Kayser, Secretary to the Board Charles Daniels, Assistant City Manager I.Call to Order With a quorum of the board members present, President Price called the meeting of the Crime Control and Prevention District Board (CCPD) of Directors to order at 4:58 p.m., on Tuesday, August 12, 2014, in the Pre-Council Chamber of the Fort Worth Municipal Building, 1000 Throckmorton, Fort Worth, Texas 76102. II.Administer Oath of Office to Ann Zadeh III.Approval of June 5,2014 Minutes Motion was made by Director Espino and seconded by Director Jordan to approve the minutes of the June 5, 2014, Regular meeting of the Crime Control and Prevention District Board of Directors. The motion carried 6-0 (Director Scarth absent; Directors Zimmerman and Zadeh abstained). IV.Upcoming and Recent Events A.CCPD Five-Year Planning Workshop Will be held on October 15, 2014 Citizens Police Academy Class 447 starts August 19, 2014 Citizens Bike Support Group will hold their"Shoot for the Blue" at Beaumont Ranch on October 2-3, 2014 Police Recruit Class #136 will graduate on October 31, 2014. CITY OF FORT WORTH,TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS AUGUST 12,2014 Page 2 of 4 V.Organizational Updates and Employee Recognition A.Crime Prevention Unit The Fort Worth Police Department was awarded the Outstanding Crime Prevention Agency for a Large Agency in Texas. VI.Written Reports A.3rd Quarter Program Report FY 2014 B.FY2015 Community Based Program Proposal Funding Recommendations VII.Discussion Items A.Potential FY2015 Funding for the following: 1. Crime Prevention Unit and Radio Towers Funding of $432,548 for 6 positions (5 Human Service Specialists and 1 Senior Human Resources) for the Crime Prevention Unit and funding of the 2013 payment related to Radio Communications. 2. Comin' Up Gang Intervention Program Crime Control and Prevention Budget will have no change in the budget for the Comin' Up Gang Intervention Program ($1,129,000.00 for 6 sites) Como and Riverside locations will be removed from CCPD and replaced with North FW and Poly sites. This will change the program description. In the General Fund Budget the program will fund $429,312 (1 site and program administrative overhead) No action was required on these items. Staff Report—Aya Ealy Ms. Ealy provided a report on the FY 2015 Community Based Program funding recommendations. There were 12 applications received for a total of $609,778.28 in requests. The scoring committee is recommending funding five (5) programs as follows: - Girls Inc. of Tarrant County $ 32,464.00 - Recovery Resource Council $ 56,133.70 - Camp Fire First Texas $ 27,006.58 - SafeHaven of Tarrant County $ 44,521.00 - Presbyterian Night Shelter $ 39,874.72 - TOTAL $200,000.00 2. Public Hearing Mayor Price opened the public hearing. Camille Drinan was concerned about salaries and incidentals being included in the proposals. Aya Ealy responded that ninety percent (90%) of the costs in the proposals were direct costs for the program 3. Action Motion was made by Director Espino and second by Director Bivens to close the public hearing and approve the FY 2015 Community Based Program Funding Recommendations in the amount of$200,000.00 as follows: - Girls Inc. of Tarrant County $ 32,464.00 - Recovery Resource Council $ 56,133.70 - Camp Fire First Texas $ 27,006.58 - SafeHaven of Tarrant County $ 44,521.00 - Presbyterian Night Shelter $ 39,874.72 - TOTAL $200,000.00 Motion passed 8-0. Director Scarth absent. B.Consideration and Approval of FY2014 Budget Adjustment to the Special Events Overtime Detail and Heliport Program 1. Staff Report - Shallah Graham Ms. Graham provided a report on the Special Events program and details about an overage in the Special Events Overtime in the amount of$319,611.00 due to several additional events. Staff is proposing that $319,611.00 by transferred from the Heliport Program to Special Events. Public Hearing Mayor Price opened the public hearing and there was no one wishing to be heard. 3. Action Motion was made by Director Shingleton and second by Director Bivens to close the public hearing and approve a FY 2014 budget adjustment to decrease the Heliport Program by $319,611 and increase the Special Events Program by $319,611. Motion passed 8-0. Director Scarth absent. IX.Citizen Comments Camille Drinan - Standard time for CCPD meetings. Lance Griggs—Keeping the Crime Prevention Specialists. X.Future Agenda Items Jungus Jordan—Permanent staffing for the Police Academy. Sal Espino—Traffic safety resources. XI.Adjourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 5:45 p.m., on Tuesday, August 12, 2014.
