HomeMy WebLinkAboutResolution 987 Adopted Resolution No, �-$ RESOLUTION DESIGNATING AN ELIGIBLE BLIGHTED AREA UNDER THE DEVELOPMENT CORPORATION ACT AND MAKING FINDINGS AND REPRESENTATIONS IN RELATION THERETO WHEREAS, by Ordinance adopted April 10, 1984, by the City Council of the City of Fort Worth, Texas, the City of Fort Worth authorized the creation of the Stockyards Improvement Authority, Inc . to exercise the powers of such corporations organized pursuant to the Development Corporation Act of 1979, as amended (the "Act" ) ; WHEREAS, the Act together with the Rules for Issuing Industrial Development Bonds promulgated thereunder by the Texas Economic Development Commission (the "Rules" ) , provide for the financing of projects for commercial uses; and WHEREAS, said Act and Rules provide certain procedures with respect to the establishment and designation of an Eligible Blighted Area for the purposes of financing projects for commercial uses and alleviating economically disadvantaged areas; and WHEREAS, in accordance with said Act and Rules the required notice of public hearing and public hearing on the establishment and designation of an Eligible Blighted Area have been given and held; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: Section 1 . That the following described area is established and designated as an Eligible Blighted Area for the purposes of the Act and the Rules: the area encompassed within the following boundaries, commencing at the corner of Ross Avenue and 38th Street proceeding east along 38th Street to North Main Street; thence north along North Main Street to 38th Street; thence east along 38th Street to the AT&SF Railroad Tracks; thence south along the AT&SF Railroad Tracks to 28th Street; thence east along 28th Street to Decatur Avenue; thence south along Decatur Avenue to the Trinity River; thence following the Trinity River south, then west and then north to the AT&SF Railroad Tracks; thence north along the AT&SF Railroad Tracks to North Main Street; thence north along North Main Street to Northside Drive; thence west along Northside Drive to Circle Park Blvd. ; thence north along Circle Park Blvd. to Lee Avenue; thence north along Lee Avenue to 21st Street; thence west along 21st Street to Market Avenue; thence north along Market Avenue to 25th Street; thence east along 25th Street to Gould Avenue; thence north along Gould Avenue to 28th Street; thence east along 28th Street to Ross Avenue; thence north on Ross Avenue to 38th Street, the point of beginning. all being portions of the City (see Map attached as Exhibit A) . Section 2 . That the City makes the following detailed findings as to the reasons for such designation and provides the following description of the overall objectives for redevelopment and recovery of the Eligible Blighted Area: The proposed Eligible Blighted Area, centering on the North Main--Stockyards district contains parts of two residential neighborhoods. These are predominantly areas of modest one and two family residences occupied by low to moderate income households. (See Planning Statistics Areas 083, 087, 090, 091, 093 , 094, 095 on Exhibit A) . Early development of these residential areas was associated with the Stockyards. The economic well-being of residents was severely impacted by the closing of the major packing houses during the 1960' s and 1970' s and subsequent decline of traditional Stockyards industries. Much of the housing in the area was built before 1940 and is difficult for limited income households to maintain. Landlords have deferred structural maintenance because of the low income of renter households. An additional problem is the threat of numerous blighted industrial and commercial properties adjacent to the residential zones. Exhibit A provides some key indicators of the socio-economic conditions of the subject neighborhoods at the time of the 19x0 Census. In several ways, conditions may have worsened in the 1980' s. For example, the Texas Employment Commission estimates that current unemployment is over 10% in this area,` compared to 5. 0% for the City as a whole (February, 1984) . The objectives for redevelopment and recovery of the Eligible Blighted Area are as follows. 1 . To increase employment opportunities within the Eligible Blighted Area; 2. To continue the redevelopment of the Stockyards area and spur business activity; 3 . To redevelop the North Main area south of Northside Drive into an industrial park setting; 4. To improve the appearance of North Main corridor between 38th Street and Weatherford Street; 5 . To resolve traffic, land use and urban design conflicts; 6. To continue to upgrade the residential neighborhoods adjacent to and within the Eligible Blighted Area for benefit of the present residents. Section 3 . That the City finds and represents to the Texas Economic Development Commission that the availability of financing of projects for commercial uses under the Act will contribute significantly to the alleviation of the blighted conditions found to exist in the designated Eligible Blighted Area. Section 4. That the principal types of projects for commercial uses desired and authorized by the City to enhance its redevelopment efforts in the Eligible Blighted Area are those projects allowed under the Act and as may be limited by more restrictive policies established by the Stockyards Improvement Authority, Inc . Section 5 . That the City represents that it will review all project descriptions for approval of specific projects for commercial uses in order to determine whether such projects are consistent with the City' s objectives for redevelopment of the Eligible Blighted Area. Section 6. That the City' s best estimates at the time of the adoption of this Resolution of the City' s proposed public improvements to be made to the Eligible Blighted Area are as follows: 1 . Transportation, parking, circulation and lighting improvements; 2 . North Main and 25th Street Bridge improvements; 3 . Marine Creek improvements; 4. Street improvements; 5. Screening, landscaping and sidewalk improvements; 6. Bikeway linkage to downtown. The source of funds and schedule for these improvements have not yet been finalized. Section 7 . That this Resolution shall take effect immediately upon its adoption and the City Secretary is hereby directed to transmit a certified copy of this Resolution to the Texas Economic Development Commission.
