HomeMy WebLinkAboutOrdinance 21516-10-2014 1 I Ordinance No.21516-10-2014 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $250,000.00, SUBJECT TO RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF AGRICULTURE, FOR THE PURPOSE FULFILLING THE TERMS OF THE GRANT; PROVIDING FOR A SEVERABIL,ITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. jThat in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$250,000.00, subject to receipt of a grant from the Texas Department of Agriculture, j for the purpose of fulfilling the terms of the grant. j SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. I SECTION 3. i That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and I appropriations amending the same except in those instances where the provisions of this ordinance are in I direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of, if awarded, a grant from the Texas Department of Agriculture's Child and Adult Care Food Program for At-Risk After School Care Centers in the amount up to $250,000.00 for the City's After School Snack and Supper Programs; 2. Authorize the execution of all related contracts with the Texas Department of Agriculture for the period October 1, 2014 through September 30, 2015, upon receipt of the grant; 3. Apply indirect costs at a rate of 10 percent of salary expenses, only if permitted by the Texas Department of Agriculture for this grant, otherwise, authorize a waiver of indirect costs; and i 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount up to $250,000.00, subject to receipt of the grant. DISCUSSION: The Healthy, Hunger-Free Kids Act of 2010 authorizes funding and sets policy for the U.S. Department of Agriculture's core child nutrition programs, which include the Child and Adult Care Food Program (CACFP). The CACFP is administered by the Texas Department of Agriculture and is intended to help integrate nutritious meal with organized childcare services. The At-Risk After School Care Center component of the CACFP provides reimbursement for snacks and meals served to children through age 18 who are participating in certain after school programs and is intended to provide a safe place for school j aged children to go after school, incorporate educational and enriching activities, minimize the risk of those children becoming involved in counterproductive and potentially dangerous activities, and provide an after'school snack and/or supper mean as an additional benefit. The Texas Department of Agriculture has notified the City of Fort Worth that funds are available for the At- Risk After School Care Center component of the CACFP. It is projected that 150,000 snacks and 20,000 supper meals will be served to approximately 1,000 children at 21 community centers operating the City's at-risk after school programs from October 1, 2014 through September 30, 2015. The Community Services Division of the Parks and Community Services Department will administer the program, in accordance with the guidelines established by the U.S. Department of Agriculture and the Texas i Logname: 80ASSP14-15 Page 1 of 2 I I Department of Agriculture.
