AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $300,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM TEXAS DEPARTMENT OF
HOUSING AND COMMUNITY AFFAIRS, FOR THE PURPOSE OF
ADMINISTERING THE WEATHERIZATION ASSISTANCE PROGRAM;
PROVIDING FOR A SEVERABIL,ITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$300,000.00, subject to receipt of a grant from the Texas Department of Housing and
Community Affairs, for the purpose of administering the weatherization assistance program.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.

SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Grant from the Texas Department of Housing and Community Affairs for the
2015 U.S. Department of Energy Weatherization Assistance Program in an Amount Up to $300,000.00,
Authorize Related Contracts, Apply Indirect Costs and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of U.S. Department of Energy Weatherization Assistance Program grant
funds from the Texas Department of Housing and Community Affairs for the 2015 Weatherization
Assistance Program in an amount up to $300,000.00; i
2. Authorize the execution of related contracts, including any amendments, extensions and renewals, in
accordance with City policies and regulations, with the Texas Department of Housing and Community
Affairs for the grant funds for program year January 1, 2015 through December 31, 2015;
3. Apply the indirect costs at a rate of 10 percent of salary expenses only, which is the minimum standard
rate allowed by the granting agency, if permitted by the Texas Department of Housing and Community
Affairs; and

4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$300,000.00, subject to receipt of the grant.
DISCUSSION:
The Texas Department of Housing and Community Affairs (TDHCA) operates the Weatherization !
Assistance Program (WAP) with funds from the U.S. Department of Energy (DOE) and the U.S.
Department of Health and Human Services Low Income Home Energy Assistance Program
(LIHEAP). WAP is designed to help low income customers control their energy costs through installation
of weatherization materials and education. The WAP is administered through sub recipients, such as the i
City. The City has administered the WAP since 1982. The TDHCA has recently informed the City that
DOE funding is now available for the 2015 WAP. This funding is in addition to the existing Low Income
Housing Energy Assistance Program funds provided by TDHCA, which funds approximately
$2,000,000.00 on an annual basis. The WAP serves low-income residents in Tarrant County by
weatherizing their homes. Weatherization measures include attic insulation, weather stripping, caulking, j
repair and/or replacement of windows and doors and other minor repairs. Administrative costs are
restricted to 10 percent based on the total allowable expenditures for the WAP.
The City has weatherized 30 houses with funding from this grant between January 2014 and August 2014

and will target completing 50 houses in 2015. Overall, the WAP has completed 184 units during this same
period in Fort Worth and Tarrant County. I

The Financial Management Services Director certifies that upon approval of the above recommendations, 1
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
