A RESOLUTION REGARDING INTERSTATE HIGHWAY CONSTRUCTION IN THE CITY OF FORT WORTH,
TEXAS
WHEREAS, the City of Fort Worth recognizes the need to improve its
1950's vintage interstate thoroughfare system which does not have sufficient
traffic capacity to carry present and predicted vehicle flow and does not in-
corporate presently acceptable highway safety standards; and,
WHEREAS, the City of Fort Worth believes that construction of an
adequate and appropriately designed system-of freeways is necessary to assure
the continued economic growth and development of the Fort Worth central city
area; arid,
WHEREAS, the State Department of Highways and Public Transportation
has recognized the necessity of designing improvements and has proposed to
widen Interstate 35W, Interstate 30, including the interchange known as the
"Mixmaster" and the section of I-30 known as the "Overhead"; and,
WHEREAS, the City of Fort Worth and some citizens have a preference
that the "Overhead" be demolished and be reconstructed as a depressed freeway
or that the freeway be rerouted if financially and legally possible; and,
WHEREAS, the City of Fort Worth was informed by then U. S. Secre-
tary of Transportation Drew Lewis, that removal of the overhead and construc-
tion of a new depressed freeway in accordance with an alternate proposal sub-
mitted to him was not eligible for federal aid interstate construction finan-
cing; and,
WHEREAS, litigation over the proposed expansion of the I-30 Over-
head has been brought by a number of parties, including concerned citizens
who are voicing their views through an organization known as I-CARE, and
defended by the State Highway Department and the Federal Highway Adm.inistra-
tion and the plaintiffs have appealed the decision of the U. S. District
Court denying them relief, a process that will take many months; and,
WHEREAS, the City of Fort Worth believes that there is an over-
riding public need to proceed with construction of an expanded and updated
freeway system as prcanptly as possible consistent with legal requirements;
and,
WHEREAS, the City of Fort Worth understands that the present liti-
gation and appeal do not prevent the immediate commencement of work on I-35W
south,of Hattie and on I-30 west of University;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
1) That the Fort Worth City Council declares that this reso-
lution supercedes all resolutions previously adopted con-
cerning the elevated section of IH-30 in downtown Fort
Worth, Texas; and,
2) That the City Council strongly urges the State Department
of Highways and Public Transportation to proceed with the
reconstruction of IH-35W, IH-30 and the "Mimnaster"
as soon as possible; and,
3) That the City Council strongly urges the State Department
of Highways and Public Transportation to utilize every
reasonable measure to mitigate any adverse effects on ad-
jacent property caused by these transportation improve-
ment projects.
