•a SUBJECT: PROPOSED COUNCIL-INITIATED ZONING CHANGES FOR

The December 2 City Council agenda will contain an M&C to initiate the zoning process for
the Pinetree Estates #2 neighborhood. The purpose of the proposed zoning changes is to
rezone single family dwellings and vacant land from "MH" Manufactured Housing to "PD"
Planned Development for R1 : Zero Lot Line/Cluster uses, in conformance with an
amendment to the Comprehensive Plan. When the neighborhood was zoned with
annexation in 2008, "MH" Manufactured Home zoning was considered due to the
development pattern and legal description of the Pinetree Estates Mobile Home Park #2.
Council Member Shingleton would like to initiate rezoning of this area because the dwellings
were built on site, instead of being manufactured and brought to the lots. For your
reference, the attached PowerPoint presentation shows the future land use in the 2014
Comprehensive Plan, the future land use proposed for the 2015 Comprehensive Plan, the
current zoning, and the proposed zoning.
A meeting was held with the property owners on October 23, 2014. No one in opposition
has been noted to date. Public hearings for the rezoning of these properties would be held
by the Zoning Commission on January 14, 2015, and by the City Council on February 3,
2015.
