AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $470,000.00, ,
SUBJECT TO THE RECEIPT OF A GRANT FROM THE FEDERAL EMERGENCY i
MANAGEMENT AGENCY, FOR THE PURPOSE OF THE EXECUTION OF A
CONTRACT WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR
THE COOPERATING TECHNICAL PARTNERS PROGRAM TO MANAGE FLOOD I
PLAIN BOUNDARIES; PROVIDING FOR A SEVERABIL,ITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:

SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $470,000.00, subject to the receipt of a grant from the Federal Emergency
Management Agency, for the purpose of the execution of a contract with the Federal Emergency
Management Agency for the Cooperating Technical Partners Program to manage flood plain boundaries.
SECTION 2. j
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3. i
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.

Authorize Acceptance of a Grant from the Federal Emergency Management Agency in the Amount of
$350,000.00 for the Cooperating Technical Partners Program to Manage Floodplain Boundaries and
Authorize Transfer of$120,000.00 from the Stormwater Utility Fund to the Grant Fund for a Total Amount 1

RECOMMENDATION:
It is recommended that the City Council
1. Authorize the acceptance of a grant from the Federal Emergency Management Agency
in the amount of$350,000.00 for the Cooperating Technical Partners Program to manage
floodplain boundaries and create new flood risk awareness products;
2. Authorize the execution of a contract with the Federal Emergency Management Agency for
the Cooperating Technical Partners Program to manage flood plain boundaries for the period
October 17, 2014, through September 30, 2017, upon receipt of the grant;
3. Authorize the transfer of$120,000.00 from the Stormwater Utility Fund to the Grants Fund as
a cash match for the grant; and

4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations
in the Grants Fund in the amount of$470,000.00 upon receipt of the grant.

DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the acceptance of grant funds from
the Federal Emergency Management Agency (FEMA) for the Cooperating Technical Partners (CTP)
Program to provide funding to update Flood Insurance Rate Maps (FIRMs) and other flood hazard
awareness information. The purpose of the CTP program is to provide an innovative approach between
FEMA and local communities that have the capability to become active participants in the FEMA flood
hazard mapping program. Communities that participate in the CTP Program collaborate directly with
FEMA in maintaining up-to-date flood hazard maps and flood hazard information. The overall outcome of
this effort will be timely development of accurate floodplain maps, leading to savings in the flood insurance
premiums to many Fort Worth residents. i
FEMA has notified the City of Fort Worth that $350,000.00 is available for the CTP program, with a
required local match of$120,000.00 for a total project of$470,000.00. The Stormwater Management
Division of the Transportation and Public Works Department will administer the CTP Program.
This program serves ALL COUNCIL DISTRICTS.
