are under, this attachment is provided to present a more accurate
picture of the City's work force composition.

Category.
op, This table provides a quick overview of the City's entire work force and identifies
areas in the work force where concerted affirmative action efforts need to be
made.

Actual incumbency for each department by EEO category is provided in this
attachment. General Fund, Grant Funded, and JTPA funded positions are included
in these figures.

The Table below provides a comparison of City minority and women incumbents (as
of April 4, 1989) to the availability of these groups as determined by the
Department of Labor' s 8 Factor Availability formula. According to the EEOC's
Affirmative Action Guidelines, an employer' s work force composition should
reflect the availability of protected class members in the appropriate civilian
labor force.
