HomeMy WebLinkAboutContract 29533 AMENDMENT NO. 2 STATE OF TEXAS $ CITY SECRETARY CONTRACT NO.M3_ (M&C Needed) COUNTY OF TARRANT $ WHEREAS, the City of Fort Worth (City) and Carter & Burgess, Inc. , (Engineer) made and entered into City Secretary Contract No. 28226, (the Contract) which was authorized by the City Council by M&C C-19345 on the 11th day of November 2002 and subsequently revised by one previous amendment; and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for Relocation of approximately 1,700 linear feet of 54" Sanitary Sewer Mains (M-272B) and (M-15R) in an area bounded by Forest Park Boulevard, the Clear Fork of the Trinity River, Henderson Street and Old Valley Street in the Central Business District of Fort Worth, Texas. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, of the Contract is amended to include the addition- al engineering services specified in M&C C-19939, adopted by the City Council on 20th day of January 2004, and further amplified in a proposal letter dated September 15, 2003, copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $102,248.00. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall- t exceed the sum of $222,217.00 % 3. DISCUSSION: On November 11, 2002 (M&C C-19345), the City Council authorized the City Manager to execute an engineering agreement with Carter & Burgess, Inc. in the amount of $111,069 to prepare plans and specifications for sanitary sewer mains M-272B and M15R to serve the corporate headquarters projects of Radio Shack and Pier 1. This contract was previously revised by Amendment No. 1 on July 21, 2003, in the amount of$8,900 for the design of 450 linear feet of 16-inch water line near the proposed Taylor Street turnaround by the Radio Shack Riverfront Campus Project. Amendment No. 2 will allow Carter & Burgess, Inc. to provide surveying, geotechnical investigation, and engineering design for an additional 1,350 linear feet of 54-inch sanitary sewer line, and 414 linear feet of 16-inch water line as requested by the Water Department. The 54-inch sewer, located in the Radio Shack development area in the downtown Central Business District, was constructed in 1962. A recent television inspection of the sewer line revealed that sewer main M-282 has severe pipe deterioration due to corrosion. This section of the pipe was not included in the original scope of services. Carter & Burgess, Inc. proposes to provide these services for a lump sum fee of $102,248. City staff considers this fee to be fair and reasonable for the scope of services proposed. Carter & Burgess, Inc. is in compliance with the City's M/WBE Ordinance by committing to an additional 16% M/WBE participation on this Amendment No. 2. The City's goal on this amendment is 15%. City of Fort Worth — Engineering 1000 Throckmorton Fort Worth, TX 76102 Re: M-272-B Sanitary Sewer Improvements COFW DOE No. 3755 — Contract Amendment No. 2 C&B Project No.: 011579.010 Dear Mr. Sahu: Per Doo Kim's request, we have prepared this letter to summarize the changes to the scope of work for the above referenced project. We have also included a man-hour estimate for the recent addition of work, and a revised cost estimate for the entire project. Also attached please is the back-up documentation for the M/WBE subconsultants working with us on this project Since our contract was approved last December, the following changes have occurred: 1) The 54" relocation was extended approximately 850 linear feet, 2) the 16" waterline near Taylor and old Franklin Streets was added, and 3) approximately 500 linear feet of 54" sanitary sewer rehab located on the RadioShack Riverfront Campus site was added. Item 1 requires additional topographic design survey and geotechnical investigations. In order to keep this project on schedule, we need to send the geotech back out to the site as soon as possible. Bore hole locations will need to be re-staked by the surveyor. In the interest of time, we will initiate the additional survey and geotechnical investigations with a verbal agreement from you. Item 2 has already been approved. Contract Amendment number one addressed the additional scope of work related to this item. Item 3 addresses the City's recent request to add approximately 500 linear feet of 54" sanitary sewer rehab. This portion of the work also includes the design of three new junction boxes and the abandonment of three junction box structures. This item also includes the structural design for the extensions of sanitary sewer junction structures WF-2E and WF-2F. The actual man-hour effort for this design is attached to this letter. Surveying —Approved contract amount = $19,500. The additional topographic design survey, bore hole staking and easement preparation for amendment number two totals $6,280.00. The additional 850 linear feet of 54" sanitary sewer relocation added $9,400 to the geotechnical engineer's fees. $3,450 of this amount is to perform a deep boring near the drainage crossing and provide recommendations for a pier-supported structure. Total geotechnical budget = $15,690.00. As we discussed, it is imperative that we hear back from you as soon as possible to meet our schedule. Pending your approval, we will contact the surveyor and geotechnical engineer so that they can complete their work and provide us with the necessary information to complete the design.
