HomeMy WebLinkAboutContract 30634 CsTy ;F,-CRETgRY- -ONTRACT NO. r AMENDMENT NO. 2 STATE OF TEXAS § CITY SECRETARY CONTRACT NO. 27928 COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and Carter & Burgess, Inc., (Engineer) made and entered into City Secretary Contract No. 27928 (the Contract) which was authorized by the City Council by M&C C-20280 on the 21st day of September, 2004; and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for Northside II 16-inch Water Main Extension along North Tarrant Parkway from IH35W to Park Vista Boulevard. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated June 23, 2004, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $29,240. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum $164,885. 3. Reference: Amendment No. 2 to the Engineering Services Agreement Water Project No. P161-060161141100 — DOE No. 3748 Reduce Depth of Line, Update Plans with Retaining Wall and Pre-construction De-hole Notes, Modify design at Culverts, Modify design at 1-35 interchange, Prepare Manhole relocation detail Dear Mr. Sahu: On March 9, 2004 the city of Fort Worth requested that Carter & Burgess modify construction plans to reduce the depth of the line to 4-5 feet of cover. Preliminary design of waterline followed this 4-5 feet of cover, but in subsequent meetings with the City, Carter & Burgess was instructed to remove vertical points of inflection and maintain 5 feet of clearance under storm drains. During the March 91h meeting, Carter& Burgess was instructed to survey a new retaining wall located at station 88+00, and to modify design to allow for construction without disturbing retaining wall structure. These design changes allowed for the reduction in depth of approximately 6,900 LF of pipe and an additional 20 LF of steel casing pipe. In addition to these items, pre-construction de-hole notes were added at points where the waterline crosses existing water and sewer lines. At water line crossings at the box culvert at stations 87+00 and 134+00, the city of Fort Worth requested that the previously approved construction plans be modified by changing the alignment to help reduce construction costs. Carter & Burgess prepared a figure showing proposed re-alignment profile. Based on this figure, the city of Fort Worth directed us on April 15, 2004 to change the alignment at station 87+00 and to investigate another possible alignment option at station 134+00. At station 134+ 00, the design has been changed to leave out this section to be constructed after the culvert has been constructed during the North Tarrant Parkway expansion. The final plans that were submitted and bid on back on July 17, 2003 required that construction take place in phases. Phase A, North Tarrant Parkway and Interstate 35 exchange, was to be constructed first. This phase was to be constructed before TxDOT began working on the exit ramps and overpass. Because the 16" waterline was to be constructed before the interchange was constructed, proposed grade was not shown since it would not effect how deep the waterline would have to be constructed. Because the exit ramps are currently being constructed, construction plans had to be modified to show construction by other than open cut. Also, a new 18-20-inch sewer line/ manholes have been constructed in the last year. Our utility research showed alignment only. Because the now existing manholes were not pre Ht design phase for Carter& Burgess, they were not picked up during survey. In the pre " I �� b �� 2 k- O0 Carter&Burgess,Inc. Nixon&Laird Architects/Engineers,P.C. i �p�' ix, City of Fort Worth June 23, 2004 Page 2 construction meeting on April 21, 2004 two sewer manholes that may be in conflict with TxDOT construction were brought to our attention, and the city of Fort Worth asked Carter & Burgess to show these manholes on the construction plans. We received construction plans on the existing sewer main, and based on the Northing and Easting coordinates provided on the sewer plans we laid out the manhole locations. These coordinates do not match the roadway plans as well as our waterline plans. It appears that during construction of the sewer line, there was a change. The manhole on the west side of the interstate was moved outside the new TxDOT ROW. The manhole on the east side of the interstate is located on the side slope of the TxDOT's northbound exit ramp. Due to the location of this manhole, the city of Fort Worth asked us to relocate this manhole so that is not in the side slope of the exit ramp. This task required Carter & Burgess to perform a field survey and then show proposed location of new manhole and other necessary sanitary sewer details on the plans. DISCUSSION: On August 23, 2002 (M&C C-19160), the City Council approved an engineering agreement with Carter& Burgess, Inc. in the amount of$114,595 for the Northside II 16-inch Water Main extension along North Tarrant County Parkway from IH-35 W to Park Vista Boulevard. This contract was previously revised on November 19, 2003 by Amendment No. 1 for$21,050 for additional services pertaining to the Texas Department of Transportation's (TxDOT) North Tarrant County Parkway Project. Amendment No. 2 will allow Carter& Burgess, Inc. to design a retaining wall, modify alignments at two culverts, extend the waterline 52 feet west of station 0+00, modify design at IH-35 W and add a sanitary sewer manhole. These modifications are required to avoid conflicts with the aforementioned TxDOT project. Carter& Burgess, Inc. proposes to perform the design work for a lump sum fee of$29,240. City staff considers this fee to be fair and reasonable for the scope of services proposed. This project is located in COUNCIL DISTRICT 4, Mapsco 35G, H; and 36E, F, and G. Carter& Burgess, Inc., is in compliance with the City's M/WBE Ordinance by committing to an additional 6% M/WBE participation on this Amendment No. 2. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the Water Capital Projects Fund.
