AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$44,343.00, SUBJECT TO RECEIPT OF A MONETARY GIFT FROM THE FORT
WORTH GARDEN CLUB, INC., FOR THE PURPOSE OF FUNDING, FOR THE
PERIOD OF ONE YEAR, THE SALARY AND BENEFITS OF A GARDENER
POSITION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1. y

That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of$44,343.00, subject to receipt of a monetary gift from the Fort Worth
Garden Club, Inc., for the purpose of funding, for the period of one year, the salary and benefits of a

Gardener position.

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and r
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.

This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council: i
i
1. Authorize the acceptance of donations valued at $128,000.00 from the Fort Worth Garden Club, Inc.,
for the following:
a. Design work associated with the restoration of the Rose Garden Shelter House, cascades in the
Lower Rose Garden and the associated ramp;

b. Renovation of the garden behind the Texas Garden Clubs, Inc.'s, headquarters building;
c. Plant material and installation on the Rose Garden Colonnade western slope;

d. A survey of the proposed Children's Garden; and
e. A mule service vehicle that will be used to haul wedding furniture and equipment. 1
2. Authorize the acceptance of a monetary gift from the Fort Worth Garden Club, Inc., in the amount of
$44,343.00 for the purpose of funding, for the period of one year, the salary and benefits of a Gardener
position for the Fort Worth Botanic Garden;
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Special Trust Fund in the amount of$44,343.00 from available funds; and
4. Authorize a transfer in the amount of$44,343.00 from the Special Trust Fund to the General Fund.

DISCUSSION:
The Fort Worth Garden Club, Inc. (Garden Club), voted to fund two design projects, several landscape
improvements and a service vehicle for a total value of$128,000.00 including:
- The amount of$31,000.00 for an architectural design of the Rose Garden Shelter House, cascade
fountains in the Lower Rose Garden and the associated ramp;

- The amount of$50,000.00 for the renovation of the landscape behind Texas Garden Clubs, Inc.'s,

headquarters building;
- The amount of$30,000.00 for plant material and installation on the Rose Garden Colonnade
western slope; I
- The amount of$9,000.00 for a survey for the proposed Children's Garden; and
i
- The amount of$8,000.00 for a mule service vehicle with enough horsepower to haul a trailer
holding 100 wedding chairs.

The Garden Club has also tendered a monetary gift in the amount of$44,343.00 to fund, for one year, the
salary and benefits of a Gardener position to be assigned to the Texas Garden Clubs, Inc.'s, headquarters
garden and the Colonnade slope garden.
The Garden Club has announced its intention to contribute funding to continue this position in future
years.

At its June 25, 2014 meeting, the Parks and Community Services Advisory Board endorsed Staffs
recommendation to the City Council to accept this donation. The Fiscal Year 2015 Adopted General Fund
Budget included the increase in authorized Gardener position and the amount of$44,343.00 in position
funding with the execution of the donation to follow.
The Fort Worth Botanic Garden is located in COUNCIL DISTRICT 7 and serves the entire City.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendation
and adoption of the appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Special Trust Fund. The Parks and Community Services Department is responsible j
for collection and deposit of these funds.
