AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $48,000.00,
SUBJECT TO THE RECEIPT OF A GRANT FROM THE FORT WORTH i
INDEPENDENT SCHOOL DISTRICT FOR THE PURPOSE OF OPERATING THE
FORT WORTH AFTER SCHOOL PROGRAM AT DAGGETT MIDDLE SCHOOL;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS: j

SECTION 1.
i
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$48,000.00, subject to the receipt of a grant from the Fort Worth Independent School j
District for the purpose of operating the Fort Worth After School Program at Daggett Middle School.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.

SECTION 3.
I
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and I
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions j
of said prior ordinances and appropriations are hereby expressly repealed.

SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Interlocal Agreement with the Fort Worth Independent School District in an
Amount Up to $48,000.00 to Operate the Fort Worth After School Program at Daggett Middle School and
Adopt Appropriation Ordinance (COUNCIL DISTRICT 9)

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Interlocal Agreement with the Fort Worth Independent School District in
an amount up to $48,000.00 to operate the Fort Worth After School Program at Daggett Middle School;
and +
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the i
Grants Fund in the amount of$48,000.00. i

DISCUSSION:
Since 2004, the City, through its Parks and Community Services Department, has been designated by the
Fort Worth Indendent School District (FWISD) to operate the 21st Century Community Learning Center
Program (Program) at Rosemont and Daggett Middle Schools. The purpose of the Program, which is i
supported through funding by the U.S. Department of Education, is to provide academic enrichment
programs and other activities to reinforce and complement the regular academic schedule of participating I!
students. Program funding for these sites has ended due to the completion of Grant Cycle 6. FWISD has
opted to continue to fund efforts at Daggett Middle School through the FWISD's general fund with the
intent that the same purposes of the Program be carried forward. Rosemont Middle School has opted to
provide a site-based program, led by school staff, in lieu of a community-based provider.
The City will receive up to the amount of$48,000.00 for the program at Daggett Middle School. The
FWISD will reimburse the City through its general funds based on actual expenditures, not budgeted �.
amounts. The term of this Agreement will be for one year effective beginning on August 1, 2014 and I
expiring on July 31, 2015 and will include five, one-year renewal options.

The program is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
