COUNCIL ACTION: Approved on 9/23/2014 - Resolution No. 4364-09-2014
DATE: Tuesday, September 23, 2014 REFERENCE NO.: C-27010
LOG NAME: 20AFA SOUTH BLUE MOUND ROAD BRIDGE
SUBJECT:
Adopt Resolution Authorizing Execution of an Advance Funding Agreement with the Texas Department of
Transportation in the Amount of$1,178,720.00 for the Reconstruction of the South Blue Mound Road
Bridge and Proposing Waiver of the Required City Participation of$117,872.00 to be Redirected for
Rehabilitation of East 4th Street Bridge Over the Trinity River (COUNCIL DISTRICTS 7 and 8)
RECOMMENDATION:
It is recommended that City Council adopt the attached resolution authorizing execution of an Advance
Funding Agreement with the Texas Department of Transportation for the construction of a new bridge to
replace South Blue Mound Road Bridge over Elizabeth Creek in the amount of$1,178,720.00 and
proposing waiver of the the required City participation of$117,872.00 to be redirected for the rehabilitation
of the East 4th Street Bridge over the Trinity River.
DISCUSSION:
The existing South Blue Mound Road Bridge (Bridge No. 18-061-Z000-40-001) over Elizabeth Creek was
built in 1921. Texas Department of Transportation's (TxDOT) structural evaluation for the bridge
determined that the bridge is structurally deficient and must be replaced.
This Agreement will provide funding for the construction of a new South Blue Mound Road Bridge to
replace the existing deficient bridge and approach roadways. The estimated cost for the new bridge is
$1,178,720.00. The City's cost share is 10 percent of the estimated total cost ($117,872.00).
Under the Equivalent-Match program initiated by the State (Texas Administrative Code, Title 43, Section
15.55(d)), no direct payment by the City is required if the Local Government agrees to perform structural
improvements in at least an equal dollar amount to other deficient bridge(s) or cross-drainage structure(s)
within its jurisdiction. For this project, the City agrees to perform structural improvement in the minimum
amount of$117, 872.00 for the following load-restricted bridge.
East 4th Street Bridge over Trinity River (Bridge No. 02-220-ZZ62-50-004).
The estimated cost for the rehabilitation of East 4th Street Bridge is $120,000.00. This project can be
funded from 2014 Bond Program in FY 2017 - Bridges funds in the amount of$10 million that were
dedicated for the reconstruction and rehabilitation of deficient bridge structures. The City agrees to
complete this minor project within three years of the contract being let by the Texas Department of
Transportation for South Blue Mound Road Bridge project.
Under the terms of the funding Agreement, the City is responsible for 10 percent offset of the cost of
eligible work, plus 100 percent of costs that are deemed ineligible by TxDOT, including right-of-way
acquisition, utility relocation, environmental mitigation and any non-standard construction.
