HomeMy WebLinkAboutIR 8229 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8229 February 8, 2000 ri,#Aa'xpfe To the Mayor and Members of the City Council r v -xa tees SUBJECT: Workload for Combined Planning and Zoning Commission A memorandum to Councilmember Haskin dated December 22, 1999 provided information on a combined Plan and Zoning Commission and stated that a single Planning and Zoning Commission would have a significant workload. This informal report provides additional information on how other cities with a single commission handle the caseload. Staff has contacted area several cities to determine the frequency of their commission meetings, the average length of the meetings, average caseload and number of staff that supports the commission's activities. This information is summarized below. The cities contacted were Arlington, Plano, and Dallas. The Arlington and Plano commissions meet twice a month; Dallas has weekly meetings. The average caseload, meeting time, and staff support for each meeting is as follows: Arlington: 6 zoning cases and 6-8 plats in a 3-4 hour biweekly meeting with 8 staff. Plano: 8-10 zoning cases and 12-15 plats in a 4-5 hour biweekly meeting with 9-10 staff. Dallas: 8 zoning cases and 7-12 plats in a 1-3 % hour weekly meeting with 16 staff. For comparison, in Fort Worth the Zoning Commission hears 15 zoning cases in a 5-6 hour monthly meeting with 5 staff and the Plan Commission reviews 14 plats in a 2-3 hour monthly meeting with 5 staff. In addition, both Commissions have a 1 '/2 to 2-hour worksession prior to each meeting. The Zoning Commission also holds a 2 hour case review session every month the Monday prior to their public hearings. Comparing the various workloads, I believe that the case load of a combined commission here would require two meetings per month.
